1 STATE OF MONTANA JOB PROFILE AND EVALUATION The job profile is a streamlined position description and may serve as the core document for all human resource functions such as recruitment, selection, performance management and career and succession planning. It was developed, initially, for use in classifying positions in Pay Plan 020. If you are converting a position to Pay Plan 020 and the position has not changed simply cut and paste the information needed from the current position description. The Highways and Engineering Division prepares projects for bidding and coordinates highway construction. The division is made up of the Materials, Construction, Right-of-Way, Bridge, and Preconstruction Bureaus; the CADD Systems and Engineering Management Support Sections; and five District Construction Offices in Missoula, Butte, Great Falls, Glendive, and Billings for budget and workforce purposes. Engineering Services personnel design most highways within the district, arrange for relocating utility lines within the right-of-way, determine needs for signals, signs speed zones and other 1

2 traffic controls, and perform field tests on materials used in construction. The Traffic Engineering Section is responsible for providing technical assistance with pre-construction, construction, and maintenance traffic engineering issues at the District level, and responding to traffic-related requests from the public, local governments, and other government agencies. Describe the Job s Overall Purpose: This position is a Senior District Traffic Engineer (PE). The position is responsible for developing traffic engineering designs; managing traffic engineering projects; and conducting advanced traffic and traffic control device engineering studies to resolve safety problems or to enhance highway safety; and developing traffic engineering designs. The position provides advanced training, guidance, and technical assistance to engineers, district and field project personnel, consultants, and local governments on specialized traffic control design applications and practices, and exercises lead worker supervision over other engineers in the District. The position reports to the District Engineering Services Supervisor. % of SECTION II - Major Duties or Responsibilities Time This section should be a clear concise statement of the position s duties. Well written thorough task/duty statements are required here to accurately evaluate the position. 1. What are the major duties or responsibilities assigned to this position? What are the specific tasks involved in accomplishing those duties. Group duties in order of importance and estimate the percent of time needed to perform each duty (estimates are not required for individual tasks). NOTE: Because you are identifying major duties usually 3-5, the quantity of time probably will not be less than 20%. If a duty is essential but not performed routinely you should list it. Traffic engineering project development and management Develop traffic engineering designs and manage traffic engineering projects to address traffic control inadequacies; improve highway safety in both urban and rural environments; ensure projects are completed in an efficient and timely manner; and to ensure compliance with MDT, state, and federal regulations. 50% 1. Coordinate district traffic engineering planning activities to improve highway safety in both urban and rural environments in conjunction with local communities and officials. This involves establishing and maintaining relationships with officials (e.g., mayors and city and county commissioners); assessing community growth and transportation patterns and issues; participating in planning major developments affecting traffic safety (e.g., subdivisions); reviewing projects developed by local and private engineers to provide input and technical engineering advice and guidance; and conducting site reviews at both the planning and project levels. 2. Participate and coordinate traffic engineer aspects of major highway and structural construction and re-construction projects (e.g., the Hwy 93 expansion). This includes evaluating existing site characteristics and 2

3 engineering and safety data to determine appropriate designs or design modifications, traffic control equipment, and other characteristics; determining what potential additions or modifications are allowed under current regulations; determining appropriate designs and features (e.g., right-of-way egress) and providing input during various design stages; and coordinating planning and project delivery with local governments, private landowners, planning boards, and county officials. 3. Identify traffic control needs for a wide variety of roadways, intersections, and/or freeway interchanges to develop traffic engineering designs to improve highway safety. This involves engineering analysis of design projects, operational activities, maintenance activities, and individual requests from the public and local officials. This involves accurately isolating the problems to be addressed, choosing the traffic control or combination of traffic control measures to be deployed, coordinating changes in roadway configurations if necessary, and documenting the correlation between the problem and solution that justifies the recommended action. 4. Develop appropriate action plans to address the inadequacies of facilities under review through a variety of engineering analysis techniques. These techniques include traffic control assessment (passive control warning, regulatory, informational, and active control-traffic signals), roadway functional class assessment, planning review, accident analysis, capacity analysis, pedestrian studies, geometric analysis, etc. Interpret the results of the above studies and the goals of the proposed project to develop traffic engineering designs. Report design findings and engineering recommendations through reports, graphics and verbal presentations. 5. Develop geometric designs for both urban and rural intersections (signalized and non-signalized), interchanges, and roadway sections to cost effective designs that comply with current geometric design practices and techniques. This involves engineering analysis of the physical alignment, travel lane distribution, traffic volume carrying potential, conflicting directional destinations for the motorist and other modes, vehicle type mix in the traffic stream, and they type and mix of facilities. Develop and document appropriate engineering designs for the development of project plans. 6. Conduct specialized site impact studies to determine traffic impacts of new developments and identify appropriate traffic control features. This includes evaluation of current and projected traffic loads, site characteristics, and proposed access designs to determine the appropriate engineering designs to accommodate new developments. Determine engineering requirements that must be met by the developer (roadway widening, access points, mitigating impacts on neighbors, etc.) prior to opening the development. 7. Provide expertise and consultation in the evaluation of traffic control devices to ensure highway safety and that devices and controls meet Manual on Uniform Traffic Control Devices and MDT design criteria. This involves reviewing district pre-construction projects for traffic-related items; reviewing 3

4 traffic control on active construction projects; inspecting maintenance section routes; and providing training on traffic control standards. 8. Coordinate and manage traffic engineering projects to ensure they are completed according to state and federal requirements in a cost effective manner. This involves collecting and correlating data regarding traffic corridors including cause and effect of safety problems, traffic volumes, roadway geometrics, speed rates, etc. Provide direction to designers and other engineers on traffic related issues (e.g., road widths, speed limits, elevation rates, etc.), and review geometric and other design work performed by designers, lower level engineers and consultants. 9. Conduct engineering evaluations and prepare site drawings, and estimates of high crash locations for safety improvement projects. As these projects are brought to contract assume project management role for projects that are completed by local governments or MDT maintenance forces. Ensure that the project is completed in a timely manner, payment is made and a Certificate of Completion is issued. Analyze and address Clear zone issues by reviewing standards and comparing them to actual conditions. Participate in Access Review Committees to determine the number and location of accesses on new "limited access" projects. Geometric recommendations relating to Engineering site investigations, Intersection studies and Safety Reviews. On site Pedestrian studies to determine the need for crossings. 10. Represent the department and District Administrator with the public and other public and private agencies to facilitate safety improvement projects, coordinate the identification and resolution of safety problems, and to explain the department s position and technical aspects of projects. This includes attending meetings involving the public and local governments; receiving and responding to calls regarding traffic complaints or suggested improvements; clarifying laws, rules and regulations; and coordinating investigations with local governments. This work requires knowledge of the principles and practices of traffic engineering; public relations methods and techniques; and written and verbal communications including presentation methods and technical writing. 11. Manage district approach permitting activities including short and long-range approach and access planning, and making determinations on approach permit requests for urban and rural projects to ensure safe traffic movement and compliance with state and federal regulations and engineering standards. This involves working with local planning and government officials to plan limited access facilities, subdivisions, and other future projects; overseeing site inspections and the correlation of site data with geometric, safety, access management and traffic standards. Determine whether the DESS should approve or deny of permit requests including recommendations for modifications to requests to make them acceptable. This work requires indepth engineering analysis of highway or structure characteristics using specialized computer programs; potential engineering designs; traffic safety; Manual on Uniform Traffic Control Devices; state and federal traffic 4

5 engineering regulations; and the geographic area including terrain and site characteristics. 12. Implement improved Traffic Control specifications, project management, and review procedures to improve traffic control in the district in conjunction with local communities and other MDT units. This includes coordinating efforts of local governments and private contractors; ensuring uniformity throughout the district; and overseeing in-depth traffic control reviews including participating in statewide annual traffic control reviews with headquarters and the FHWA. B. Traffic and electrical engineering analysis and studies Perform advanced traffic and traffic control device engineering studies to resolve safety problems or to enhance highway safety. 30% 1. Direct the preparation of studies, summaries, research, and special reports related to traffic safety projects, policies, and standards to ensure that sound judgment and engineering practices are incorporated in all district processes. This involves meeting with research teams to organize project direction, goals, and priorities; analyzing research data at each phase of project development; and writing and distributing findings including conclusions and a recommended course of action. 2. Study accident data, road geometrics, traffic control devices and roadside culture to identify problems and design solutions to increase the safety of locations. This includes conducting site reviews and evaluating site characteristics to determine necessary improvements to resolve safety problems or increase safety. 3. Evaluate site data for traffic volume, school/pedestrian crossing, speed zone, speed monitoring, and sign/signal warrant studies to identify engineering solutions to safety issues. This includes examining and studying accident data, roadway geometrics, traffic data, driver characteristics, traffic control devices, traffic operations, roadside safety, site distance needs, cluster information and roadside culture to determine if safety or design problems are present. Identify and analyze trends and potential counter measures to identify cost effective countermeasures to enhance highway safety. 4. Develop requests for field research and information gathering and direct other staff in the collection of site data. This includes analyzing information regarding school and pedestrian crossing, traffic signal, pavement marking, and related features based on federal and state regulations and engineering standards. 5. Perform analyses of traffic control devices and related electric components to ensure devices and electric configurations/systems are appropriate for the site and to ensure compliance with the Manual on Uniform Traffic Control Devices. This includes determining the proper type of equipment for the site, and evaluating existing devices to determine their suitability this includes analysis of traffic volumes, levels of service, site conditions, alternatives, 5

6 capacity, longevity, and equipment operating parameters. Evaluate device alternatives based on technical factors such as voltage drops, conduit fills, inductance, and connected loads. 6. Investigate and respond to citizen complaints and perform related public relations work to facilitate safety improvement projects, coordinate the identification and resolution of safety problems, and to explain the department s position and technical aspects of projects. This includes attending meetings involving the public and local governments; receiving and responding to calls regarding traffic complaints or suggested improvements; clarifying laws, rules and regulations; and coordinating investigations with local governments. Respond to letters to the Governor, Director, and District Administrator from the public, government representatives, and attorneys regarding traffic issues. Responses include defining the history of the issues, explaining related regulations and design standards, and describing what the department can or cannot do regarding the situation. 7. Develop traffic engineering designs and recommendations to improve safety. This includes collecting and evaluating raw data; pulling data together into reports; determining appropriate levels of service; presenting recommendations to the State Traffic Engineer; and coordinating the implementation of approved traffic safety plans. 8. Provide oversight of project technical assistance, review, and engineering evaluation to respond to District Construction project concerns and to clearly define the construction processes and procedures. This includes providing direction to ensure compliance and consistent application of regulations and performance standards; overseeing the evaluation and definition of problems so mistakes will not be repeated and quality and innovation will be recognized; and developing new approaches to provide incentives for construction operation innovation and efficiency. Coordinate multi-work unit and interagency problem solving and evaluate policies and specifications to determine how the process is operating. Provide guidance/procedure to follow on consultant projects when errors are found during construction. 9. Design, construct, and maintain various electrical installations to include variable message and school crossing signs, temporary traffic signals and overhead intersection flashers. C. Technical assistance Provide advanced training, guidance, engineering oversight, and technical assistance to engineers, district and field project personnel, and consultants on specialized traffic control design applications and practices. 1. Maintain a contemporary knowledge of traffic control practices, design software, and other job related skills by attending training and education to maintain continuing professional development. Maintain constant contact with other MDT and federal personnel, and conduct continual research to maintain a current knowledge of state and federal policies and 10% 6

7 standards, current software applications, and other job-related issues. 2. Provide traffic control design plan interpretation consultation and guidance to field construction and maintenance personnel throughout the course of projects. This includes interpreting and explaining advanced technical aspects of designs; and analyzing, evaluating, and making recommendations to project managers on problems encountered in the field. 3. Train lower level engineers and consultants on the application of new traffic control practices, technologies, and standards to ensure that best practices are effectively incorporated into design processes. 4. Provide support to district maintenance staff in the troubleshooting and resolution of special site-related problems. This includes redesign or repair of electrical equipment, analyzing site traffic operational needs, determining if problems are associated with on-site traffic conditions or equipment failure. 5. Provide technical traffic and/or electrical/electronic engineering assistance and information to local government entities, private businesses and the public by providing information and answering design-related questions on projects. 6. Oversee the investigation and evaluation of traffic safety construction deficiencies and problems and traffic engineering activities (e.g., project design) to develop engineering solutions to safety problems, correct difficulties encountered in construction, and to improve the quality of finished facilities. Attend or send subordinates to plan-in-hand meetings, construction reviews, and related evaluations to assess deficiencies and construction problems, determine cause, identify areas requiring further research by MDT specialty work units, coordinate problem resolution among work units, and to proactively implement appropriate traffic engineering solutions. D. Lead worker supervision Provide lead worker supervision and training for lower level engineers and maintenance staff (Civil Engineering and Engineering Project Specialists - specific positions and FTE supervised varies). This includes assigning and reviewing work, training, coordinating schedules and providing input to the supervisor/manager on performance for use in formal performance appraisals. This work requires knowledge of state and MDT personnel policies and procedures, supervisory practices, and training methods. E. Other duties as assigned Perform a variety of other technical, professional, and administrative duties in support of the Engineering Services Section as assigned by the supervisor. This includes coordinating and performing special studies and projects, providing backup for the supervisor and other staff, serving as the DESS in his/her 5% 5% 7

8 absence, representing the agency at meetings and conferences, and attending continuing education and training. 2. The position resolves traffic safety problems, design problems, project delays, landowner concerns and a variety of other problems associated with planning and executing traffic safety projects, which involves studying accident data, road geometrics, traffic control devices and roadside culture to identify problems; evaluating site data for traffic studies; analyzing traffic control devices and related electric components to ensure devices and electric configurations/systems are appropriate for the site and to ensure compliance with the Manual on Uniform Traffic Control Devices; and investigating and responding to citizen complaints. 3. What do you consider the most complicated part of the job? Performing advanced traffic and traffic control device engineering studies to resolve safety problems or to enhance highway safety and managing traffic engineering projects are the most complicated parts of the job. The position is responsible for assuming project management duties when completing installations of temporary traffic signals and variable message signs. This includes ordering equipment and materials, directing the installation of anchor bolts, foundation bases, cable trenching, hanging equipment and final hookup and startup of the equipment. 4. Supervisory duties require knowledge of state and MDT personnel policies and procedures, supervisory practices, and training methods. Skills: The position requires skill in the preparation of engineering designs for electrical and traffic engineering projects to ensure a constructable set of plans; preparing plans on CADD and preparing all documentation associated with the project; the operation of traffic control study and control devices; the use of computers and applicable software including CADD; analyzing and evaluating engineering designs; specialized analytical methods and techniques; and analyzing and interpreting statistical information. The position reports to the District Engineering Services Supervisor, and provides leadworker supervision over other engineering staff (variable depending on the District). 9. CHOICE OF A CLASS SERIES: As this position has not previously been classified under the Benchmark Factoring System, a complete PRF is required. The recommended allocation is to Civil Engineering Specialist (from pay plan 68) due to the nature of the predominant duties and the qualifications required. 10. The work requires demonstrated skill and professional knowledge of a breadth of issues associated with traffic engineering and planning applicable to complex and diverse highway construction projects in both urban and rural settings, characteristic of level 6. Both positions involve the analysis of engineering site and other data, evaluation of the suitability of various plans and designs, and consideration of a variety of variables related to design, cost, safety and engineering alternatives. Both positions work involves a range of assignments associated with engineering design projects, however the subject position is slightly stronger due to the specialized nature of traffic engineering, and the lead role that the subject position plays in providing technical expertise and oversight within the District. Comparison to this benchmark is appropriate when considering the predominant work assigned. Both are appropriate at level 6. WORKING CONDITIONS: Level 1 13 points Predominant work requires frequent vehicle travel in excess of 1,000 miles per month or 12,000 miles per year. The position requires knowledge of Computer Aided Drafting Design (CADD) operations; roadway plans and specifications; utility and right-of-way plans; and highway layout. This knowledge is applied to a variety of professional assignments including difficult and complex assignments associated with managing traffic engineering projects, conducting advanced research to resolve safety problems or enhance highway safety, and developing traffic engineering designs. 16

17 This knowledge is typically acquired through a combination of education and experience associated with a Bachelor s Degree in Civil Engineering, PE licensure, and 4 years of progressively responsible experience in areas related to project design and traffic operational analysis. Both positions require knowledge of civil engineering concepts and principles applicable to their respective specialty areas (in the benchmark for bridge design, and in the subject position for traffic engineering projects), and require the ability to analyze a broad range of site specific data, issues and variables, perform engineering analysis, prepare designs, and interpret regulations, rules, and standards. The subject position is somewhat stronger because of its project oversight role and its PE requirement, however both are within the range for level 6, with the subject position being a strong level 6 on this factor. The employee works independently and is given authority to develop work products (e.g. action plans, traffic engineering designs, etc.) from data that the position interprets without supervisory input or involvement. As the Senior Traffic Engineer (PE), this position serves as a technical authority within the District on traffic engineering projects, details of the work are assumed accurate, and the position is held accountable for the adequacy of the work performed. The position has responsibility for establishing project criteria and traffic engineering parameters, ensuring compliance of all activities with applicable state and federal requirements and Department engineering standards, and is accountable for the adequacy of various traffic research studies, site impact studies, data analysis, and traffic engineering design work, and ensures a safe, cost-effective, environmentally sound, and functional design. These services are customized to individual project site, and other characteristics and needs (e.g. based on criteria such as current geometric design and practices, travel lane distributions, traffic volume carrying potential, conflicting directional destinations, vehicle type mix, and other site-specific factors).
