4 Evolution of Halifax Water 1749/1750 City of Halifax / City of Dartmouth were founded 1800 By-law prohibiting discharge of slops to city streets 1844 Halifax Water Company incorporated 1861 City of Halifax took over water works 1872 Committee on Works was established to oversee city s works and property including sewers, streets, bridges, and water works 1880s to early 1900s Combined sewers are constructed to service some areas 4
5 Evolution of Halifax Water continued 1945 Public Service Commission of Halifax formed to operate water system for City of Halifax 1977 Pockwock regional water supply system commissioned (under new Halifax Water Commission) 1996 municipal amalgamation occurred City of Dartmouth, City of Halifax, Town of Bedford and Halifax County merge WW & SW assets become responsibility of new Halifax Regional Municipality (HRM) Water system assets transferred from City of Dartmouth & Halifax County Halifax Regional Water Commission 2007 HRM transferred WW & SW assets to Halifax Water 5
6 What is Halifax Water? Operates under Halifax Regional Water Commission (HRWC) Act with rules and regulations approved by the Nova Scotia Utility and Review Board Operates like a business (governed by a Board of Directors; owned by HRM) Self-financed water, wastewater, stormwater utility (capital and operating budgets are funded directly from water revenue (consumption), fire protection revenue, wastewater rates, and future stormwater rates) 6
7 Halifax Water Regulatory Oversight Government oversight of municipal water utilities is provided by two government agencies: Nova Scotia Environment (NSE) Nova Scotia Utility and Review Board (NSUARB) Regulates water safety issues Regulates water rates 7

14 Existing Asset Management Program Several decades of carrying out various asset management activities (utility management) Recent desk top exercises with Engineering & Operations staff preliminary asset inventories and condition assessments for some of our asset classes (water facilities, wastewater PSs) implemented a capital prioritization process to assist with the annual capital program Ongoing GIS data & attribute information enhancement Initial steps towards need for a comprehensive maintenance management system (CMMS) 14

36 Immediate AM Priority Projects S4 Development of an Integrated Resource Plan (IRP) Develop an integrated resource plan (IRP) that identifies long-term servicing needs for Halifax Water s water, wastewater and storm water infrastructure in a cost-effective and reliable manner It will consider supply-side and demand-side management in addition to economic and environmental constraints of the long term servicing needs Use a minimum 30 year planning horizon, recognizing that a longer planning horizon may be required to address some service and funding requirements 36
37 Immediate AM Priority Projects T1 Develop a Technology Master Plan and Integrated Technology Solution Develop a corporate wide technology master plan with technologies to support AM requirements/improvement initiatives Develop an overall integrated technology solution (ITS) based on the master plan using an integrated architecture, prioritize and implement interfaces on an ongoing basis Implement system development lifecycle (SDLC) approach for technology asset management. 37
38 Immediate AM Priority Projects T2 Select and Implement Additional Core Technology Systems Develop functional and technical requirements; identify, select, and implement additional enabling core technologies to support AM requirements/improvement initiatives First candidates for implementation include: computerized maintenance management system (CMMS) maintaining/upgrading modelling capabilities an electronic document management system (EDMS) comprehensive asset register 38
