1 January 03, 2016 Dear Emergency Responder: On behalf of the Lancaster, Lebanon, Dauphin, Chester, Cumberland and York County and Harford and Cecil County, Maryland Emergency Management Agencies, Exelon will be providing training for all emergency workers in the Three Mile Island and Peach Bottom Atomic Power Station Area. The training will be conducted from 7:30 a.m. to 5:00 p.m. on Saturday, February 06th, 2016 at the Lancaster County Public Safety Training Center at 101 Champ Boulevard, Manheim. Directions to the training center are included on the bottom of the Course description sheet. Morning coffee and pastry and lunch will be provided and an appreciation gift will be given to all attendees. The training will commence with a short introduction covering important radiological information, April 27th, 2016 PBAPS evaluated exercise information, 2015 TMI evaluated exercise results and any recent changes involving TMI and Peach Bottom. The remaining training will be chosen by you from the available morning and afternoon selections. Approximately three (3) hours worth of training is available in the morning sessions and three (3) hours worth of training is available in the afternoon depending upon which course you choose. NOTE: The Hazardous Materials Operations Requalification is limited to 60 attendees. Please review the requirements on the Course Description page if you are planning to attend this class. 2 Course # Course Title Course Description Schedule 1 HAZARDOUS MATERIALS OPERATIONS (REQUAL) 2 AWR 140 Rad/Nuke WMD Course This course is intended for all first responders already qualified Hazardous Materials Operations. It will fulfill the State required HAZ MAT Operations Requalification Training requirements. (Certificate) Presented through HACC. Limited to 60 attendees. All participants must be clean shaven in order to comply with PA State Fire Academy policy regarding facial hair. All participants must provide their own firefighter s turn out gear and SCBA. All participants must be in good general physical condition and capable of performing the required duties at a Hazardous Materials Operations level. Presents a radiological/nuclear WMD overview consisting of ionizing radiation fundamentals, terminology, health effects, and recognition factors. This information is requisite knowledge for responders performing the interdiction/prevention mission as well as first responders and other personnel who are likely to be the first to arrive on the scene of a radiological/nuclear incident. This fundamental knowledge of ionizing radiation and its effects is vital to responder safety, allowing performance of their mission while keeping the risk to themselves and the public as low as reasonably achievable. 6 HOURS MORNING AND CONTINUES THROUGH-OUT AFTERNOON MORNING 3 Safe Handling of Weapons during the decontamination of Law Enforcement Officers and Other Armed Responders During a hazardous materials event, an Armed Responder has the potential to become exposed to or contaminated by a hazardous material. Managing this situation, which may involve weapons, presents a unique challenge to the emergency responders. Without the proper handling of weapons, responders may become injured or killed. This workshop will examine the tested guidelines to manage this situation. Demonstrations of the guidelines will be provided. MORNING 4 5 AWR 131 Prevention of and Response to Suicide Bombing Incidents Awareness ELECTED OFFICIALS SEMINAR ON EMERGENCY MANAGEMENT This awareness level course is designed to provide participants with sufficient knowledge of suicide bombings so they can become a part of their agency's overall prevention, deterrence, mitigation, and response effort to this threat. This course describes the moral and legal responsibilities of local elected officials and their role in emergency management. Subjects include: Title 35, disaster declarations, Emergency Operations Plans, emergency management structure, and other specific Pennsylvania topics. Presented by PEMA. (certificate) AFTERNOON 2 HOURS (Afternoon only)
3 6 Duties and Responsibilities of the Emergency Management Coordinator 7 Psychological First Aid 8 Various Advanced Traffic Control Topics Required for certification of Emergency Management Coordinators, this Required for certification of Emergency Management Coordinators, this PEMA-developed course will focus on those activities that a Coordinator and staff must perform to adequately protect the municipality they serve. Recommended for Municipal EMC s and their deputies, elected officials, or anyone interested in becoming a Municipal Emergency Management Coordinator. Presented by PEMA d by PEMA (certificate) This course was developed and presented by the American Red Cross provides practical suggestions for what a person can say and do in support of others following a disaster. It helps disaster volunteers provide assistance to people when they most need it. (ARC Certificate) We will be giving the entire "Nugget" training series. This is comprised of over a dozen topics germane to the needs of persons conducting traffic control including Fire Police and Police Officers. A Nugget is a short training program, minutes, designed to illustrate a point in support of the three National Traffic Incident Management goals: (1) Safety; (2) Quick Clear; and (3) Interoperable Communications.
