3 The Israel Student Authority: "Minhal Hastudentim": Who are we? The Israel Student Authority operates through the Ministry of Immigrant Absorption, in collaboration with the Jewish Agency for Israel. Israel sets a high priority in attracting young students from abroad to its study programs and universities. One of the ways that this is expressed, is in the generous assistance given to immigrant ("olim") students. Olim are the only students who enjoy scholarships that are not dependent on one s socioeconomic status, study program or country of origin. The Israel Student Authority is a vital link between the immigrant student and higher education in Israel. We provide information and advice to students still abroad Assist students study successfully and integrate into Israeli academia Run programs for social integration to encourage a sense of belonging and identity Provide information and guidance to assist the new immigrant student during their studies 3

4 Other options in Israel for undergraduates: Master's Degree in Israel Master s studies in Israel are characterized by high academic standards and focus on intensifying knowledge, expanding professional qualifications acquired during BA studies, developing high-quality research abilities and creating academic dialogues on international and Western standards. Master s studies are offered in two specialization tracks: Students with undergraduate degrees from abroad are rarely admitted into a direct doctoral track (without doing a graduate degree first), however if you want to check this option you must contact the university registration offices directly. Other options include the "hassavot" training programs meant especially for undergraduates, in the fields of teaching, nursing, and social work. For further details on currently available programs in these fields contact us. With a thesis: the track that can lead you to continue on to Ph.D. studies. Without a thesis, students on this track are required to take more college credits and cannot continue to Ph.D. studies. Students with high academic achievements in their BA studies may apply to a Master s program. Master s programs generally extend for a period of two years. Master s degree programs are offered by most universities and at some academic colleges that have been authorized by the Council of Higher Education, to award such degrees. Not all programs offer the option of doing a thesis, check all the details before you apply! 4

5 Acceptance Requirements for Master s Degree Programs There are many and varied options for studying a master's degree in Israel. In many graduate programs you are not required to have an undergraduate degree in the same subject. These are the general requirements; you are advised to check each individual study track for specific requirements: High grades in BA studies with an average of 80+ (out of 100) according to the accepted grade scales in Israel. Certain fields require higher grades. GMAT - required by most institutions for those registering for Business Administration. For more information: GRE - required by all institutions for those registering for a Master s degree in psychology. Some universities require GRE for holders of BA degrees from abroad, for other faculties. For more information: English level required A personal interview is required by some departments, such as psychology, medicine, law, social work, and others. Supplementary or pre-requisite courses are often required of students with an undergraduate degree from abroad, especially if you are changing subjects. The Student Authority will pay for up to one academic year of supplementary or pre-requisite courses, in addition to the two year entitlement for the graduate degree. 5

6 Recognition of Degrees from Abroad Israel is bound by an international agreement sponsored by the United Nations, responsible for specifying rules and regulations regarding recognition of institutions of higher education. The offices which deal with recognition of degrees from abroad are: A. The Committee for Evaluating Academic Degrees from Abroad in the Ministry of Education: Units/Owl/Hebrew/HaskalaGvoha GuidelinesEvaluationofForeign.htm This evaluation is for the purposes of employment. The Student Authority operates according to the evaluations of these government bodies. There may be differences between the evaluations of the Ministry of Education and the university registration offices. For example a graduate of 5 years of university study from abroad may be evaluated by the Ministry of Education as having a master's degree for the purposes of pay scales, but the university may only recognize their studies as an undergraduate degree. In such a case the Student Authority will act according to the evaluation of the university and give a grant for graduate degree studies in Israel. B. 7 How to Prepare for Your Studies & Learn Hebrew: Students with an undergraduate degree from abroad are advised to prepare for further academic studies in Israel via the Pre-Academic Program TAKA. This program takes place in Ashkelon Academic College and in Hadassah Academic College and in the Technion. Opening of each program is dependent upon sufficient students registered. What do you study in TAKA: Academic Hebrew, academic English Hebrew Students from abroad must have a basic knowledge of Hebrew in order to be accepted to studies, and must achieve a certain level (academic exemption level) in order to receive their degree. Israel boasts a vast range of Hebrew ulpanim, many especially designed for students. Please note: undergraduates are NOT obligated NOR are they entitled to study in the University Preparatory programs-"mechina"! Optional courses (with an emphasis on Hebrew terminology) in mathematics\statistics\computer skills, research methods\social sciences\art\etc. The program lasts for 5 months and is funded by the Israel Student Authority without detracting from your 3 year entitlement. Students accepted to a graduate degree program and eligible for assistance from the Student Authority are also entitled to study at an academic summer ulpan (7-8 weeks) with a tuition grant from the Student Authority (not detracted from the 3 year entitlement). 7

8 Studies in English Lectures are generally given in Hebrew but most of the reading material is in English. As such, an English-speaking student has a great advantage! Most faculties also allow students to write their seminar papers and theses in English. 9 What is the assistance available to the immigrant student? 10 Conditions for receiving assistance for graduate studies Status: immigrant\returning minor\citizen born abroad as defined by the Ministry of Immigrant Absorption Period of stay in Israel: must begin studies within 36 months of receiving status, not including army service. Age: on commencing studies: before 30th birthday Academic Conditions: Presentation of original internationally recognized undergraduate degree certificate & transcripts Meeting acceptance criteria of the institution Passing from one academic year to the next Studies in institutions & study tracks recognized by the Student Authority Assistance is given to masters students, per semester, for up to two years of study. However, students required to take supplementary or prerequisite courses are eligible for an additional year of assistance, depending on the number of courses required. Please note: Some study tracks are more expensive than regular university tuition, in which case students must pay the difference. These include: institutions of higher education not financed by the State (such as the Interdisciplinary Center), study tracks not financed by the State (such as the one-year MBA program at Tel Aviv University), and graduate programs taught in English (such as the master's programs in English at the Technion and the Rothberg School of the Hebrew University). There is no assistance for repeating a degree, other than exceptional cases 10
