African Energy Commission (AFREC) The Role of AFREC in Developing Renewable Energy Resources in Africa Dr. Hussein ELHAG Executive Director Hydropower for Sustainable Development 2011 Addis Ababa, Ethiopia 31 March- 01 April, 2011
Vision The Vision of AFREC Provide leadership in the development of the Africa s energy resources with objective to enhance energy security, generate rapid economic and social growth, protect the environment, eradicate poverty and improve the standard and quality of life of the African populations in sustainable way.
Global Access to Electricity Supply 3
MOTTO Motto Energy Security for Africa through Energy Sustainability & Integration in Africa!
Energy Sustainability: Definition Energy Sustainability: Definition Sustainbility has many definitions but the one of consensus says: To expolit natural energy resources in such away not to harm the future generations! Which means: Provide viable transition to an energy supply that is abundant, inexpensive, compatible with the environment and based on secure and renewable energy resources.
Africa Energy Resources Fossil (Oil, Gas, Coal), Hydro, Solar, Wind, Geothermal, Nuclear 6
Types of Renewable Energy Resources in the AFREC Program (6) Biomass (1) Solar (5) Bio-Fuels AFREC Renewable Energy Program (2) Wind 7 (4) Hydropower (L.S.M.M) (3) Geothermal
AFREC Programs & Activities AFREC S PROFRAMS IN RENEWABLE ENERGY RESOURCES Solar Energy Wind Energy Large Hydropower Small-Scale Hydropower Biomass Resources Geothermal Resources Biofuels Resources Cross-Cutting Issues Training Capacity Building Advocacy Database and Information System
Dimensions of Programs & Activities DIMENSIONS OF PROFRAM NALYSIS Resources Assessment Technical Aspects Regulations Information System Capacity Building Standardization Workshops Economics/Finance Integration Environment Coordination Technology Transfer Advocacy Research/Studies Prefeasibility Analysis
Hydropower Program Hydropower Energy Program ( ) Information & Databases: African Energy Information System & Database: (September ). Training & Capacity Building: Training & CB in the Construction & Operation of Hydropower Dams (Kafue Gorge, Zambia 2011, Akosombo, Ghana 2012, Aswan High Dam, Egypt 2013) Research & Studies: Preparation of Annual Reports on the Status of Hydropower Electricity Generation in Africa. Preparation of the Africa s Hydropower Information Book and Resource Atlas: Technical Assistance: Provide Technical Assistance to Clients (Small, Mini, Micro Projects). Advocacy & Facilitation: Collaborate 10 with all Partners & Stakeholders on the Development of the Inga Projects.
Emerging & Cross-Cutting Issues Emerging Issues Program Global Warming, Climate Change, Carbon Credits: The Role of Renewable Energy? Development of African-made Renewable Energy Industry, especially for Electricity Generation!! Project Finance Mechanisms: PPP, IPP, BOO, BOT, etc. Achievement in efficiency standards in hydropower technologies (Brazil, China??) CDM and Energy Efficiency in relation to renewable energy technologies. 11
Recent Achievements Motto Organization of Training and Capacity Building in Wind Power at Zafarana wind Farm, Egypt Completion of a Study on Harnessing Solar Energy in the Sahara for Electricity Generation
Conclusions Conclusions The AFREC Program for renewable energy development in Africa will represent a forum through which technical and managerial expertise would be channeled to all Member States through sustained and diverse activity programs. There is a need for the Africanization of the manufacturing of the renewable energy technologies in the continent through industry, research centers and governmental initiatives. (Made in Africa!!!). AFREC shall strengthen its knowledge base and amplify its capacity building framework for renewable energy to help countries to: a) Develop the most of their renewable energy resources through sustainable development, cooperation and collaboration; b) Pay a special focus on technology development for electricity generation; c) Develop flexible and rewarding regulatory frameworks with objective to create a leveling playing field for renewable energy to compete with conventional energy sources. 13
