Phranakhon Rajabhat University. 9 Changwatana Rd, Bangkhen, Bangkok, Thailand Abstract - The social currently is knowledge based society and economy [4] the organizations to growth up must have to creation, distribution and to use knowledge for to driving core of organizations because the knowledge have gain more importance within the organizations. The government has setup management knowledge in a royal decree 11 to keep the public organizations is learning organizations for development personality in the organizations have knowledge, ability and skill to activity so Ministry of Justice foresee importance of management knowledge in the organization for to save knowledge and experience of executives, specialists and experts in the electronic form for the learners in the future [5], [9]. Ministry of Justice wants to integrate information during organizations for sharing knowledge. According to researcher, the objective of this research is to design the management quality by utilizing qualitative research method. Data were analyzed using content analysis form the documentation, theoretical research, studying related websites both at home and abroad and interviewing experienced executives from related field organizations. Research has been carried out to retrieve useful information which is utilized to draft information technology system for knowledge management in Thai public organizations to improve public sector management quality. A panel which includes 13 specialists was setup under the name Focus Group Discussion which is responsible to check and monitor.[5] The research result Models of information technology systems for management quality, researchers are confident that this research will be very useful and helpful if applied appropriately in the organization and will be able to meet the requirements of the people within and outside the agencies both locally and globally. INTRODUCTION Background of the research The Social currently is knowledge based society and economy [2] the knowledge have gain more importance with the organization. So the organization to growth up must have to create, distribution 1

2 Sophit Onkaeo and to use knowledge for the driving core of organization because the organization will be to conduct good business must use knowledge to change strategy for competition and to make advantage of productivity by use knowledge [7] Present the knowledge to change was asset which has a important more than financial asset [3] Currently the organizations take the information technology to applied with knowledge management then get the knowledge management to be important in the organization because knowledge management was setup deference of successful and fail which we can see from high the competitive economy. [8], [11] The government is to setup management knowledge in the Thai public organizations is learning organizations [12] for personality development in the organizations have knowledge, ability and skill to activity and to receive know-how in the information for taking the applied with activity got to be utilized in the organizations and altogether to encourage and [3] develop knowledge and ability of personality to creative vision and change the thinking that got the personality in the organizations which have efficiency II. RESEARCH OBJECTIVES 1) To study the status and requirement of information technology systems for organization according to public sector management quality. 2) To design the information technology systems for knowledge management in Thai public organization according to public sector management quality. 3) To obtain the model of information technology systems for knowledge management in Thai public organization according to public sector management quality. III. THEORIES AND RELATED RESEARCH This research was carried from the theories and related documents as following A. Information System Theory (IST) The conceptualises a system as a symbol within an idiom as well as an idiom in itself. An idiom is an abstract concept derived from language but generalised to all systems of symbols and relations. An idiom is based upon the idea of a group from group theory which provides a conceptual bridge between set theory and algebra within the context of mathematics and in the context of SMN it describes how an information medium (set of bits) becomes and information space (information 'algebra') [6]. There are however other complexities associated with the concept idiom that makes it more useful than group in this context, such as the dynamic expression of creative forms that arises in communication and interaction [12]. Just as in language, an idiom is a representational mediums, it provides a basis set of entities and relations within a common space. These entities may combine thus producing more complex permutations. An idiom is a general concept that underlies all information spaces and systems. For example, the English language is an idiom that allows for the creation of words, sentences, etc. Mathematics is an idiom that allows for the creation of mathematical statements. Space time and matter is an idiom that allows for the creation of atoms, molecules and planets. Building materials combined with building practices is an idiom that allows for the creation of buildings. [2] B. Knowledge Management They said about is the knowledge management [7], [11], [14] in the organizations that have 2 kinds and those are tacit knowledge and Explicit knowledge following 1) The Tacit Knowledge : The Tacit Knowledge have deference from Explicit Knowledge, the tacit knowledge such as Hunches, Insight, Intuitions, Feeling, Special Issue of the International Journal of the Computer, the Internet and Management, Vol. 19 No. SP2, February,

3 Design of Information Technology System for Knowledge Management in Thai Public Organization to Improve the Public Sector Management Quality Imagery, and Emotion because Tacit Knowledge made of from Action, Experiences, Ideals, Value, and Emotions of each person which knowledge management of Tacit Knowledge can not transfer from handbook or theories but was the communication best by pass experiences of each person which can success from collection knowledge person s action an organizations and knowledge from communication by pass experiences link to Mental Schemas, attitude and believing which the knowledge inside the brained of person was a skill from his experiences, believing or creative from action with takeoff outside, so we can call the knowledge Tacit Knowledge of each person was embedded knowledge or knowledge intangible. The tacit knowledge must have to try the most to take off the knowledge of each person. The current have an organization for knowledge management about tacit knowledge by pass forums with electronic discussions, storytelling and community-based forums which the forums to electronic discussions or posting on an organizational website, the Tacit Knowledge have other name Personal Knowledge. 2) The Explicit Knowledge : The Explicit Knowledge was the record symbol and the others which it can be tangible and can call the others there are Critical Knowledge, Codified or Declarative Knowledge, for to explain formal knowledge such as document, sound, image, , website, e-learning, web board, handbook, Procedure Manuals, Mathematical Equations, Patent, and the Technical Reports C. Related Researches Researcher studied the related research both at home and abroad about the design of management quality such as [1], [2], [10], [12], [13] IV. RESEARCH METHODOLOGY The research methodologies were qualitative research. Researcher to set up method of research including. A. Rresearch Format As mention, we use qualitative research [5] by content analysis from documents, interview executives, and experts B. The population and sample 1) The population : The population from executive 10 in the organizations 2) The sample : The sample [5] researcher sampling from executive 10 in the organizations by fixed effect sampling and then sample 10 executives C. Research Tool Researcher designs tools [5] for collection data including content analysis, Interview and record the discussion group D. Collecting Data The data were collected using the tools content analysis from document, interview from interview 10 executives and record the focus group discussion from 13 experts side ICT, KM and Statistics within and outside [5] E. Data Analysis Data was analyzed using content analysis from tools content analysis, interview and record the focus group discussion V. RESEARCH RESULT This study found that public sector organizations want store of knowledge in the electronic, the link integration of information, to develop human resources for the knowledge and skills in practice which to be consistent and the results from design of management quality found that the model 3

As researcher studied the related research of others then to contend analysis and analyze with the related websites both at home and abroad and interviewing experienced executives from related field. Then that got from research has been carried out to retrieve useful information which is utilized to draft management quality. VI. CONCLUSION The research were review literature from the research concern within and outside, and interview executive, then the analyzing of data that got from research has been carried out to retrieve useful information which is utilized to set up research conceptual framework and research Methodology for the research which is responsible to the research result Models of information technology systems for knowledge management in Thai public organizations to improve public sector management quality the management process is in Fig. 1 Feedback KM Database Fig.1 Shows Models of information technology systems for knowledge management in Thai public management quality VII. DISCUSSION AND SUGGESTION INPUT PROCESS OUTPUT The result research can be a way to develop model of information technology system for knowledge management in Thai public organization to improve the public sector management quality. Next step into ASEAN economic community: 2015 [1] to develop website information technology system for knowledge management in Thai public organization to improve the public sector management quality. That is a channel to develop human capital, the highest achievement and potential to meet international standards by develop personnel central and provincial the ability to be creative and use technology wisely and effective.
