10 IVA Local electric companies in the Tennessee Valley appreciate our business customers and want to support your efforts to be more competitive in today's marketplace. One way we are doing that is by offering the Tennessee Valley Security Deposit Program, which gives qualifying businesses an alternative to tying up valuable capital. The Tennessee Valley Security Deposit Program is available to commercial and industrial electric customers through a partnership between TVA and participating distributors of 'TVA power. The program allows the waiver or refund of electric utility deposits to qualifying customers. The process is simple, quick, and free. 0a p The program is open to creditworthy commercial and industrial customers with an average monthly billing of greater than 50 kw. t _re's.3, Local electric power distributor representatives work with selected business customers to prepare a credit application. The power distributor then completes the credit application by nominating the electric customer for program participation and submitting it to a third-party underwriter for review. In some cases, the underwriter may request additional financial information about your company. The underwriter will evaluate the information and provide a decision to your power distributor within five business clays. Upon approval, your distributor will waive or refund the electric utility deposit. Customer participation in the program will be periodically reviewed for continuation. Call your local electric power distributor for more information about the Tennessee Valley Security Deposit Program another value-acid service of the public power companies of the Tennessee Valley.

11 .4n.t ance.,t_ re it Program NA The Enhanced Growth Credit Program is available as an economic development incentive provldtng credits on power bills to qualifying companies that locate or expand in the Tennessee Valley In today's competitive climate, the program offers significant economic advantages. Reg uirernents A business qualifies if it belongs to one of the following SIC codes or meets the All Electric criteria and meets minimum kilowatt demand requirements: SIC codes O Mining: 10 through 14 Manufacturing: 20 through 39 Bulk Transportation: 40, , and 45 Aflll Electric O All electric I1VAC system, and O At least 50% of the interior floor space must be heated or cooled by the LIVAC, and O At least 50% of the electric load is for interior lighting, cooking, and the IR/AC system Minimum Added Load Requirements New or expanding firm power demand SIC qualifiers 100 kw All Electric qualifiers 250 kw Credit Options Customers may choose one of the following options for receiving credits: Eight-Year Declining Option The monthly credit for the first 12-consecutive-month period will be $6 per kw. The credit is reduced by $0.75 per 12-month period for seven additional years and then ends. The 8-year period begins with the first month in which the customer meets the minimum added load requirements. Thereafter, credit is applied any month in which power usage reaches the minimum added kw requirements. Four-Year Flat Option 'The monthly credit for a four year period, beginning with the date the first credit is received, is equal to $6 per kw. The credit is applied in any month in which power usage reaches the minimum added kw requirements. The credit offers significant power cost sett lings to qualifying manufacturers, which in turn helps retain manufacturing load in the Tennessee Valley region, Everyone benefits when there are manufacturing jobs in the Valley Availability The credit is available under Part 3 of the GSA or "['GSA schedules to customers that meet the following requirements: Contract demand greater than 1,000 kw but not more than '000 kw, and O Meet the SIC code requirement for Manufacturing: (20 through 39) Credit In any month when the metered demand for firm power exceeds kw, a credit is applied to each kw of metered demand used in determining the firm billing demand and each kwh of firm energy. For customers meeting the eligibility and power demand requirements shown above, the monthly credit is equal to the sum of: GSA3 O $1.38 per kw for the first 1,000 kw of metered demand O $1.63 per kw of any metered demand amount in excess of 1,000 kw, and per kwh of firm energy TGSA3 $1.52 per kw of metered on-peak demand $0.16 per kw of any amount by which the metered off-peak demand exceeds the metered on-peak demand per kwh of firm on-peak energy, and 0/1330 per kwh of firm off-peak energy This credit will he applied prior to the application of any applicable credits under the Enhanced Growth Credit Program, or any comparable program. aitd 1i)111. 13 Fuel Cos_ Acijustment The Fuel Cost Adjustment, or FCA, is a variable energy rate that can fluctuate each quarter with TVA's fuel and purchased power costs. The FCA affects energy (per kilowatt-hour) charges.for all customers using the firm rate schedule. Why an FCA? In order to provide affordable, reliable power, TVA supplies generation from multiple sources, including nuclear power plants, fossil power plants, combustion turbines, and electricity provided by other power suppliers. This means that TVA is continually purchasing large amounts of generator fuels like uranium, coal, and natural gas. TVA also purchases electricity from other power suppliers during periods of high electric demand. The increasingly volatile costs of generation fuel and purchased power present significant budgeting challenges for TVA. By recovering changes in these costs as they occur, the FCA helps TVA meet its cash-flow requirements, avoid large, permanent rate adjustments, and plan for the long-term electricity needs of the Tennessee Valley. Additionally, if the cost of these commodities decreases, then customers may experience an immediate benefit through an FCA credit on their bills. How the FCA works The FCA works by capturing the per kilowatt-hour difference between the amount that TVA actually pays for fuel and purchased power in a given quarter and the amount that TVA expected to pay when the baseline was set. The baseline represents the amount of fuel and purchased power costs that TVA expects to recover through base rates. Before the start of each quarter, TVA compares the forecast of fuel and purchased power costs for the upcoming quarter to the baseline. The difference between the forecast and the baseline is applied as part of the FCA for the upcoming quarter, allowing TVA to recover any difference in fuel and purchased power costs as they are incurred. Following the close of the quarter, the amount that the FCA collected throughout the quarter is reconciled with the amount that should have been collected based on actual costs. Any resulting difference is carried forward in future FCA amounts. FCA Facts - Fuel and purchased power costs account for about one third of TVA's overall costs. - The price of wholesale power in the southeast region can move up and down by as much as 100 percent in a single month. - Nearly all other surrounding utilities have an FCA, and TVA had a similar mechanism in the 1970's.
