4 4OPINIONHeadline Gitnang Luzon NOVEMBER 18, 2015 EDITORIAL Across the miles IT S one thing for a kabalen to choose to work abroad for the sake of his family, but it s another thing if he comes home in a coffin. OFW Marvin Bautista wanted to give his family a good life, and went to Macau to fulfil his dream. But during the course of his employment abroad, he became depressed and decided to end his own life. No one knows the real reason behind his depression, but what saddens us more is the fact that his family will be spending the Holidays without him. Bautista s remains had finally come home last night, to be reunited with his family. The Pampanga Action Center for OFW Concerns (PACOC) led by Eliza Rey Munoz-Yap had a big role in the repatriation of Bautista s remains. Yap personally went to Macau with the OFW s family to coordinate with the concerned agencies there, including the Philippine Consular Office. Yap said coordinating with Bautista s employer was not a walk in the park as they initially declined to shoulder the expenses of his repatriation, but everything was eventually ironed out. Bautista s family had sought the assistance and intervention of Governor Lilia Pineda when news broke of the OFW s suicide. Yap and her team were then instructed by the Governor and Provincial Administrator Andres S. Pangilinan Jr. to facilitate the return of the remains of Bautista. Bautista, Yap said, will still receive the benefits entitled to OFWs, even after his death. The local government of San Simon under Mayor Leonora Wong, meanwhile, also helped to expedite the repatriation of the fallen overseas worker. Kudos to the PACOC and other agencies for facilitating the quick repatriation of Bautista s remains. His family is forever grateful for the assistance you accorded them, especially in these trying times. It s difficult to be apart from one s family, however noble one s intentions are like looking for greener pasture. Our OFWs need all the love they can get, so let s give them that, even across the miles. Baligod banking on anti-corruption campaign LAWYER Levito Baligod is aiming for a corrupt-free country should he succeed and land among the 12 winners in the senatorial elections in May Yes, it may somehow seem impossible at the moment for Atty. Baligod because of very limited resources compared to his rivals who are well-entrenched with logistics in their bid to get a seat in the Senate next year. But Atty. Baligod, an independent senatorial candidate, has a strong resolve that today s voters are matured enough and ready to choose qualified candidates who can be of real service to the nation. He said he is tapping the anticorruption aspiration of the Filipino people to bring him to the august hall of the upper chamber. He said that the United Nations Development Program estimated that our government is losing 40 percent of the national budget on corruption or about P800 billion and that s only for the year His chances of winning the coming election is high, Baligod said during the Pampanga Press Club forum Talk Widus, provided the Commission on Elections will apply fairly and squarely to all candidates the law on spending, Baligod, who is from North Luzon, also said that should he be given the chance to serve the country next year, he will push for the development of Clark airport into one of the country s premier international gateways. teacher s corner OVER the years, we can say that many facilities in public schools have significantly improved and are now providing comfort and convenience to students. The schools truly deserve such in addition to the government s mandate of providing free quality education for all. From ordinary nipa huts then to concrete rooms with electric fans, classrooms have evolved into more conducive venues for learning, far different from the yesteryears. We may not be aware of the various developments happening inside public schools despite their being noteworthy as a great help to students who are made more motivated to learn because of some school improvements. the plumb Eric V. Structures such as classrooms, auditoriums, multi-purpose halls, covered courts, toilets and other tangible projects are among the projects that are undertaken by local government units in addition to those coming from the national government and even some benevolent private civic organizations. Comparatively speaking, we have enough infrastructures now than the yesteryears when some classes are better chances of winning the elections. Candidates running for national elective positions can spend only P5 per voter based on the restrictions set in Republic Act No. 7166, or the Synchronized National and Local Elections Law of Baligod was among the guests of Talk Widus, a monthly forum of PPC in cooperation with Widus Hotel and Casino held regularly at the Prism Lounge. Baligod is hoping that the RA 7166 is strictly implemented to prevent candidates from spending huge amounts of money during the campaign period. He said mounting a nationwide campaign entails a huge amount of money that s why instead of spending millions of pesos for a TV or radio ad campaign, he goes to places where he can visit and introduce himself to the people as an alternative and better candidate for the senatorial post. I cannot afford to buy air time, especially on TV, because major television networks are charging P350,000 per 30 seconds of air time for a primetime telecast, said Baligod. 5 NOVEMBER 18, 2015 Headline Gitnang Luzon OPINION 5 DESPITE the fact that it is a great honor for the Philippines to host the said meeting of various world leaders, the activity has some downsides, among which is the near-chaotic situation in many areas in Metro Manila. Aside from the prestige of hosting the world event, the government is expecting different economic gains from the APEC Summit, including the promotion of the country s resources and raw materials for production in other countries. teacher s corner THERE are rapid changes in the world now brought about by technological advancements. As teachers, we undergo a lot of changes too. Like our students, we have to be equipped with 21st century skills, which is now a need. There is the pressure of competitiveness nowadays. Our students need to have a set of skills which they can use to their advantage in the future. They have to be adequately prepared to contribute to the society they live in. How does science fit into all of Sidelights of APEC The APEC brings promises to the country while Filipinos hope that these shall be transformed into reality for the improvement of our economy. On November 18, 1848, Trinidad Tecson, popularly known as the Mother of Biak-na-Bato, was born in San Miguel de Payumo Mayumo, Bulacan. At the age of 47, Tecson joined the Katipunan women chapter in She was one of the few revolutionary women who actually fought side-byside with the revolutionary men for the country s freedom from the Spanish colonizers. She fought in 12 bloody battles in Bulacan, including the famous Battle-of- Biak-na Bato, and would often get wounded but she would always return to Likewise, the beauty of the Philippine tourist destinations and Filipinos are expected to be highlighted in the said activity. Further, leaders from other countries are having the Philippine experience that might entice their local investors to pour in their investments in our country that will redound to the improvement of our own economy. In the said summit, we are likewise marketing our country s best to other countries in terms of being an ideal place for economic activities and an investments hub. Aside from such, the APEC activity is a good venue to showcase what we have and what we can offer the world. The on-going Asia Pacific Economic Cooperation (APEC) Summit has worsened the passage and flow of vehicles in Metro Manila roads and streets due to the closure of some portions of Roxas Boulevard and the Epifanio Delos Santos Avenue (EDSA). A considerably great number of airline flights were cancelled with the Manila Bay declared as nosail zone for all types of boats and ships, thus paralyzing travel and sea sojourn for the meantime for many travellers who have no choice except to be sad over their foiled journey while waiting for the summit to end. There are many areas in Metro Manila where ambulant marginalized families live. Some dwell in public parks, under trees or bridges, in road center islands and in many places where poverty kept them to live there. The said families were displaced Science in the 21st century by Elecita M. Manguil this? Science is focused on intellectual engagement and critical thinking, which we can say are some of the skills needed by our students. It is also highly involved in problem solving as well as information literacy, especially when faced with problems. These are skills which can contribute to the development of a student in the future, and harness their life skills that will help them succeed. Through science, these skills can be developed and infused. So what is the purpose of science the field after she recovered At one time, when the Katipuneros lacked firearms, she went with three companions to the courthouse in Caloocan, Rizal and succeeded in subduing the civil guards and seizing their guns. because of the APEC summit. The government is perhaps ashamed that despite our bragging of our country s best, we still have homeless people mired in poverty, thus they were temporarily sheltered in some places. The provision for their temporary shelter should have been done long ago and not only during the APEC where foreign visitors are in the country. During Pope Francis s visit in the early part of this year, the government has resheltered street children including poor families living in streets away from the view of the Pope s delegation. It can be noted that the Philippine government is spending P10 billion for the preparation and other expenses entailed in the APEC summit and yet it cannot spend even just a smaller portion of the said amount for the shelter of the said poor families. The APEC brings promises to the country while Filipinos hope that these shall be transformed into reality for the improvement of our economy. As of this writing Alvin H. Arceo education? It is not simply to produce the next generation of scientists, but to make wise decisions in the future. There are a lot of problems the world is facing now, including climate change, energy resources, food production, among others. It is also near the Clark International Airport and the Subic Seaport. Kasi siyempre, mayroon akong work, mayroon din akong family life. Dalawa plasma plants... from Page 8 Quantum plans for Philippine Plasma as the most aggressive in Asia, in spite of demands for their technology in various Asian, Mideast and African countries. We currently have additional new requests for Plasma facilities in Abucay (Bataan), Capas (Tarlac), Baliuag (Bulacan), Solano (Nueva Vizcaya), Tumauini (Isabela), Solana (Cagayan), Tagbilaran (Bohol) and Toledo City (Cebu). The Philippines currently has millions of tons of untreated municipal and industrial waste which is a major environmental threat. Quantum Vice President Merlinda Cantero said plasma technology is the most effective way to handle this problem. Our average facilities in the Philippines will process between 2,000 and 5,000 metric tons of municipal waste daily, producing roughly one megawatt for each ton of waste eliminated. The main thing is that we will actively stop the practice of storing municipal waste by the hundreds of thousands of tons, allowing for continued pollution from these landfills, Cantero nga dapat yung gagawin ko, one for Sarap Diva and one for Starstruck, unfortunately, lahat ng schedules nila ng shoot, hindi talaga ako puwede. It s not an issue. It s also not their fault. Hindi lang talaga nagtutugma ang schedule. Sabihin n yo nga sa fans, huwag na silang umarte, sey pa niya. In addition to the problem of air pollution from these landfills, the most troublesome aspect is that these sites allow dangerous substances to eventually seep into ground water systems serving the communities causing dangerous health hazards. The worst case of this is the Santa Cruz in the Province of Marinduque. But Mayor Red will be the example and Santa Cruz will be the model for the various Asian Plasma operations, Cantero Various US Quantum engineers are currently en route to Asia for final meetings and to prepare for the initial construction phases for Quantum Plasma to start in December. Right now we are completing plasma contracts for new facilities in Indonesia, Thailand, Laos, Cambodia and Australia for electricity in addition to other Government contracts for low income housing, hospitals and highway projects using other advanced Quantum building technologies, Johnson added. He said Quantum required strong partnerships with established and respected Philippine business partners in the funding and ownership of all the plasma facilities. While Quantum had 100% funding with our own Funding Syndicates and Trusts, we wanted at least 30% ownership from the private Philippine sector and established Philippine companies, he added. Johnson said all of the proposed Quantum Philippine Energy projects fall under special Energy Provisions with the Philippine Government, where 100% foreign ownership of the facilities and operations are totally permitted. Philippine partnerships are not a government requirement as with most Philippine business ventures. This was solely a company requirement of myself and Quantum, said Johnson.

It is all very complicated. Quantum s CEO and Director of Operations Al Johnson said he is still totally committed to seeing the Philippines with 20+ plasma facilities to be completed within five years. This would drop the cost of electricity in half on a national basis. It would also eventually eliminate all the current landfills, Johnson assured. He announced also that Quantum is entering into agreements with the Philippine Coast Guard for possible plasma operations for maritime pollution. He said the key factor in keeping Quantum locked with the Philippines is Santa Cruz, Marinduque and their Mayor Wilfredo Red. The Marinduque s Marcopper mining operations linked to past Philippine political corruption at the highest levels years ago environmentally destroyed the island. Mayor Red has dedicated his life to this matter and the people of Santa Cruz, said Johnson. He stressed that Quantum will make Santa Cruz the firm s first project and will hopefully link this with Coast Guard and Philippine marine operations. We are also supporting legal action against the offenders that caused this environmental disaster, he plasma plants...page 6 GIANT CHRISTMAS TREE. Judith Angeles, DTI regional director for Central Luzon and Mayor Maria Angela Garcia led the formal rites in inaugurating the 10th Negosyo Center in the region, along with provincial and local officials here. Negosyo Centers were established in different areas of the country under Republic Act (Go Negosyo Act,) authored by Senator Bam Aquino. This new law aims to strengthen the partnerships between the LGUs, national government agencies concerned and other public and private partners towards SME (small and medium enterprises) development in the province, Cabahug told Headline Gitnang Luzon. The first Negosyo Center in the province was established this year at the DTI Bataan office in Balanga City. This is an ideal place for a Negosyo Center because it is located at the ground floor of the municipal hall and beside the one-stop shop, making it convenient for investors and business owners in processing their permits and other documents, Board Member Reynaldo Ibe, the provincial board s committee on trade and industry and justice committee chairman, told local newsmen.
