2 Purpose of Program Review Program review is part of Florida Gateway College s (FGC) ongoing institutional effectiveness process to achieve its mission and goals through strategic planning, research, evaluation, and the use of information and data to guide decisions and actions. Academic programs and administrative, academic and student support departments are systematically reviewed as part of the process. The purpose of program review is to evaluate the quality of education, efficiency of services and processes, and adequacy of institutional resources. It is also a tool used to document the achievement of goals and objectives. The results of evaluation are analyzed and actions are taken to address areas that need improvement. 3 The Program Review should reflect the consensus of the faculty and staff within the program or department. It is meant to provide a broad understanding of current trends related to student learning and how the program or department serves to meet the overall mission and goals of Florida Gateway College. 1. Overview Mission What is the mission or purpose of the department? The mission of the library is to support the educational goals and programs of Florida Gateway College through a well-organized collection of print and non-print materials, providing instruction and access to information that is not bounded by place or time for all students and community members. In support of this mission, the library provides comparable service to on-campus students and distance learners through the informed use of e-resources and online tutorials. Description Summarize the major activities of the department and the customers served. The library is dedicated to the dissemination of information to students, faculty, staff, and members of the community. The library provides a diverse collection of resources to support instructional and cultural objectives of the college. The library provides instruction in research skills through the Coordinator, Library Research in the classroom and/or individually. This instruction trains students to use library resources correctly, and requires a worksheet to be completed that demonstrates their proficiency at library and online research. Online services, such as account information, Ask A Librarian, and the library catalog, are available to all library users 24/7. In addition, students have access to all databases, ebooks, and journals online 24/7. Materials provided by the library include 35,000 print volumes, 59,000 ebooks, 186 serials subscriptions, 128 databases, 3,698 audiovisual items, 75 computers, 5 study rooms, 3 copiers, and 1 microform reader. The library also provides Reserve services for instructors, which includes the reservation of specific materials for certain classes to use in the library. Interlibrary loan services are provided to all students and faculty. Cultural events include art shows and displays, Black History Month, Women s History Month, and a variety of other cultural services and events. Page 3 of 13

5 3. Collaborations Internal Relationships with other college departments and programs. What collaborative efforts have you undertaken with other departments and educational programs? All nursing students receive library training from the Coordinator, Library Research. In the past year, 93 LPN, 50 RN students, and 27 BSN students have completed library training in the classroom. All developmental students must complete the library orientation when taking Student Success. This can be completed in the classroom or online. More than 600 SLS students completed the orientation between Fall 2011 and Spring The library works closely with Student Activities to provide support during events. Bibliographic instruction is provided for any classes requested by instructors or administrators. More than 1500 students received classroom training between Fall 2011 and Spring Librarians work with faculty on collection development in their area. External Community Service/Outreach Activities Discuss any activities or projects you have undertaken with other educational institutions, the community, or business/industry. Numerous functions, such as the new library grand opening and Black History Month are geared toward community support, as well as student support. The Grand Opening (03/17/2012) was attended by more than 400 people. The Black History Month Proclamation (02/04/2013) was attended by more than 100 people. All community members of Florida Gateway College s five counties are eligible to use the services provided by the library. Between 2008 and 2012, more than 200 community members obtained library cards. Many become regular users of library services. Semi-Annual Game Night is open to high school students, community members, and college students, providing fellowship and a relaxed atmosphere. Attendance is always very good, and usually falls between registered attendees. Page 5 of 13
6 5. Customer Satisfaction How do you assess the effectiveness of your services? There is a survey for all students to complete at the end of every orientation, asking about student comfort level with library resources. Electronic surveys given to all members of library community yearly. Survey that all graduating students complete includes a question about satisfaction with the Library Facility. Page 6 of 13

8 Describe facilities, equipment, and technology and the extent to which they meet department needs. Facilities: The main library is 9,000 sf, with 5 study rooms, offices, workroom for staff, and comfortable seating. There is also an atrium (2,000 sf) with restrooms, more seating and tables, and a café. Equipment: The library is equipped with individual study carrels, many tables and chairs, large couches, and power outlets under each table. Technology: There are 38 student computers in the main library, an additional 35 in the classroom, and a computer in each of the study rooms. The classroom has a podium with Smart Board, projector and screen, computer, Blu-ray, 360 degree camera, microphones, and large monitor. Staff members each have a computer and office, and there are two extra computers available for checking out materials. The entire building has wi-fi and cell phone service. Page 8 of 13

Meetings with architects, facilities, contractors, etc. Results of surveys, responses to LRC Committee, and documentation of on-site visits to other community college libraries. Documentation of faculty participation in weeding and acquisition, and inclusion of library instruction component in select course syllabi. Database and e-resource use statistics; user surveys. Results Were the actions successful? The new library began construction in 2009, and was completed in 2012 More access to technology and study space was the result of the surveys and site visit. Several instructors were approached to help facilitate weeding. Several instructors contain library instruction requirements in their syllabus. Every year, database usage increases. Distance user surveys indicated that they were familiar with databases Use of Results How are you going to use or have used the results? The new library has been open for business since February 2012, allowing the old library to become the new Charles W. Hall Student Center The new library offers 5 study rooms, 75 computers, a computer classroom with recording capabilities, and wi-fi throughout. Prior to the move to the new library, more than 3,000 old books were discarded with the help of instructors. Library orientations are required by the majority of students on campus, many through Blackboard. Increased training of distance learning students should be done. Developed an online orientation and will create online tutorials. Page 9 of 13
10 Significant Changes/Improvements List significant changes and improvements that have occurred within the last 3 5 years. Discuss department improvements in the efficiency of department processes, new innovations and uses of technology, more effective assessment processes, etc. The most significant improvement is the completion of the new library and media center. It is three times the size of the old building, with more than three times the number of computer stations, 2 more study rooms (from 3 to 5), a café, and even classrooms dedicated to instruction. The library is undergoing a conversion from the Dewey Decimal Classification to the Library of Congress Classification. This will assist the college library to maintain consistency when merging with the other college and university libraries in Florida, and will also allow a more precise classification of subject headings in an academic setting. The library has purchased a new digital microform scanner that will allow microforms and other archival film to be digitized. A significant weeding project occurred before the move to the new library to improve the relevance and age of the library collection. Another outcome of the conversion project is additional weeding. A new Bachelor of Science in Nursing degree is underway, and the library is working with nursing faculty to create a new collection to support this new program. New online databases have been added to the collection in support of different student areas. These include Naxos Music, Artstor, Turfgrass Information File, OVID, and Rittenhouse R2. Page 10 of 13
11 8. Strengths and Weaknesses Based on the information in the review, summarize the strengths and weaknesses of the department. Strengths Weaknesses Large collection of materials, including a vast ebook collection. Ongoing training is available to staff through the state Consortia and Cooperative. Training includes public service, strategic planning, and technical services. Membership with the state consortia allows rapid interlibrary loan, access to many electronic resources, and support of other libraries in the consortia. New facilities for student, faculty, and community use. Library staff is very knowledgeable, with many years of experience; and is always willing to help students and community members with whatever is required. Technology access and usage in the library is very good Based on staffing recommendations from The Association of College and Research Libraries and FGC s FTE, the FGC Library is understaffed. Based on funding guidelines from the ACRL, the Library s overall budget for materials is short. The outdated use of the Dewey Decimal Classification of library material. The overall age of the library collection means that many areas need updating. Previous lack of control and support of the library website. Page 11 of 13
12 9. Action Plan Based on the information in this review, develop an action plan. The action plan should focus on objectives and outcomes to strengthen and improve the department. Action Plan Objectives What are you going to do? Improve online library orientation for more streamlined service Convert Library Collection from Dewey Decimal to Library of Congress Classification Digitize our microfilm collection of newspapers Tasks/Activities How are you going to do it? Create a selfpaced, self-grading class/test FLVC will upload records from Marcive into catalog; staff will place new labels from Marcive on all books, and create call # s and labels; workers will reshelve in new order Will require significant staff time to digitize each year and archive them, possibly on college servers. Timeline When will you do it? Outcome What do you expect to happen because of the action? All students will be required to complete the online orientation, and will have better information literacy skills Modernize and streamline the collection for students to locate materials; will streamline process to merge CCLA and FCLA to FLVC, and allow all to use the same discovery tool and Information Management System Will allow easier access to historic documents, and will help preserve collections, as film deteriorates over time. Assessment Measure How will you know if you are successful? There will be a testing component to assess efficacy of new online orientation, compared with current library orientation. Students will be able to locate subject areas more easily; FLVC will be able to streamline processes for merging collections All microfilm will be uploaded to servers, and easily searchable. Resource Needs Do you need additional support to achieve the objective? No fiscal support required. Marcive will charge for records and labels; need to hire workers to complete shifting of books New microfilm scanner with digitizing capabilities; staff training of equipment; additional staff to complete archiving Page 12 of 13
