4 1 Introduction 1.1 PURPOSE Welcome to the User s Guide for the EzDMR system. This guide provides instructions on how to use the system to transmit electronic Discharge Monitoring Reports (DMRs) to the Department of Environmental Protection (DEP). 1.2 SYSTEM SUPPORT Account and Password Help Desk Line: Number: (850) Hours: Monday to Friday 7:00 am to 5:00 pm ServiceDesk@dep.state.fl.us DEP EzDMR Water Compliance Assurance Staff: Number: (850) Hours: Monday to Friday 8:00 am to 5:00 pm EzDMRAdmin@dep.state.fl.us WHAT IS EZDMR? Electronic Discharge Monitoring system allows facilities and DEP users to electronically transmit Discharge Monitoring Reports directly to DEP to comply with National Pollutant Discharge Elimination System (NPDES) and Industrial and Domestic Wastewater permit requirements. This system is designed to provide an alternative to submitting handwritten or paper DMRs. It creates a signed digital document as a copy of the DMR. It is faster, more efficient, and less burdensome for both facilities and DEP. As a fully operational electronic reporting system, all of the necessary legal, security, and electronic signature functionalities are included in a completely paperless reporting system. EzDMR System is a web-based system. The system serves as an electronic filing cabinet to manage DMR reporting requirements regulated by DEP and to receive and store DMR reports submitted by facilities. Access privileges are administrated through the use of a username and password obtained via the DEP Business Portal. In order to access EzDMR, you must first request and be granted a valid role for a facility. Based upon that role, you ll be granted access to customized functionality and DMRs associated with that facility. EzDMR tracks DMRs that are due or overdue for submission. It displays those DMRs by due date and facility IDs while providing editing, validation and submission capability. Page 4 of 64 Last Update: 12/15/2014

5 1.3 USERS LEVELS OF ACCESS ROLES There are 3 levels of access. You may request one or more access roles (please refer to Request an Access Role for step by step instructions on how to request a role). Preparer: Ability to view, enter, edit DMR, attach forms and files, add comments, and save the DMR. Certifier: All Preparer privileges. Ability to certify and submit DMRs. Duly Authorized Representative (DAR): Ability to view DMRs. 11 The system displays the Verification Complete screen. Here is where you can apply for a PIN. 4 Apply for a PIN A PIN is required for electronic certification of DMR submissions. Only users who request a Certifier role will need to apply for a PIN before they can submit DMRs to DEP. 1. Click you may apply here hyperlink located in the Verification Complete screen. 16 Verify and Activate your PIN Your PIN will be ed to you using the address you provided when you created your account. The PIN is required when certifying and submitting DMRs in the EzDMR system. 1. Access your inbox, and open the from: PIN Request Approved. 2. 18 5 Account Details (access and reset account information) There may be times when it is necessary for you to access your DEP Business Portal account information to 1) update your address 2) update account information 3) change your password 4) change your security question 5) reset your PIN 6) report PIN issues 7) change your PIN security questions or 8) view your PIN request. 1. 20 6 Access the EzDMR System Simply click here to Sign In to DEP Business Portal Or Copy the following web address and paste it into your web browser, or simply click the URL to login to the DEP Business Portal / EzDMR system. 25 Congratulations, you have successfully launched EzDMR! Before proceeding, we will be taking a look at the layout of the system as a whole, starting with the work screen. 7 EzDMR Work Screen The EzDMR Work Screen is the default view shown when you first access EzDMR. There are three sections that comprise the Work Screen: 1) Banner presented horizontally at the top of the screen, 2) Main Menu left navigation panel and 3) Working Area located to the right of the left navigation panel. 7.1 BANNER The Banner View consistently displays during your EzDMR session. It displays the DEP logo, the system title, and a system timer that monitors the duration of your login. This security feature will automatically log you out of the system after four hours of inactivity. The Banner also displays the user s name and a sign out link. TIP: Clicking on your user name displays your account details. Here you can update your address, reset your password, reset your PIN and more. 7.2 MAIN MENU The Main Menu left navigation panel also consistently displays during your EzDMR session. It contains two menu items 1) EzDMR Access and 2) Reports, both in an expandable accordion format. The main menu presents the functions available within EzDMR. The EzDMR Access menu item is shown in an expanded view, indicated with the symbol (-), which indicates its sub-functions are open. When menu items are displayed in a collapsed view, they are indicated with the (+) symbol which indicates that its subfunctions are closed. Page 25 of 64 Last Update: 12/15/2014

26 7.3 WORKING AREA The Working Area is where EzDMR functions are performed. The Welcome tab is located within the Working Area and is managed by the DEP. It displays News and Announcements that can be updated on demand to quickly display important EzDMR information. 7.4 QUICK LINKS Quick Links provides links to Wastewater Contact Addresses, List of District Offices and their contact information and Wastewater Facility Information. 7.5 HELP Access to online version of this User Guide and on screen help text. 7.6 SIGN OUT When you are finished using EzDMR, click Sign Out located in the upper right corner. 7.7 SUPPORTED WEB BROWSERS To make sure you have the best experience possible, EzDMR system is best displayed using Microsoft Internet Explorer 9.0 or higher, Mozilla Firefox 5.0 or higher, Chrome 12 or higher and Safari 5.1 or higher. The system may be accessible using other web browsers, however, they have not been tested. Page 26 of 64 Last Update: 12/15/2014

27 If you are new to EzDMR, you will need to request an access role for each facility you intend to manage by following the steps below. It is important that a DAR role be assigned to a facility prior to requesting Certifier role access. Therefore, please be sure that the District Permitting staff are made aware of any authorization changes made since your facility s last permit renewal or modification including Permittee, Owner, Responsible Official, Corporate Office or Authorized Representative. If at the time, a Certifier requests role access to a facility, and there is no DAR role assigned to that facility, there will be no one to approve the Certifier s role request. If this happens please contact the District Office. TIP: Please refer to Section 1 for Users Levels of Access Roles definitions. 8 Request an Access Role If you are a Duly Authorized Representative (DAR), select the Duly Authorized Representative role. A DAR is an individual who can approve the request of a Certifier to submit electronic reports on behalf of a facility. This role can ONLY approve, deny or ban a certifier role request, and view or print reports. A DAR CANNOT enter data or submit reports. A DAR is a Permittee, Owner, Responsible Official, Corporate Officer or Authorized Representative who is recognized as such by the appropriate DEP regulatory office and is listed in the DEP Wastewater Facility Regulation (WAFR) database. If you enter data and submit reports on behalf of a facility/facilities, select the Certifier role. o It is very important to notify your facilities DAR(s) that they will be receiving auto-generated s from DEP concerning any Certifier requests. To approve these requests, the DAR will need to register in the DEP Business Portal and request the DAR role mentioned above. If you enter data only for a facility/facilities, select the Preparer role. Page 27 of 64 Last Update: 12/15/2014

28 Please Note: based on your level of responsibility, you may need to request multiple access roles: for example, a Duly Authorized Representative (DAR) may also be responsible for Certifying/Submitting DMRs. In this example, the DAR would need to request two access roles 1) DAR and 2) Certifier. Here is a list of Access Roles you may request. Preparer: Ability to view, enter, edit DMR, attach forms and files, add comments, and save the DMR. Certifier: All Preparer privileges. Ability to certify and submit DMRs. Duly Authorized Representative (DAR): Ability to view DMRs. Ability to manage Preparer and Certifier role requests. 1. Click Request Access Role menu option. Page 28 of 64 Last Update: 12/15/2014

30 The system displays the Request Access Role/Facility Search screen. This screen is used to search for one or more facilities you intend to request access to. Enter the facility id(s) and or facility name(s) separating multiple ids/names with a space or comma. You may also search for a facility by entering a partial facility id and or facility name. Select a county from the County drop down list to be included in your facility search. The drop down list defaults to All counties. 4. Enter the Facility ID(s) and/or Facility Name(s). 5. Click the Search button. Note: The EzDMR system does not permit duplicate access role requests. However, multiple access roles can be requested such as DAR and Preparer or DAR and Certifier. To check the status of a role request, click My Access Profile menu option located on the Main Menu. Page 30 of 64 Last Update: 12/15/2014

31 The system displays a list of facilities that meet your search criteria. 6. Select the Request Role check box for the facility you intend to access. You may request access to multiple facilities by clicking the Request Role check box for each facility you intend to access. o The status of Already Requested is displayed in the Request Role column if you have previously requested role access to that facility. Check your role access status by clicking My Access Profile menu option. 7. Click Request Role button. 8. Or if the results are not as expected, click Modify Search button to return to the Request Access Role/Facility Search screen. Page 31 of 64 Last Update: 12/15/2014

32 The system displays the status of your access role request(s). 9. Another access roles can be requested by repeating steps 1-8 above. Note: Duly Authorized Representative role requests are auto-approved if the facility s representative is properly setup in the Department s database, WAFR. If not, WAFR will need to be updated and approved in EzDMR by the appropriate District Office or Delegated Local Program. Preparer and Certifier access role requests are Auto Provisioned which means role requests are automatically given the following limited functionality: view, data entry, attach files and save updates to the DMR. Both roles can be revoked by the Duly Authorized Representative at any time. The Certifier access role will need to be approved by the Duly Authorized Representative before they are granted the ability to certify and submit DMRs. Page 32 of 64 Last Update: 12/15/2014

33 9 Manage User Access Manage User Access function is used to Approve, Deny, Ban, Revoke or Resubmit role requests. This functionality is not available to Preparer role. o Approve: permits access to requested role for a facility o Deny: does not permit access to requested role for a facility o Ban: cancels a role request for a facility o Revoke: removes access to requested role for a facility o Resubmit: permits role access approval for a previously banned role request This screen is divided into two sections: 1) access roles for which you can approve, deny or ban and 2) access roles you can manage. Note: The Preparer and Certifier access role requests are automatically granted with the following limited functionality: view, data entry, attach forms and files and save the DMR. Certifier access role request(s) are required to be approved by the facilities DAR before the Certifier can certify and submit DMRs. Follow the steps below to manage user access roles. 1. 35 10 My Access Profile My Access Profile is an informational screen. It is specific to your account. It provides the status details for each role request made under your account. The screen is divided into four sections: 1) facilities for which you have been granted access 2) role request(s) you ve made which are pending approval 3) role request(s) which have been revoked and 4) role request that are banned. To view your role request(s) status: 1. Click My Access Profile menu option. The system displays your User Access Profile screen. Page 35 of 64 Last Update: 12/15/2014

37 11 Reports by Template Reports by Template functionality displays a summary list of DMR templates for facilities you have been authorized to access. The list is sorted by Facility ID, Monitoring Frequency, DMR Part and Reporting Timeframe. When selected, the Reports Due button located in the Actions column will display DMR templates that are due for a specific facility/frequency/part/monitoring timeframe. To see a summary list of DMR templates that are due: 1. Click the Reports by Template menu option. The system displays Reports by Template screen. o The Reporting Timeframe is the monitoring start and end date of the permit Click on the Reports Due button to see the DMR Template Reports that are Due. 39 12 Reports/DMRs Due Once you ve been granted role access to a facility, a list of the facilities DMRs that are due and overdue for submission are displayed on the Reports Due screen. The DMRs due list is displayed and sortable by Facility ID, Frequency, Part, Reporting Period and Due Date, Last Update and Updated By. The screen offers filtering by any one or a combination of Reporting Period, Reporting Frequency, DMR Part or Facility ID. If the facility requires a Part B DMR, Part B will be available to upload as an attachment after completing Part A. To view your DMRs due: 1. 41 13 Edit a DMR (entering discharge data) Edit functionality provides the ability to input, edit, and save DMRs for which you have been granted access that have not yet been submitted through EzDMR. When you click the Edit DMR option in the Actions column, the DMR template is opened in edit mode. The DMR template is sorted by Monitoring Group. NOTE: Edit functionality is not available to Duly Authorized Representatives. To edit a DMR: 1. Click the Reports Due menu option. 2. Click Edit DMR on the DMRs Due screen. 42 The DMR template is displayed similar to the paper DMR. The DMR at this point is considered a template. This is what the DMR template looks like the first time you open it. TIP: Yellow highlighted boxes indicate where data is required. a. The NODI (No Discharge Information) FILL drop-down list allows you to select a NODI code for the purpose of automatically filling the highlighted boxes with the selected code when you click the NODI FILL button. o Hovering over a NODI code, displays the code description Page 42 of 64 Last Update: 12/15/2014

43 b. Clicking the FILL button automatically fills the highlighted Number of Exceedance boxes with the value you enter in the white box above the FILL button. c. You do not have to use the FILL options. You may enter data into the highlighted boxes manually. d. The Comments bubble located in the right column, allows you to enter comments by Parameter. To see the comments in your PDF copy, click Preview PDF on the DMRs Due screen. The comments are located on the last page by monitoring group. As you enter and save data in the template, the highlighted boxes change colors. o Yellow indicates that data is required and it also indicates that a valid entry has been entered that falls outside of the expected limit o Red indicates an invalid entry o Green indicates a valid entry and within limits TIP: Greater-than, less-than, and negative signs can be used. 44 There are three buttons located at the bottom the DMR template: o Save Changes button allows entries to be saved. Don t forget to Save Your Work. If you don t, it will be lost! o Continue button is enabled after all invalid data entries are corrected. Click the Continue button to open the Upload Attachment screen. o Go Back button opens the DMRs Due screen Page 44 of 64 Last Update: 12/15/2014

45 If you have blank or invalid entries in your DMR, error messages will display at the top and bottom of the DMR template. These errors must be fixed before you can attach a file or certify and submit a DMR. Note: Clicking the Save button does NOT submit the DMR. Once the DMR has been correctly completed, click the continue button and follow the remaining instructions to upload a Part B report if required and/or any attachment(s), and to certify and submit the DMR. 46 14 Upload Part B Attachment You must click the Continue button located at the bottom of the DMR template screen to access the Upload Attachments screen. This is what the bottom of the DMR template screen looks like: The Upload Attachments function allows one or more files to be attached to a DMR. If Part B is required, you must upload it as an attachment. To upload Part B file: 1. Click Browse, choose a file to attach. 2. Click the Upload Part B button to upload and attach the file. 47 The system displays Part-B file Attached when the Part B file is successfully attached to the DMR. 3. Click the x to remove the Part B file. 4. Click the Continue button to see the Certify DMR screen. 5. Or click Reports Due button to return to the Reports Due screen. 6. Or click the Edit DMR button to open the DMR template for editing. 48 15 Upload an Attachment(s) other than Part B You must click the Continue button located at the bottom of the Edit DMR template screen to open the Upload Attachments screen. This is what the bottom of the DMR template screen looks like: The Upload Attachments function allows one or more files to be attached to a DMR. To upload a file(s): 1. Click Browse and choose a file to attach. 2. Enter a file name in the Friendly Name text box. 3. Click the Upload Attachment button to upload and attach the file. 4. Click the Continue button to see the Certify DMR screen. 5. Or click Reports Due button to return you to the Reports Due screen. 6. Or click the Edit DMR button to open the DMR template for editing. 49 16 Certify DMR Certify DMR function is available to approved Certifiers ONLY. You must have an approved PIN in order to certify and submit DMRs. Please refer to PIN Application Process for instructions on how to apply for a PIN. To certify a DMR: 1. Click the Certify button located at the bottom of the Certify DMR screen. 50 Electronically Sign The system displays the electronically sign screen which offers a secure way to submit your DMR(s). To electronically sign: 1. Enter your answer to the security question. 2. Enter your PIN. If you forgot or need to reset your PIN, click your user name located in the upper right corner of the screen to see your PIN or reset your PIN. 3. Click the Sign button to certify and electronically submit the DMR. 4. Or click the Cancel button to return to the Certify DMR screen. Page 50 of 64 Last Update: 12/15/2014

51 If the DMR submission is successful, it will be placed in the DMR History screen and the following confirmation message will be displayed. o Successfully certified DMR! The system displays the DMR History screen. Page 51 of 64 Last Update: 12/15/2014

52 The system forwards the Certifier a confirmation regarding the DMR submission. The will only include a PDF copy of the certified DMR. 55 18 Export Data The export data function provides the ability to export a blank or edited DMR template to a comma separated values (CSV) file. This file can be opened in an Excel format. Once the DMR template data is exported, you may edit column N (Measured Value) and save the DMR template. Keep the format of the template for importing the template back into EzDMR (see next section on how to Import Data back to EzDMR). If the column headers are cut-off, the column widths can be expanded. 1. Click Reports Due menu option. Page 55 of 64 Last Update: 12/15/2014

56 2. Click Export Data. The system displays the DMR template in an Excel format. Only edit column N (Measured Value). Any other changes may produce errors. Save the file preserving the format. 57 19 Import DMR template file back to EzDMR Import data function allows you to import/upload a DMR template file back into EzDMR. Once the DMR template data is imported back into EzDMR, you may further edit and save the DMR template. Click Reports Due menu option. 1. Click Reports Due. 2. Click Import Data.
