2 Case Study San José State University About San José State University (SJSU) Founded in 1857, the present San José State University campus covers 154 acres in downtown San José, California in the heart of Silicon Valley. More than 30,000 students are enrolled at SJSU in both undergraduate and graduate programs. Due to its location, SJSU has a strong technology focus, with world-class engineering and sciences programs making its students and faculty among the most tech-savvy around. Today, SJSU has more than 50 buildings on its campus, including administrative and residential. 2 Case Study: San José State University
3 The Problem: Campus growth, new facilities, new services required San José State s old residence halls circa 1960 were inadequate for student needs, so the decision was made to build a new Campus Village in 2003, with its grand opening in This new residence complex houses upwards of 3,500 students, along with offices for 100 staff personnel and on-site amenities such as a convenience store, Starbucks coffee shop, a computer lab and recreational rooms for residents. To serve the needs of its residents, SJSU decided Campus Village would also offer the most state-of-the art communications and entertainment services, available to each dorm room, office and on-site facility. In the old residence halls, dial-up internet, basic analog cable TV and POTS phone services were available to student residents. Student take rates were low and, as a result, the University lost money. For example, phone service subscriptions were under 5%. For Campus Village, a new model was developed whereby students could buy a variety of basic and enhanced broadband services. Today, residents of Campus Village have access to high speed Internet, IPTV with 100 digital channels, and phone services. The university has its own digital head end and antennas on-campus, delivering video content. Campus Village residents receive basic services as part of their monthly occupancy fees, but may elect to purchase enhanced service packages. 3
4 Allied Telesis becomes the Campus Village service manager As a partner and stakeholder in the Campus Village Triple Play service network, Allied Telesis has actively participated in advertising and promotional programs at the beginning of each new school year to promote the services offered in the Campus Village. Beyond offering SJSU state-of-the-art access equipment designed for IPTV and Triple Play, the experience with SJSU positions Allied Telesis as a true leader and expert in IP Triple Play service creation, management and marketing, moving beyond merely providing the technology and functionality to actual delivery of the services. Due to its unique organizational structure and highly skilled professional services organization, Allied Telesis was approched to do more than just provide the IP infrastructure. SJSU was seeking an expert in Triple Play (Voice, Video and Data) service creation and management. Allied Telesis was up to the task, becoming the overall systems integrator for the entire project, from network design and implementation to content acquisition and service creation. The process allowed SJSU to rapidly implement services without undertaking the hassle of qualifying and sourcing content and content providers Over a five-year period, Allied Telesis provided dedicated on-site engineering support as well as subject matter expertise to take ownership of the entire service network. This encompassed the head end for IPTV, content, soft switch for VoIP, along with middleware and other supporting technologies. Allied Telesis worked with key third-party vendors, providing support and technical expertise throughout the implementation and service turn up process. Additionally, Allied Telesis financed the equipment, leasing it back to the university, which only had to purchase the CPE equipment used in the dorms themselves. The on-site professional service engineer performed service management via AlliedView NMS (Network Management System) and provided training for SJSU personnel. 4 Case Study: San José State University
5 Broadband infrastructure to meet the needs To support the kinds of high-bandwidth broadband IP services students wanted, SJSU elected to build a fiber-to-the dorm network throughout Campus Village. After doing comprehensive technology studies, SJSU decided on a 100 Mbps Active Ethernet fiber solution operating on a multimode fiber network. For its equipment vendor, SJSU turned to Allied Telesis, one of its Silicon Valley neighbors. With Allied Telesis help, an all-fiber campus network was designed for the delivery of converged broadband multimedia services. In its Main Point of Entry (MPOE), SJSU built its IP video head end, served from an antenna farm, where satellite and offair video is encoded into MPEG2 streams through encoders. Middleware, encryption, server-based VoD, and Emergency Alert (EAS) are integrated elements of the head end and IP video service. SJSU, at the same time, installed a new VoIP soft switch, using it to interconnect legacy TDM voice to its campus PBX. There are connections to multiple high speed Internet service providers, complemented by redundant firewalls and an Intrusion Detection System. The MPOE is networked through Allied Telesis AT-8948 and AT-9924 Gigabit PIM & OSPF Routers. At the core, SJSU uses Gigabit Ethernet Protection Switch Rings (EPSR), supported on the Allied Telesis imap access platform and Ethernet switches, to provide not only high bandwidth availability, but also to ensure service reliability, redundancy and survivability. EPSR provides 50ms failover switching in the event of a failure, making it hitless to most services. At the MPOE, centralized network management is maintained from the NOC. AlliedView NMS is central to the operation, providing comprehensive provisioning, diagnostic, troubleshooting, performance-monitoring and database management tools across the entire fiber network, all the way to the dorm itself. 5
6 Technology Solution: Fiber to the Dorm using Allied Telesis imap and img San José State University chose the Allied Telesis imap, the market-leading multiservice access platform, to deliver Active Ethernet connections to each dorm. imaps are located in each of the four residence and at the MPOE. Fiber is run from the telecommunications room where the imap s reside throughout the building to each room using fiber fed through the riser distribution. Other fibers connect Starbucks, the computer lab and the recreational rooms within Campus Village. 100 Mbps Active Ethernet was chosen over PON or other alternatives due to its high bandwidth and point-to-point nature. Active Ethernet offers a more straightforward approach to troubleshooting and fault isolation, and it guarantees bandwidth per subscriber rather than architectures that require sharing of bandwidth and key encryption. To terminate and distribute Triple Play services, SJSU selected Allied Telesis img600 home gateways. Small and compact, the img600 could easily be installed on the wall of a dorm room to prevent possible theft. The img600 features three FXS POTS VoIP ports and three 10/100T Ethernet ports. This allows set top boxes and PCs to be connected in each room, and provides VoIP to analog handset conversion. With its software intelligence, the img600 becomes a far-end network element, which allows all of the management functions from AlliedView NMS to flow through to the point-of-service. Additionally, the img provides the necessary firewall, QoS and features such as rate limiting by port, to support every type of service. 6 Case Study: San José State University
7 Results: Technology Designed for Triple Play Building a new all-fiber IP network to deliver advanced voice, video and data Triple Play services is a complex task, requiring a sound understanding of the services themselves as well as the technology required to support them. SJSU appreciated the knowledge and expertise Allied Telesis brought to the table along with advanced IP technology. Allied Telesis designed the imap from the beginning as a pure-packet IP platform rather than a modified ATM architecture. For both the imap and the img, Triple Play features and requirements were built in from the start. Not only were the products chosen ideally suited for the service needs, Allied Telesis also brought its in-depth expertise in IP and Triple Play to assist SJSU in their planning and implementation to ensure the project s success. Conclusions More and more universities are discovering that on-campus housing services can be turned from a cost of operation into a self-sustaining revenue operation. Offering high quality IPTV, high speed Internet and voice services fills a demand and need of the student residents today making them not only something they will pay for but a marketable attraction for the university itself. Before Campus Village was built and the new fiber-based services introduced, many students at SJSU chose off-campus housing to get the types of amenities they wanted. Today, Campus Village is the preferred and desired student residence. The SJSU Campus Village project proves that the return on investment for fiber-to-the dorm is real, and likewise proves the technical benefits of Active Ethernet as the media of choice. The use of Allied Telesis imaps and imgs to build a redundant, full-featured fiber service network is enhanced by the ability to manage both the network and services all the way to the dorm with AlliedView NMS. Most importantly, the Campus Village project points to the importance of not only selecting a technology vendor with the complete portfolio of products needed, but one who brings with them the knowledge and expertise to see the project through to a successful conclusion as a partner not just a supplier.
