2 Mission & Impact Statements Mission Promoting professional excellence in nursing. Background The Tennessee Nurses Foundation (TNF) is a nonprofit corporation formed by the Tennessee Nurses Association (TNA) in 1982 to provide a mechanism for supporting programs that meet special needs of members and other nurses in TN. The stated purposes approved by TNA s House of Delegates in October 1982 were to support research projects on nursing practice, support nursing education, and provide supportive services to individual nurses, including a program to support treatment and rehabilitation of nurses impaired by substance abuse. TNA s TN Nurse Peer Assistance Program (TNPAP) was moved from TNA to TNF in Feb At this time, TNF, including TNPAP, was totally supported by contributions from nurses and a few hospitals. As the need for permanent funding for TNPAP grew, TNA proposed two bills to the Legislature in 1991 to fund peer assistance programs with licensure fees. One bill specifically authorized the Board of Nursing to fund TNF s program, and the other bill authorized any health regulatory board to fund a nonprofit association or foundation program for impaired professionals. The broader bill was most favored and passed the House in 1991, but stalled in the Senate Rules Committee. Attention to the Senate bill was planned for 1992 and was passed during the 1992 Legislative session. It was signed into law by Governor Ned McWherter on March 12 and became effective July 1, 1992.Today, TNPAP has been renamed. It is called the TN Professional Assistance Program (TNPAP) and is not only a monitoring program for nurses, but also serves many other health related groups. This program is completely funded through a grant from the Tennessee Board of Nursing and the other health related groups it serves. Tax deductible donations, through individuals and organizations, gives TNF the opportunity to promote the professional image of nursing, support nursing education, facilitate leadership development, encourage nursing research and support professional health and wellness. Impact The Tennessee Nurses Foundation s goals are to promote the professional image of nursing, support nursing education, facilitate leadership development, encourage nursing research, and support professional health and wellness. Major initiatives include the following: partnering with other organizations to accurately portray the professionalism of nursing and to promote a positive image of the profession; supporting the education of nurses who are members of the Tennessee Nurses Association by providing scholarships for those nurses seeking higher education; providing grants to registered nurses engaging in scientific and other research projects focusing on nursing practice; providing scholarship opportunities for members to participate in a variety of leadership development programs, including the Leadership Institute for Nursing Excellence, to prepare nurses for an enhanced role in nursing and community involvement; and, through the Tennessee Professional Assistance Program (TnPAP), providing advocacy, referral, and monitoring services for chemically dependent, psychologically or physically impaired health care professionals who are licensed or eligible for licensure in the State of Tennessee and for students in health professional programs. During FY , 389 individuals were enrolled in the monitoring program. The Tennessee Nurses Foundation has a very successful Tennessee specialty license plate, "Nurses Change Lives." Funds received through the license plate program has allowed the foundation to award several scholarships and grants to Registered Nurses across the state. Visit for details. Advocacy for those in the profession who are chemically, psychologically, or physically impaired is provided by TNPAP and has been a valuable resource for hundreds of nurses. other such service is available in Tennessee.
