4 MUNICIPAL DISASTER MANAGEMENT SECTOR PLAN 1. STATUS OF MUNICIPAL INSTITUTIONAL CAPACITY 1.1 Municipal Disaster Management Centre Umvoti Municipality Disaster centre is well established within Municipal Buildings. Umvoti Municipality did budget for the relief stock and currently 1150 blankets have been acquired. The District Disaster Management Centre also supplies us with some stock. Only Disaster Manager and Disaster Officer are presently employed by the Municipality. Ten volunteers are supplied by the District. The 911 centre is accommodated within municipal building and have entered into a contract with the municipality to deal with 24 hours service to disseminate information through telephone and radios. Umvoti Municipality is also a member of Umvoti Fire Protection Association which assists the municipality to curb fires during fire occurrences. Umvoti Fire and Rescue is also well established and falls under the Disaster Management Unit. Fifteen (15) qualified Fire-Fighters are serving the Municipality on a permanent basis. Station Officer, Disaster Management Manager and Officer, and 1 Fire Fighter positions are vacant. Umzinyathi District Municipality recruited and deployed eight disaster management volunteers for Umvoti Municipality. The eight volunteers are serving Umvoti disaster management and assist with firefighting services. 1.2 Municipal Disaster Management Policy Framework The Municipal Disaster Management Policy Framework is in place. It was presented to Council on 26 January 2015 and was adopted. This Policy Framework is in line with the District, Provincial and National Policy Frameworks. 1.3 Municipal Disaster Management Plan The Municipal Disaster Management Plan is in place and it has been reviewed in December It also submitted to the Council on 26 January 2015 and adopted. 1.4 Municipal Disaster Management Inter-Departmental Committee Umvoti Disaster Management Sector Plan Page 3
5 The Municipal Disaster Management Inter-Departmental Committee does not exist so far. A draft proposal for the formation of committees was submitted to the Council Meeting held on 28 November Municipal Disaster Management Advisory Forum The Municipal Disaster Management Advisory Forum (MDMAF) was formed in August It is sitting regularly as per requirement. The Government departments are attending but more effort from their side is still needed. Internal departments are not attending despite of formal invitations. DISASTER RESPONSE & RECOVERY 4.1 Municipal Capacity in terms of Response and Recovery The municipality makes budget provision every financial year to procure disaster relief stock in a form of blankets, plastic sheets, and sponges. The relief stock gets distributed to victims when assessments are done and needs are identified. The municipality responds to all disastrous incidents in partnership with relevant stakeholders. 18 5. INFORMATION MANAGEMENT & COMMUNICATION 5.1 Early Warning Strategy 911 Centre is one of the sources for dissemination of early warning messages to communities at risk. The District Disaster Management Centre operates a bulk SMS system to disseminate early warnings of severe weather which are received from the South African Weather Services (SAWS). Umvoti receives the information from the district. 6. EDUCATION, TRAINING, PUBLIC AWARENESS AND RESEARCH 6.1 Capacity Building Programmes Local municipality, District Disaster Management as well as the Provincial Disaster Management Centers are involved in the training of the community and school as well as the awareness campaigns. Capacity Building also involves the work shopping of traditional leaders, councillors, volunteers etc. 6.2 Public Awareness Campaigns The district municipality and Local will be conducts awareness companies in schools during the ward councilors meeting, during municipal and sector department events and distribute Pamphlets and Fliers, further the local municipality will do two per month. 6.3 Research Commissioning of disaster related scientific studies is not done as this may need a specialist in the field. This will be referred to the District centre for assistance. 7. FUNDING MOBILIZATION STRATEGY 7.1 Breakdown of Available Funds The budget for lighting conductors is R A further R has been budgeted for public awareness campaigns. The municipality has also budgeted R for capacity. A further amount of R is budgeted for Fire Breaks. The other funding arrangements are the district responsibility.
