To do so, TEC needs to direct the Government s investment in the provision of high-quality post-secondary school education effectively. 2 Operations The Operations is responsible for end-to-end delivery of all sector-facing activities. Areas of responsibility and accountability include developing strategy in response to the government s tertiary education sector priorities, including leadership of TEC s approach to impact/add value to tertiary education and monitoring progress against the Tertiary Education Strategy (TES). The is also responsible for developing and implementing operational strategies to support funding allocations, managing TEO investment cycles and the reviewing of financial performance of TEOs and TEIs, managing sector relationships including the provision of support and advice. PTE & CE Investment Group The PTE & CE Investment Group is responsible for managing the TEC s relationship with Private Training Establishment (PTE) and Community Education (CE) providers and to monitor their performance against agreed upon investment plans. The Group is split into two locations Auckland and Wellington. The Auckland team has primary responsibility for monitoring activities and engaging with Auckland-based TEOs. The Wellington team has primary responsibility for managing the Group s relationship with the Minister and other government agencies and managing the investment plan cycle. Both teams provide advice and administrative support to the Manager of PTE & CE Investment. Position Purpose The role manages the engagement, delivery and follow-up of investment plans for TEOs to ensure good investment decisions that achieve the outcomes sought. The role is responsible for gathering information on the sub-sector and providing credible advice to the Manager of PTE & CE Investment Group. The role will develop over time as we optimise engagement with the sector and work collaboratively with other agencies, for example NZQA, on issues of mutual interest. 3 Education sector agencies Other Government agencies Key Accountabilities The appointee to this position will be expected to: Lead engagement with sub-sector TEOs, including: o Managing engagement on and implementation of investment plans o Recommending fund allocations in line with appropriation and s159l authority o Identify and liaise with TEOs (and clusters of TEOs) to fill provision or address capability gaps Reach agreement on performance indicators with TEOs and then monitor performance including: o Negotiating EPIs and other key indicators with TEOs that will advance the Tertiary Education Strategy (TES) o Develop and implement strategies for individual TEOs that will enhance responsiveness to the TES o Provide advice on TEO performance that demonstrates understanding of both TEC and TEO perspectives Act as a trusted and credible advisor to sub-sector TEOs on TEC and government policy, influence TEOs at a strategic level through positive and effective long-term relationships Manage and assign work to the team to ensure outcomes are delivered, coach and develop staff to reach their potential Organisational Responsibilites Models behaviours and shares expertise to motivate others to develop their potential and maximise the contributions of individual staff in line with a strong organisational vision. Manages and optimises the use of allocated financial resources. Contributes to managing and optimising the performance of the and TEC as a whole including achieving through others. Fosters integration across directorates and teams through cohesive systems, policies, processes, procedures and decisions. Ensures the consistent application of risk management and quality assurance frameworks and procedures across the Commission. Contributes to risk identification at a and organisational level to manage emerging issues and events. Understand TEC s strategic priorities and high-level outcomes framework and how this role contributes to the framework. Understand tikanga and Treaty of Waitangi principles and have sufficient appreciation of Te Reo Māori to be able to apply the Māori dimension in a way that is relevant to the context of our business. Identify and participate in opportunities for learning and development, including through regular coaching and mentoring and identify and pursue opportunities to build specialised skills, knowledge and experience. Contributes to performance improvements by promoting a culture of continuous improvement. Ensures the workplace is healthy and safe for staff and visitors.

4 Job Description and Scope of Duties The job holder is expected to perform such other duties as can reasonably be regarded as incidental to the job description, and such other duties reasonably within their experience and capabilities as may be from time to time assigned following consultation. Once appointed a programme of work will be developed with the appointee that will set out the specific tasks and time frames to achieve the key deliverables for this position. Progress will be monitored through TEC s Performance and Development Programme.
