2 Welcome to the Happiness Project for women, youths and families. Offering a Formula of Happiness for All The Ministry of Gender Equality and Family was inaugurated on March 19, 2010 as Korea s central government body to establish and implement comprehensive policies for women, youths and families, building on the works of the former Ministry of Gender Equality to create jobs for women, build infrastructure for workfamily balance, and enhance the status of women in society. With policies to develop young talented human resources, build a social security net for youths, assist single parent families and support social integration of multicultural families, the Ministry envisions an advanced Korea where all family members live together in harmony and happiness. The Ministry of Gender Equality and Family has launched its first strong step towards the goal of promoting well-being for all.

4 Promoting Women s economic and social participation I ve got a new job! I completed the professional instructor course at the Women s Reemployment Support Center, and just look at the results. The title I ve earned is an Instructor for History and Culture Experience, who helps history education be integrated into cultural experiences. Isn t it great? My mother also received training at the Center and found just the kind of work she always dreamed of. She s excited, and I m happy for her too. It s really become easier for women to get economically active.
5 Women are embracing a vast diversity of opportunities for social participation with effective policy measures such as online employment counseling and on-site employment service. Promote women s economic participation. Operate Women s Reemployment Support Centers to provide career counseling, vocational training, employment guidance and post-employment management in one stop. - Women s Reemployment Support Center : Tel Provide customized vocational education, training, and online employment counseling. Propel towards practical promotion of gender equality. Ensure that gender equality policies translate into practical outcomes in the everyday lives of people by implementing Gender Impact Assessment and Gender-responsive Budgeting are in active operation. What is Gender Impact Assessment? The Gender Impact Assessment was launched in 2004 to introduce gender mainstreaming in public policies. It analyzes the influence of certain policies on men and women, and improves those policies, so they can have the same influence on both genders. What is Gender-responsive Budgeting? The Gender-responsive Budgeting system is based on a pre-analysis of how government budget planning affects women and men. It was first introduced in 2006 following the enactment of the National Finance Act. In 2009, the government drafted a Gender- responsive Budget Proposal for the Fiscal Year 2010 and submitted it to the National Assembly. Promote Korea s overall gender equality level to higher standards by enhancing the status of women in public and political sectors.
6 Realizing Young Dreams and Hopes Thanks to the After-school Academy Program for youths, I came to realize that there can be more fun ways to study. The Help Call Youth Hotline 1388 was very useful in getting consultations on my future career and other issues. Last semester, I also visited China through the International Youth Programs. I was able to step outside my own country and see the world for the first time, and that overseas experience has broadened my horizons and dreams.
7 The Ministry supports the activities of youths to grow into global leaders, and expands social safety nets to protect youths from harmful social environment. Increase opportunities for young aspiring talents. Provide more chances to youths for their capacity development by linkage, the experience-based activities with the current youth facility infrastructure. - Status of youth facilities: Youth Training Centers [no acco 160, with acco 179), Youth Culture Centers (205), Youth Camps (42), Youth Hostels (115), etc. Encourage youth participation through Special Youth Committees, Participatory Youth Committees (174) and Youth Steering Committees (273). Strengthen global competence of our youths by providing more international youth programs. Create a safe social environment for the dreams of youth. Expand Community Youth Safety Network (CYS-Net). What is the CYS-Net (Community Youth Safety Network)? CYS-Net is a social safety net service provided by Youth Counseling and Support Centers in cooperation with the police, district labor offices, public health centers, youth shelters and 1388 Youth Support Office, to provide youths with one-stop service covering counseling, emergency rescue, protection, treatment and rehabilitation (166 centers are being operated as of 2010). Advise on personal relationship, provide career counseling, and offer emergency rescue service for youths through Help Call Youth Hotline 1388 and mobile counseling [area code] Prevent internet addiction and provide rehabilitation services through 166 Youth Counseling and Support Centers, 156 Mental Health Centers and 179 Medical Referral Hospitals.
8 Sharing the Burden of Working Parents and Multicultural Families Cooperative Child Care Centers and Child Care Services are indispensable for working couples like us. The programs really cater to our practical needs. The Family Day is helpful, too - my children are always waiting for the day, since my husband can get home early and spend time with them. We also use the Healthy Family Support Center. The counseling service they provide is very special, because counseling is customized to each family type and need.
9 The Ministry is providing practical means to relieve the burden of working parents and multicultural families by tailoring child care services to parental needs and customizing benefit programs according to each family type. Create a social environment for work-family balance Expand the flexible working hour system to allow employees to adjust their working hours and form their lifestyle according to individual circumstances. Provide an institutional framework to promote work-family balance, including the Family-friendly Index Assessment, Family-friendly Company Certification System, and support for paternal participation in child care and household affairs. Strengthen care-giving functions of regional communities through Cooperative Child Care Centers and programs for the communal sharing of child care. Spread a new care-giving culture in society which considers the characteristics and needs of different family types. Support social integration of multi-cultural families. Provide Korean language education, interpretation and translation services, and home visiting education programs for married immigrants. Increase the social participation opportunities of married immigrants in the areas of their own specialty. Protect the human rights of married immigrants by providing information on marriage immigration in advance. Provide support schemes for families span across the whole life time. Carry out family education at each stage of a family s life cycle to promote the lifelong health of family members. Provide Family Counseling Programs to assist solution-searching for family conflicts and problems. Family Counseling Program of the Healthy Family Support Centers, ( Family members are guided to identify fundamental solutions for family conflicts and problems that occur across their life-cycle which is largely divided into the periods of pre-marriage, early marriage, middle age and old age. The Centers offer free expert counseling service for problems that cannot be solved by an individual effort.
10 Working Together for Well-being of All Families An equal society where all family members find source for happiness, and a healthy society where work and family life go together in harmony these are the ideals that the Ministry envisions, the society that supports the dreams of all and respects differences. In hands with the public, the Ministry has set sail the Happiness Project that moves ahead in this very policy direction guided by public demand.
11 The Ministry of Gender Equality and Family is working to secure the health and well-being of all family members including women and youths. Support all types of families in an integrated manner. Expand the child care allowance for children of single parent families. Expand access to a nationwide network of early crisis aid and residential assistance for single mothers and their children. Support young single parents for child rearing and early independence for maximum 5 years Create a safe environment for women, children and youths. Develop expert Organizations to assist victims of violence, provide recovery and core programs for victims. Establish strong measures for sexual protection, including policies to register and disclose the personal identities of sexual offenders, and to prohibit their employment in educational institutions related to children and youths, etc. Operate the 24 hours Emergency Hotline 1366 for Women for those confronting violence and other emergency situations; an exclusive hot line for migrant women is also available 24 hours a day at ( Foster a healthy family culture that values the participation and sharing of all members. Expand Family-centered cultural programs such as dinner-time meetings for parents, father s education, and communication programs for families with youth members. Promote the culture of family sharing and social participation through increased opportunity for community contribution activities, etc.
