Endorsed by Knowledge Partner Global Solar Leaders Summit Vision, leadership and strategic action powering solar market transformation 14 September 2015 Dubai World Trade Center 09:30 Registration and refreshments 10:00 Opening remarks from the Chair Eithne Treanor, Special Correspondent, CNBC Arabia; Managing Director, ETreanor Media Ministerial and Keynote Address 10:05 Towards a diversified energy future in the UAE HE Suhail Mohammed al-mazrouei, Minister of Energy, UAE Solar Energy market in Kenya HE Davis Chirchir, Minister of Energy & Petroleum, Kenya
10: 15 Driving renewable energy development in Bahrain Invitation extended H.E Dr Abdul Hussain bin Ali Mirza 10:25 Driving renewable energy development in Egypt Egypt s recent renewable energy tender has garnered significant attention as over 177 international consortiums bid on the proposed 4.3GW of solar and wind energy projects, with applications on solar projects far surpassing the alternative. Egypt s focus on renewables development is borne of necessity, with significant energy issues plaguing the country. A rapidly growing population the UN projects this will exceed 100million by paired with extreme summer temperatures and political instability including an alleged series of attacks on energy infrastructure in 2014 mean that demand is far outstripping capacity. This past August, state media reported that electricity demand hit a record high of 27,700 megawatts, an estimated 20% more than power stations could provide. However, with new leadership in place, Egypt is now taking decisive action to tackle the energy deficit and solar power is firmly in their sights. Enabling policies to attract FDI and drive renewables projects forward are in place and there is a commitment to diversify the country s energy mix away from reliance on gas. What are the Egyptian government s priorities going forward, amidst much political and economic change, to ensure infrastructure security and development, attract foreign investment and drive forward a sustainable energy future? Invitation extended to HE Dr. Mohamed Shaker El-Markabi, Minister of Electricity and Renewable Energy, Egypt Dr Mohamed El Sobki, Executive Chairman NREA, Egypt
10:35 Shaping energy sector reform in Jordan Jordan faces significant challenges in its energy sector. Mounting demand due to a rapidly growing population as well as increased per capita consumption has led to substantial supply pressures. Unlike many of its neighbours, Jordan does not have the same concentration of natural resources and relies on importing as much as 96 percent of its oil and gas requirements. Rising costs have led the Government of Jordan to focus on energy security and changing energy consumption patterns in order to reduce reliance on international resources. The National Energy Strategy is set to transform the country into a net exporter by Over $18billion worth of investment is being sought by 2020 and intend to grow renewable energy targets from two percent to seven percent by 2015 and up to as much as 20 percent by Significant strides have already been made with the first renewable energy tender awarding 200MW to developers, including a 52.5MW solar PV project. This is the first of many planned projects as the kingdom pursues its strategic plan to install 600 MW of solar PV capacity and achieve a total of 1.8 GW from renewable sources by How are Jordanian authorities enabling foreign investment and structuring project finance to actively set renewables plans in motion? How are policy makers moving from vision to action; leveraging competitive PV prices and international cooperation to achieve workable economics and foster an enabling environment to advance solar energy development? HE Dr. Ibrahim Saif, Minister of Energy and Mineral Resources, Jordan 10:45 Delivering utilities scale solar power in the UAE HE Saeed Mohammed Al Tayer Engineer, MD & CEO DEWA Eng Waleed Salman, EVP Strategy & Business Development, DEWA
10:55 Harnessing solar energy capabilities to create cities of tomorrow Invitation extended to HE Hussain Nasser Lootah, Director General, Dubai Municipality, UAE 10:50 MENA Leaders Panel: Progressive policies to drive solar market transformation Renewable energy has been widely embraced across the MENA region, with many countries establishing regulatory frameworks to support market development. Solar PV costs continue to fall at record-breaking rates of nine to 12 percent across residential, commercial and utility-scale solar installations. It is estimated that by 2020, the MENA region will attract over $50billion of investment into its solar power sector and according to a recent Middle East Solar Industry Association (MESIA) report, solar projects having capacity to produce up to 1,800 MW of power are to be awarded or tendered over the next 12 months in the region. There has never been a better time for regional governments to come together in active discourse and shared best practice to discuss the remaining challenges and explore the untold opportunities facing both distributed and utility-scale solar deployment, financing, delivery and integration. How are governments creating attractive, transparent conditions to attract inward investment into both distributed and large-scale solar projects? How does distributed solar power generation contribute to overall renewables generation and to the overall energy mix across MENA? How can we optimise energy infrastructure and accelerate renewable energy integration? What are the main barriers still facing widespread solar power implementation and how can these be overcome? How can feed-in tariffs be leveraged to drive solar market growth? How have Shams I in the UAE and Noor I, II and III in Morocco changed the playing field for other governments in the process of commissioning large-scale solar power plants? How can the MENA region embrace a collaborative approach to ensure energy sector sustainability long into the future?
Moderator: Eithne Treanor, Special Correspondent, CNBC Arabia; Managing Director, ETreanor Media Invitation extended to HE M. Youcef Yousfi, Minister of Energy, Algeria Eng. Invitation extended to Adnan Amin, Director General, IRENA Dr. Dieter Salomon, Mayor, City of Freiburg, Germany 12:45 Distributed Generation Panel: Harnessing the potential of off-grid solutions The launch of DEWA s first rooftop solar scheme Shams Dubai, has provided groundbreaking legislation regulating the generation of solar power in buildings and connecting this to the grid. As the technology to both develop power grids using more distributed generation and integrate distributed generation into large electric grids is getting more advanced each year, this clarity in the regulatory framework has been welcomed by industry stakeholders who have identified significant opportunities in rooftop and off-grid solar generation. This session will assess the impact of Shams Dubai
in terms of activity and transactions in the local solar market and what it might mean for other governments looking to introduce rooftop guidance. What is the market potential for solar micro-grids and storage in the MENA region? What are the projected outcomes for Shams Dubai in the lead up to Expo 2020? What can other regional governments learn from Shams Dubai to develop regulations that will facilitate distributed generation? How can the industry develop a collaborative approach to create sustainable PV programmes? What are the next steps to accelerate distributed generation and facilitate market growth?
