3 Defining Open Data o The Open Definition: A piece of data or content is open if anyone is free to use, reuse, and redistribute it - subject only, at most, to the requirement to attribute and/or sharealike - o Various principles and guidelines, e.g. Sunlight Foundation, covering a range of criteria: costs, ease of access, completeness, timeliness etc. o Operational definition in ODDC research network: proactive publishing; machine readability; permission to reuse 3

More research and systematic assessment of impact needed! 9
