3 1 Chapter 1: Introduction / Research Talent 1 Introduction 1.1 Background This brochure provides information on submitting a proposal for Research Talent of the NWO Division of Social Sciences (MaGW). Research Talent is a responsive mode funding scheme for high-level PhD research for young talented upcoming researchers with a demonstrable ambition to pursue a career as scientist. 1.2 Available budget The total budget for 2016 is circa 6.25 million euro. 1.3 Validity of the call for proposals This call for proposals is valid until the closing date 8 March 2016.

4 2 Chapter 2: Aim / Research Talent 2 Aim Research Talent offers excellent students within the social and behavioural sciences the opportunity to fulfill their ambitions of pursuing their scientific careers. This ambition, amongst others, is reflected in the choice of study, followed courses and academic activities that the student engaged in. To this aim full professors within social and behavioural sciences can submit a preproposal for these upcoming researchers. Data management Responsible data management is part of good research. Therefore in 2015, NWO has started a pilot in data management. The MaGW funding scheme Research Talent participates in this pilot. For the collection/generation of data and the analysis of this data timely measures need to be taken to enable the storage and later reuse of the data. This means that prior to the start of the research project researchers must formulate a) which data could be relevant and b) how these data could be stored so that they are accessible for reuse. In the full proposal phase researchers are expected to answer four questions about data management in the research proposal (data management section). After a proposal has been awarded funding the researcher should elaborate the section into a data management plan. Within four months of the research project being awarded funding the researcher must have submitted the first version of the data management plan to NWO. NWO will approve the plan as quickly as possible. The project can start as soon as the data management plan has been approved by NWO. The data management plan can be adjusted during the research. Further information can be found at: In the pre-proposal phase no questions about data management have to be answered.

5 3 Chapter 3: Guidelines for applicants / Research Talent 3 Guidelines for applicants 3.1 Who can apply Researchers from the following knowledge institutions can submit proposals: Dutch universities; NWO and KNAW institutes; the Max Planck Institute for Psycholinguistics in Nijmegen; The candidate cannot submit a proposal by him/herself. On behalf of the candidate the envisaged promoter submits a pre-proposal. In order to be eligible for the Research Talent program, the candidate must meet the minimal requirements 1 with respect to average grades: the overall (weighted? calibrated?) average grade of the completed bachelor study is at least the Dutch grade 7,5 (or a GPA of at least 3.37) and the overall (weighted? calibrated?) average grade of the completed first year 2 of the master study is at least the Dutch grade 8,0 (or GPA of at least 3.95). For more information on average grades and GPA see paragraph 6.5 of this call for proposals. The candidate s master that meets the requirements with respect to the average grades/gpa must fall within the remit of NWO s Division for Social Sciences (NWO MaGW, see paragraph 6.1 of this call for proposals). On the basis of the pre-proposal the promoter can be invited to submit a full proposal. This full proposal can be submitted on behalf of the candidate by a main applicant and one co-applicant, as long as one of the two is promoter who has been invited by the Board for Social Sciences to submit a full proposal. Applicants may submit an application if they are employed by one of the abovementioned institutions and will be employed at said university or institute for at least the duration of the application process and the research for which the funding is being applied for. When submitting a proposal to Research Talent following conditions apply: - The application must fall within the remit of NWO s division of Social Sciences; - The application form must be completed entirely; - The candidate meets the requirements set for average grades: completed bachelor study: (weighted) average grade of minimal 7,5 (or GPA minimal 3.37), completed first year of master study: (weighted) average grade of minimal 8,0 (or GPA minimal 3.95); - The candidate s master that meets the requirements with respects to the average grades or GPA must fall within the remit of NWO MaGW; - Applicants whose proposal was rejected in previous rounds may not resubmit that proposal; - For the concerning candidate an application can be submitted only once; - The candidates does not already hold a position in the Netherlands or abroad as a PhD student; 1 For candidates having concluded an old style study at a Dutch university: the bachelor equals the propedeuse and the master the doctoraal. 2 In case the candidate has concluded a master s of two (or more) years, the weighted average is calculated over the entire study, and is at least 8,0 or a GPA of 3.95.

6 4 Chapter 3: Guidelines for applicants / Research Talent - A full proposal can only be submitted when a pre-proposal has been submitted earlier; - A full proposal can only be submitted upon invitation by the Board for the Social Sciences; - The applicant and/or co-applicant of a full proposal for Research Talent may not concurrently submit another application or have an application under consideration at MaGW; - Once the application for the Research Talent full proposal has been admitted, the applicant and/or co-applicant may not submit another application to MaGW, for as long as the Research Talent application is under consideration; 3.2 What can be applied for Applicants may only apply for a grant covering: - Staff costs: four years fulltime for a PhD student; - Material costs up to a maximum of 10,000, including costs for knowledge exchange and impact, as well as costs for data management. Personnel The personnel budget requested for Research Talent may be spent on a four-year, fulltime position at a Dutch university for a candidate PhD student that is used fully for conducting the PhD research. The research must be carried out at a Dutch university. Candidates who already hold a position as PhD student in the Netherlands or abroad are not eligible, nor are external PhD candidates. Salary costs may be financed in accordance with the most recent version of the akkoord overlaten werkgeverschap NWO-VSNU. Research costs The applicant can apply for a budget of 10,000 in total to be used for non-staffing research costs such as material provisions (equipment, data collection, consumable goods), fieldwork, travel and publication costs and costs related to knowledge exchange and impact, as well as the costs for data management. These costs should be specified and substantiated in the proposal. Infrastructural expenses (housing, standard office computers) and other costs relating to overhead are not eligible for funding, nor are expenses covered by the bench fee. At the start of the research, the applicant will also be awarded a bench fee of 5,000 for the PhD student. The bench fee is intended for expenses such as congress visits by the PhD student and costs related to the production of the dissertation and the defence ceremony. 3.3 When can applications be submitted The closing date for the submission of pre-proposals is October 6, 2015, 14:00 hours /2 PM (CET). The closing date for the submission of full proposals is March 8, 2016, 14:00 hours /2 PM (CET).

7 5 Chapter 3: Guidelines for applicants / Research Talent 3.4 Preparing an application Your grant application has two parts: a fact sheet and the application form. You complete the fact sheet directly in NWO s electronic application system Iris. The application form is on the grant page for this programme on the NWO website. As soon as you have completed it you can add this form to the Iris fact sheet as a PDF file. Applications must be drafted in English. The intrinsic section of the of the preproposal application may not exceed 700 words, including literature references (no more than five) and an indication of the institutional environment, and not exceed the A4 format. The pre-proposal form does not require a summary. However, they Iris system does in order to be able to submit a proposal. When asked, you can copy paste the intrinsic section or the title of the proposal. If you choose to write a summary, this summary does not exceed 100 words and cannot contain new information. Please not that the summary is not included in the assessment of the pre-proposal.the intrinsic section of the full proposal application (excluding no more than 35 literature references but including footnotes) may not exceed 2,000 words. The application must also include a summary of recent, relevant scientific publications by the main applicant and if applicable, by the co-applicant no more than 25 publications in total. Applications do not include appendices. The Research Talent scheme of MaGW participates in the NWO pilot on data management. Only applicants of a full proposal are expected to answer four questions on data management (see paragraph 6.3). 3.5 Specific conditions NWO Regulation on Granting The Research Talent Grant is subject to the NWO Regulation on Granting. The document containing this regulation can be downloaded from After receiving a grant Proposals that are awarded a grant are subject to NWO s general granting conditions. The main applicants are sent these conditions upon being awarded a grant. The research must start within six months after being awarded a grant. Should this not occur, MaGW will retract the awarded grant. MaGW monitors the progress and evaluates the results of the funded research, using the project s planning and listed expected output as mentioned in the application. After a full proposal has been awarded funding the researcher should elaborate the data managemet section into a data management plan. Within four months of the research project being awarded funding the researcher must have submitted the first version of the data management plan to NWO. NWO will approve the plan as quickly as possible. The project can start as soon as the data management plan has been approved by NWO. The data management plan can be adjusted during the research.

8 6 Chapter 3: Guidelines for applicants / Research Talent 3.6 Submitting an application An application can only be submitted to NWO via the electronic application system Iris. Applications not submitted via Iris will not be admitted to the selection procedure. A main applicant is obliged to submit his/her application via his/her own Iris account. If the main applicant does not have an Iris account yet then this should be created at least one day before the submission. Then any possible registration problems can still be solved on time. If the main applicant already has an Iris account then he/she does not need to create a new account to submit a new application. For technical questions, please contact the Iris helpdesk. Important notice: In November 2015 NWO will replace Iris with ISAAC. Full proposals will be submitted via ISAAC. As soon as relevant information for submitting an application is available, we will publish this information on our website as well: Please note: pre-proposals will be submitted via Iris In concurrence with the agreement between NWO and the VSNU, applicants must inform their institution regarding the application. For this reason, MaGW asks explicitly for confirmation on the application form that the institution has been informed and that it agrees to make available all the infrastructure required for the research, including the associated costs in so far as these have not been applied for from MaGW.

9 7 Chapter 4: Assessment procedure / Research Talent 4 Assessment procedure 4.1 Procedure The first step in the assessment procedure is to determine the admissibility of the application. This is done using the conditions stated in Chapter 3 of this call for proposals. The NWO Code of Conduct on Conflicts of Interest applies to all persons and NWO staff involved in the assessment and/or decision-making process. The assessment procedure consists of two phases: a pre-proposal phase and a full proposal phase. A full proposal can only be submitted if the applicant of a pre-proposal has been invited by the Board of Social Sciences to do so. The Board will invite no more applicants than three times the number of proposals it can grant funding. The various steps in the assessment process are described below. Applicants can follow the progress of the application procedure via their Iris account. No rights may be derived from this. Administrative-technical check The secretariat will check whether the submitted applications (both pre-proposals and full proposals) meet the conditions mentioned in chapter 3. Should it be deemed necessary, the applicant will be contacted. Applications that fail to meet these conditions are not-eligible and will not be admitted. Assessment pre-proposals Four committees, one for each of the four discipline groups within NWO s Division for the Social Sciences (cf Chapter 6) will assess the pre-proposals comparatively without making use of external reviewers. The pre-proposal consists of the candidate s CV and concise description of the envisaged research. For more detail on the assessment procedure for pre-proposals see paragraph 6.4. The assessment will result in an advice to the Board for the Social Science, who will decide whether or not to invite applicants to submit a full proposal. Assessment full proposals The full proposals will not be presented to external reviewers. The committee of the appropriate discipline group will invite the candidate for an interview. Prior to the interview, the candidate will receive questions from the committee so she/he can prepare her/himself. The CV presented in the pre-proposal can be included in the interview. The duration of the interview is 28 minutes maximum, eight of which are reserved for a short presentation (pitch) of the research by the candidate. The assessment of the full proposals, based on the candidate s presentation and the interview, will result in one of the following qualifications: excellent, very good, good or unsatisfactory. During the pilot the data management section will not be included in the decision of a committee as to whether or not a proposal should be nominated for funding. The committee, however, can give advice concerning the data management section. After the proposal has been awarded funding the applicants have to elaborate this section into a data management plan making use of the advice from the committee. Subsequently the committees will, if necessary, rank the proposals that are eligible for funding based on the mutual variation in quality. The criterion Knowledge exchange and impact can play an explicit role in ranking. Ranking is based on the assessment criteria for full proposals published in this brochure.

10 8 Chapter 4: Assessment procedure / Research Talent The committees will advise the Board on the scientific quality and the ranking of the research proposals assessed by them. The Board will make a decision regarding allocation or rejection, based on the committees advices, available resources and, where necessary, on policy considerations. Assessment committees Four committees, one for each MaGW discipline group (see chapter 6), will assess the proposals. The MaGW discipline code provided in the application determines the committee that will assess the proposal. The assessments by the committees are based on the criteria as published in this brochure. For each phase, different assessment criteria apply (see paragraph 4.2.1). In making this decision, the Board is entitled to make use of the following policy considerations: - The promotion of the participation of female researchers; - The optimisation of the grant distribution. Composition of the committees Assessment committees are put together under the responsibility of the Board of NWO s Division of Social Sciences. The members of the assessment committees will be selected based on their research experience, their experience in assessing applications, and their non-involvement in the applications being assessed by the committees in question. Since it is only possible to put together the assessment committees once it is known who has submitted proposals, the composition of the committees cannot be announced beforehand. All committees are chaired by the same technical chairperson. 11 9 Chapter 4: Assessment procedure / Research Talent 4.2 Criteria Assessment criteria Different criteria, mentioned below, apply for pre-proposals and for full proposals. A number of relevant points of attention have been summarised per criterion. The criteria, and in some case specific elements within these criteria, have been allocated different weights. For more details, see paragraph Assessment criteria pre-proposal 1. Academic education The candidate has concluded at least a bachelor study, and has completed the first year of the master study. The candidate meets the set requirements regarding average grades. Both studies carry different weights and will be assessed separately. In the assessment the following points may play a role: Has the candidate concludes one or more bachelor studies? Has the candidate concluded the first year of one or more master studies? Has the candidate concluded a research master s study or is in the process of doing so? Which subjects have been followed and concluded during the bachelor s and master s studies? Did the candidate follow a talent (or similar) program? Did the candidate follow any additional subsidiary subjects? Did the candidate attend classes at an other university or a renowned foreign university? Has the candidate been awarded any academic prizes for papers or theses? Has the candidate acquired a distinction in addition to the grade, and if so, which? Did the candidate conclude his/her studies on time? The candidate s master that meets the requirements with respect to grades or GPA must fall within the remit of NWO MaGW. Bachelor s programme(s) do not necessarily need to fall within this remit. This also applies to possible additional master s programme(s) the candidate has followed. However, in these cases the committee will consider their relevance for the proposed research. 2. Extracurricular activities Extracurricular activities are activities the candidate engaged in during his/her study. These activities may provide insight in the candidate s academic interests or in the candidate s characteristics, such as commitment and perseverance, i.e. characteristics that matter when engaging in research. Extracurricular activities can either be academic or non-academic in nature. Both elements carry different weights and will be assessed separately. Academic activities may include student assistantships (eg research and/or teaching activities), or your own research activities. Possible questions in the assessment are: what was the nature of these activities and what is their relevance for (carrying out) the envisaged research? Has the candidate published in academic journals (as first and/or co-author)? Non-academic activities may include a position on the board of a student association or work experience. Possible questions in the assessment are: what was the nature of these activities? What is the relevance of these activities for the candidate s CV and for carrying out the envisaged research? 3. Motivation In the motivation is an explanation to the CV. In this section the candidate explains why he/she desires to carry out PhD research and why his/her CV is fitted for the envisaged research, using no more than 350 words. The motivation also provides an opportunity to explain particular situations, eg delay in the study. The central question is: does the motivation convince the assessor(s) of the candidate s drive to conduct research?

12 10 Chapter 4: Assessment procedure / Research Talent 4. Research idea The research idea is a concise description of the envisaged research. The description makes clear what the problem to be researched is, why this problem should be researched and in what way. The focus of the description lies, in this phase, on the originality of the formulated problem and the relevance of the envisaged research. No more than five literature references may be included. Foot notes are not allowed. If applicable, the institutional environment in which the research will be carried out can be described here. Central question is: does the description arouse the interest of the assessor(s) to read a full proposal? Assessment criteria full proposal 1. Originality and potential contribution to science Important questions in assessing the proposal are: Does the proposed research make an original and significant contribution in generating knowledge or developing theory and/or methods for the field? Has existing knowledge been used adequately? Is there any related or comparable research that is not mentioned in the proposal of which the applicant(s) should be aware? Is the proposal innovative? 2. Research setup and methods Important questions in assessing the proposal are: Have the problem definition and research questions been defined clearly and carefully, sufficiently demarcated, and adequately worked out? Is the research proposal clearly substantiated? Are the proposed methods and the proposed framework suitable for realising the problem definition and answering the research questions? Does the working plan have a logical setup, and is it suitably phased and realistic? Are the sources mentioned accessible and suitable for answering the research questions? 3. Quality of candidate, supervision and institutional environment Important questions in assessing the proposal are: - What is the quality of the PhD candidate in terms of education, extracurricular activities and motivation, but also in terms of the presentation and persuasiveness. - What is the quality of the supervision in terms of experience in supervising PhD students and expertise, demonstrated in publications. - What is the quality of the institutional environment in terms of access to necessary expertise and the reputation of the research group or institutional environment. 4. Knowledge exchange and impact Potential Can the proposed research make a contribution to society and/or other scientific domains? Who can benefit from the outcomes of the research? Implementation Is there a solid plan for the dissemination of the outcomes of the research to potential users? Is described how potentials users are (or will be) included in the project? Has been indicated which non academic deliverables will be expected and when they will be ready for use? In what way can the deliverables contribute to the societal relevance of the project? In the case of research that does not lend itself to knowledge exchange and impact as described in the aforementioned terms, the researcher is requested to briefly explain why he/she believes that knowledge exchange and impact is not applicable to the proposed research. In that case you don t need to fill out the section on

If the selection committee is of the opinion that the applicant s explanation is correct and concludes that the research does not indeed lend itself to knowledge exchange and impact as described above then the committee will positively assess this criterion. However, if the committee is of the opinion that there are possibilities for knowledge exchange and impact but that these have not been sufficiently addressed by the applicant then the committee will a less positively assess this criterion. For more details see paragraph 6.2 of this call for proposals. Data management The data management section is not an assessment criterion for the research proposal. The committee only looks at the data management sections of the proposals put forward for funding after the prioritisation of the proposals has been established. The committee can make suggestions and give advice that could be helpful for the researcher in drawing up the data management plan to be submitted after funding was awarded. 15 13 Chapter 6 Annexe(s) / Research Talent 6 Annexe(s) 6.1 Discipline Codes The remit of NOW s Division of Social Sciences is divided into four discipline groups that are in turn sub-divided into a number of (sub-)disciplines. Applications submitted to MaGW have to be in the domain for one of these (sub)disciplines, as well as the candidate s master that meets the requirements with respect to average grades or GPA. As such, one of the six-figure codes mentioned below has to be mentioned on the application. The provided code will the determine the committee that will assess the proposal. 17 15 Chapter 6: Annexe(s) / Research Talent 6.2 Explanation to knowledge exchange and impact Definition NWO s definition of knowledge exchange and impact is: Knowledge exchange and impact is a process facilitating the use of the outcomes of academic research both outside of academia, and by other academic disciplines. This process requires interaction between the researcher and the potential user(s) at all stages of the research, from the formulation of the research question to the dissemination of the results. Interaction between the academic and the public/private domains can be fruitful. Jointly formulating a research proposal can be an inspiring enterprise for all concerned. During the research itself, companies and organisations may receive input for innovations, while at the same time researchers receive valuable feedback from these parties. In this process NWO provides support where possible, e.g. by organising match making events or setting up user groups. Responsive mode research: knowledge exchange and impact Researchers receiving a NWO grant in responsive mode funding scheme are also encouraged to consider whether or not their research results may be relevant for society or public and private organisations, in the shorter, or more often, the longer term. NWO encourages researchers to ponder on the opportunities for knowledge exchange and impact of their proposed research and, when possible, develop a strategy for knowledge exchange and pathways to impact. Elements that are relevant for the assessment of knowledge exchange and impact as proposed in the application are mentioned under the criterion knowledge exchange and impact in chapter 4 of this brochure. The following questions are intended as a guideline when drafting the section on knowledge exchange and impact. Objectives Setting Interaction Which contribution can the proposed research make to society and/or other scientific domains? Society is understood as both private and public sectors Who can benefit from the outcomes of the research? Users in the public and private sectors, including researchers in other disciplines. Can the institutional setting enhance the envisaged exchange of knowledge and impact of results? If yes, how? If not, why not? For example, the experience of other researchers with your department/group with knowledge exchange and impact, and how this experience can enhance the achievement of the objectives of the proposed research Which funds will (possibly) be used to achieve the set objectives for knowledge exchange and impact? You can apply for a budget for knowledge exchange and impact How will possible users be included in the project? For example: have users been involved in conceiving the proposal? Will users participate in achieving the objectives? If so, how? How will the project s deliverables be made beneficial for potential users?

The MaGW Research Talent scheme participates in this pilot, but only in the phase of full proposals. The questions on data management in the form for full proposals are mentioned below. For the collection/generation of data and the analysis of this data timely measures need to be taken to ensure the storage and later reuse of the data. This means that prior to the start of the research project researchers must ascertain a) if the project can make use of available data from third parties, b) which data can be relevant for reuse and c) how these data can be stored so that they are suitable for reuse. After a full proposal has been awarded funding the researcher will draw up a detailed data management plan. See the explanatory note as well. 1. Will data be collected or generated that are suitable for reuse? Yes: Then answer questions 2 to 4. No: Then explain why the research will not result in reusable data or in data that cannot be stored or data that for other reasons are not relevant for reuse. 2. Where will the data be stored during the research? 3. After the project has been completed, how will the data be stored for the long-term and made available for the use by third parties? To whom will the data be accessible? 4. Which facilities (ICT, (secure) archive, refrigerators or legal expertise) do you expect will be needed for the storage of data during the research and after the research? Are these available? 3 For the completion of the section please contact the university library/intended repository/ict Department of your institute or university. They can help you with the completion of the data section. The data management section focuses on the storage of data during and after the research (archiving). In this section, NWO understands data to be both collected, unprocessed data as well as analysed, generated data. Under this all forms are conceivable; digital and non-digital (for example samples, completed questionnaires, sound recordings, etc.). NWO only requests storage of reusable relevant data. NWO assumes, in principle, that within different disciplines there is a widely held view about which date are relevant to store for reuse. The RDNL checklist provides a guide for the selection of data that can be eligible for archiving. The importance and the value of reuse on the one hand and the costs and feasibility of data storage on the other should be in reasonable balance with each other and have a bearing on the volume of the data to be stored. 3 ICT facilities for data storage are considered to be issues such as data storage capacity, bandwidth for data transport and calculating power for data processing.

20 18 Chapter 6: Annexe(s) / Research Talent The data should preferably be archived at a national or international data repository. If that is not possible, the data should be archived by the institutional repository. Confidential, privacy-sensitive or competition-sensitive data might require special forms of storage or limited access. Solely storing the data on computers or external media (e.g. USB flash drive, CD, DVD or hard disks) is in general too risky and will therefore, in principle, not be approved by NWO. 21 19 Chapter 6: Annexe(s) / Research Talent 6.4 Weights and scores In assessing the proposals, a 9 point scale will be used, on which 1 represents the highest/best score, and 9 the lowest/worst. All criteria will be scored (and in assessing the pre-prososals also the elements within the criteria). On the basis of the scores and overall weighted average score will be calculated. This overall average score constitutes the final score. The final score will determine the position in the ranking. In calculating the final scores, the different weights allocated to the criteria (or elements within them) will be taken into account. Weights applicable for pre-proposals Criterion Element within criterion Weight Education Bachelor 10% First year master 30% Extracurricular Academic 6% Non-academic 4% Motivation 10% Research idea 40% For each criterion applicable for pre-proposals, relevant points for the assessment have been listed in paragraph Scoring criteria for pre-proposals For the first criterion (Education) a starting score of 5.4 applies for both bachelor and master. This score means good. The reason for this starting score is that admitted pre-proposals meet the set criteria for admission. For studies with a specific research-oriented character, such as research master s, a better starting score of 4.4 applies. In assessing both elements within this criterion the relevant points listed in paragraph play a role and can lead to deduction of points, i.e. to a better score. Also for the second criterion (Extracurricular activities) as starting score applies: 5.4 when activities have been carried out, 5.5 when no activities have been carried out. No starting score applies to the criteria Motivation and Research Idea. The entire 9 point scale applies for scoring these criteria. 22 20 Chapter 6: Annexe(s) / Research Talent 6.5 Grades and Grade Point Average (GPA) Candidates who follow, or have concluded, an academic education in the Netherlands will usually have been graded on a scale from 1 to 10. In case the candidate has concluded, or follows, an academic education in the Netherlands, the minimal average grades relate to the Dutch grading system, i.e. the overall weighted average for the bachelor s programme must be at least a 7,5, for the concluded first year of the master s programme (or the concluded master s programme) the weighted average grade must at least be 8,0. The average grades are calculated to one decimal maximally. A weighted average includes the weight that has been allocated to courses in the programme, usually expressed in ECTS. Candidates having received grades using the Dutch grading system do not need to calculate their GPA. Candidates who follow, or have concluded, (parts of) their academic education outside of the Netherlands, will most likely have been graded according to a different system. In these cases candidates are asked to calculate a Grade Point Average (GPA). A GPA is also a weighted averaged, taking into account the weight that has been allocated to courses followed. There are different ways to calculate and represent a GPA. The Research Talent scheme follows the calculation and representation that is common in the United States, using the four point scale.
