Evolution of Halifax Water continued 1945 Public Service Commission of Halifax formed to operate water system for City of Halifax 1977 Pockwock regional water supply system commissioned (under new Halifax Water Commission) 1996 municipal amalgamation occurred City of Dartmouth, City of Halifax, Town of Bedford and Halifax County merge WW & SW assets become responsibility of new Halifax Regional Municipality (HRM) Water system assets transferred from City of Dartmouth & Halifax County Halifax Regional Water Commission 2007 HRM transferred WW & SW assets to Halifax Water 5

What is Halifax Water? Operates under Halifax Regional Water Commission (HRWC) Act with rules and regulations approved by the Nova Scotia Utility and Review Board Operates like a business (governed by a Board of Directors; owned by HRM) Self-financed water, wastewater, stormwater utility (capital and operating budgets are funded directly from water revenue (consumption), fire protection revenue, wastewater rates, and future stormwater rates) 6

Halifax Water Regulatory Oversight Government oversight of municipal water utilities is provided by two government agencies: Nova Scotia Environment (NSE) Nova Scotia Utility and Review Board (NSUARB) Regulates water safety issues Regulates water rates 7

13 Asset Management Program

Existing Asset Management Program Several decades of carrying out various asset management activities (utility management) Recent desk top exercises with Engineering & Operations staff preliminary asset inventories and condition assessments for some of our asset classes (water facilities, wastewater PSs) implemented a capital prioritization process to assist with the annual capital program Ongoing GIS data & attribute information enhancement Initial steps towards need for a comprehensive maintenance management system (CMMS) 14

Need for Overall Asset Management Strategy Improve and formalize asset management (AM) program Critical point in AM program formal assessment would ensure HW proceeds based on industry best practices Provide clear direction prior to making significant investment (tools, processes, decisions about capital vs. operational spending) Positive momentum to move into full AM program implementation Strategic view essential for AM program s long term success 15

16 Program Goals and Objectives

High-Level Goals and Objectives Mobilizing Stakeholders Soliciting Input / Feedback AM Governance AM Roadmap 17

Program-Specific Goals & Objectives Strategic review of Halifax Water s current asset management program against best in industry practices that includes: Review of current asset management practices, systems, tools, & data Compare current situation to industry best practices for asset management & identify gaps Itemize steps to reach industry best practice levels Identify high level timeline & costs to achieve the recommended plan Report findings & recommendations to Halifax Water 18

Comprehensive Asset Management Approach Focuses on: AN INTEGRATED SET OF PROCESSES TO MINIMIZE THE LIFECYCLE COSTS OF OWNING, OPERATING, AND MAINTAINING ASSETS, AT AN ACCEPTABLE LEVEL OF RISK, WHILE CONTINUOUSLY DELIVERING ESTABLISHED LEVELS OF SERVICE Asset Management Ensures the Right Balance of: Strategy, Assets, Technology, People and Processes to Deliver Established Levels of Service 19

Program Approach Conducted background review (documents, processes, policies, data) Interviewed staff from all Departments (series of one on one and small group sessions) Conducted workshops with representatives from all Departments AM practices using comprehensive asset management review and assessment (CAMRA) tool & technology practices using Systems Review tool Identified gaps & developed initiatives to close gap Constructed Roadmap based on the initiatives Recommended AM framework and governance model 20

Engaging and Mobilizing Stakeholders 21

Asset Management Maturity Scale Used to evaluate the questions in the CAMRA and Systems Review workshops Rated current situation against future desired situation 22

Workshops CAMRA Comprehensive Asset Management Review & Assessment (CAMRA) workshop CH2M HILL tool High level overview approach using 36 questions (Strategy, Assets, People & Process) Not an audit relies on participation by workshop attendees rather than detailed document review Assesses competency as Asset Managers (not Firefighters, Property/Facility Managers, etc.) Uses a relative scoring system 23

Halifax Water s AM Roadmap 30

AM Roadmap Improvement Initiatives Series of 22 improvement initiatives were identified Categorized by: Strategy Physical Assets Technology Assets Business Processes People AM program implementation estimated at $5.25M over approximately 5 years 31

Business Case Templates Each initiative was set up with an initial business case template to outline Focus areas Business drivers Benefits Scope of work (task, duration, start phase, resources, cost) 32

Immediate AM Priority Projects P1 Implement AM Governance Model Review and update existing organizational design to support effective AM practices Implement concepts and necessary changes in organization (e.g. staffing analysis, succession planning, training, and service level agreements) to ensure that right structure, numbers of staff and skills/competencies are available to manage assets effectively around the life cycle Consider introducing corporate governance for asset management with decentralized support at departmental level 33

Governance Model Option 1- Asset Management Office Reporting Relationship BOARD General Manager Director Engineering & IS Director Water Services Director Wastewater/Stormwater Services Director Environmental Services Director Finance & Customer Service Director Human Resources Asset Management Office Manager, Asset Management Administrative Support Asset Management Network Asset Management Representative Asset Management Representative Asset Management Representative Asset Management Representative Asset Management Representative Representative (as required) Asset Management Office Functions/Roles Value-Based Decision Making Capital Planning Coordination Project Delivery Coordination LOS & Performance Management AM Strategy Development 34

Immediate AM Priority Projects S3 Develop a Business Process Mapping and Procedure Master Plan Document current processes and procedures and identify future needs for processes/procedures Develop a draft prioritized plan for implementation Develop the workflow for creation and upkeep of processes and procedures and develop standardized templates Establish and maintain library of policies/procedures and standards and deploy and control all processes and standards over the internet 35

Immediate AM Priority Projects S4 Development of an Integrated Resource Plan (IRP) Develop an integrated resource plan (IRP) that identifies long-term servicing needs for Halifax Water s water, wastewater and storm water infrastructure in a cost-effective and reliable manner It will consider supply-side and demand-side management in addition to economic and environmental constraints of the long term servicing needs Use a minimum 30 year planning horizon, recognizing that a longer planning horizon may be required to address some service and funding requirements 36

Immediate AM Priority Projects T1 Develop a Technology Master Plan and Integrated Technology Solution Develop a corporate wide technology master plan with technologies to support AM requirements/improvement initiatives Develop an overall integrated technology solution (ITS) based on the master plan using an integrated architecture, prioritize and implement interfaces on an ongoing basis Implement system development lifecycle (SDLC) approach for technology asset management. 37

Immediate AM Priority Projects T2 Select and Implement Additional Core Technology Systems Develop functional and technical requirements; identify, select, and implement additional enabling core technologies to support AM requirements/improvement initiatives First candidates for implementation include: computerized maintenance management system (CMMS) maintaining/upgrading modelling capabilities an electronic document management system (EDMS) comprehensive asset register 38

Immediate AM Priority Projects T4 Expand and Complete the Existing GIS Asset Mapping and Asset Attribute Information Expanding existing GIS to have full coverage of all water, wastewater, and stormwater assets in terms of coverage, accuracy, and completeness of asset attribute information Will enable enhanced data analysis and improved decision making, and vastly improve the documented system knowledge 39

Next Steps 40

Next Steps Complete Project S4 Development of an Integrated Resource Plan (June 2012) Regroup in July 2012 to confirm what can be programmed for the remainder of fiscal year Support key initiatives CMMS needs assessment and selection Completion of GIS data, asset attribute and condition information Plan for next year s activities including resource needs (building out the AM Network across departments) 41
