2 RECOMMENDATION Board Explanatory Notes Funding Source: Technology Bond Funds This recommendation is made to fulfill the District s 2014 Technology Bond Goals 4.1: Build a Virtualized Server Data Center, and Bond Goal 4.2 Install a Storage Area Network. Virtualization will allow the District to run several independent virtual operating systems on a single physical computer. It is a way of maximizing physical resources and, in turn, maximizing the investment in hardware. Storage Area Networks (SAN) are a separate computer network typically based on a cluster of network electronics (switches and hubs), connecting storage subsystems to a set of servers on an any-server-to-any-server basis. A SAN enables direct storage-to-storage interconnectivity and lends itself to taking advantage of new types of clustering technology. Storage Area Network benefits include the following: promotes high availability, improves data storage management and reduces costs, enables efficient hardware deployment and utilization, improves data backup efficiency and accessibility, enables storage virtualization. After much research, interviewing vendors and reviewing proposals, the committee felt that the District would benefit from dividing the award by sections to Layer 3 Communications, LLC and Presidio. Layer 3 proposed HP products (Server Hardware & Network IP Hardware) and Presidio proposed EMC storage, Brocade Fiber Channel and Trend Micro for Antivirus.

22 RFP Recommendation SECTION 5.1 Section 5.1 Project Management Project Management was determined to be essential to the overall success of the project due to the complexity and integration of a best-of-breed concept. Two roles of Project Management were deemed vital: Project Manager and Project Engineer. The Project Manager will work with the project engineer, the project CFISD resources and the solution providers to develop a comprehensive and integrated project plan, schedule, reporting and risk management process. The Project Manager will provide weekly reports and schedule updates. The Project Manager requirements should include but are not limited to: 1. Experience managing like projects, 2. Proficiency using project management tools and processes, 3. Experience in K12 projects. The proposal should include twelve (12) weeks of onsite services for the resource.

23 RFP Recommendation SECTION 5.1 Section 5.1 Project Management The Project Engineer will play a crucial role in providing domain-specific expertise to complement, expand, and complete cloud-ready virtualized infrastructure designs. The Project Engineer will work with the overall VMware design team, and the selected providers, and the CFISD team to integrate the solution into the overall CFISD solution and to validate with the CFISD staff the implementation of the manufacturers integration and Reference Architecture blueprints. The Project Engineer requirements should include but are not limited to: 1. VMware Certified Design Expert for Data Center Virtualization, Network Virtualization, Cloud Management and Automation, 2. Data Center Networking experience with multiple data centers and cloud implementations, 3. Software Defined Data Center Network experience and training, 4. VMware NSX training and experience. The proposal should include twelve (12) weeks of onsite services for the resource.

Key Points for selection include but are not limited to: Layer 3 Communications is the lowest cost solution and the highest value of Goods and Services. HP selected Layer 3 as their Select Partner for the current 2014 bond infrastructure projects. (Note: HP has numerous VMware certified personnel.) Layer 3 service levels and history of service to CFISD are exemplary and consistent. Layer 3 understanding of the network, access from mobile devices, etc. is impeccable.

25 RFP Recommendation SECTION 5.2 Section 5.2 VMware Licenses and Services The CFISD Data Center solution is based on the VMware vcloud Enterprise Suite of products including vsphere 6.x, vrealize Operations, vrealize Automation, vrealize Business, and NSX for vsphere. VMware products, design engineering, implementation and deployment will be utilized for the project. This RFP section consisted of a single line item where product licenses and services were bundled in an Enterprise License Agreement (ELA).

26 RFP Recommendation SECTION 5.2 Section 5.2 VMware Licenses and Services The pricing that vendors provided in this section was based on bundled VMWare licenses and services. The evaluation team felt better pricing and competitive bidding could be attained by unbundling the VMWare licensing. The decision was made to award the licensing and services using a state purchasing contract, e.g. DIR. The DIR Award for VMware Products/License was awarded to Exebridge and the DIR Award for Professional Services for Deployment and Installation was awarded to Layer 3. Unbundling the licensing and services from an Enterprise Licensing Agreement (ELA) and awarding via DIR provided a cost savings of over $450,

27 RFP Recommendation SECTION 5.3 Section 5.3 Enterprise Virtualization Platform Server Hardware A blade server system is being requested to meet the server processing (compute) cluster. A total of four chassis systems, two at Data Center 3 and two at Data Center 4, will provide multiple levels of redundancy to ensure that no applications go offline for any compute/blade server related reason. The server processing must provide powerful performance with Intel Xeon processors. The following is a shortened list of the features required: 1) Automated power management, 2) Memory capacity up to 768 GB, 3) Integrated virtual fabric with up to 32 ports of virtual networking capabilities, 4) 10 Gigabit Ethernet (GbE) onboard, with multiple protocols, including Ethernet, Fiber Channel over Ethernet and iscsi, 5) Centralized systems management.

HP is the existing Server Vendor of the District. HP is a priority recommended hardware vendor for the District s finance and student management system. HP is a Gartner leader in blade server technology. HP selected Layer 3 as their Select Partner for the current 2014 bond infra-structure projects. Layer 3 service levels and history of service to CFISD are exemplary and consistent. Layer 3 understanding of the network, access from mobile devices, etc. is impeccable.

29 RFP Recommendation SECTION 5.3 Gartner Magic Quadrant for Modular Servers (blade) May 2015 HP: HP s portfolio is extremely broad and addresses multiple use cases, maintaining the lead in the blade market since HP is a highly proven blade server vendor, with market leadership in most countries. HP has a strong multi-node server portfolio, which addresses node-based workloads that benefit from maximum scale-out, and good market knowledge within the company s Hyperscale group. HP s high-end Superdome X and Non-Stop systems are well-suited to challenging, mission-critical x86 workloads, including SAP Hana and Unix consolidations.

30 RFP Recommendation SECTION 5.4.a Section 5.4.a Enterprise Virtualization Platform IP Switching Hardware The district data center is evolving, driving requirements for infrastructure that can support dynamic growth in Virtual Machines (VMs), distributed applications, and Big Data, as well as the transition to cloud-based computing without compromising performance. With the growth in cloud computing, a scalable, open, programmable, agile, and responsive network infrastructure is essential. CFISD requires a network that is high performance, operationally efficient, automated, and elastic. The proposed network must be easy to manage and scale out to meet demand as well as adapt to future requirements. The Data Center Switching (IP) solution will be optimized to support the dual, stretched, data center design of CFISD utilizing VMware NSX for routing, micro segmentation and switching between the virtualized servers. The Data Center Switching (IP) solution will provide the port requirements to support the virtual environment and physical servers with support for 10 GB connections for virtual and physical servers with 40/50/100 GB options for up-line and interconnect to the core.

HP provides software defined network (SDN) federation into the VMware NSX controller for Integrating Physical Network Management Value. HP is a Gartner leader in technology. HP selected Layer 3 as their Select partner for the current 2014 bond infra-structure projects. Layer 3 service levels and history of service to CFISD are exemplary and consistent. Layer 3 understanding of the network, access from mobile devices, etc. is impeccable.

32 RFP Recommendation SECTION 5.4.b Section 5.4.b Enterprise Virtualization Platform Storage Fiber Channel (FC) Switching Hardware The district requires that any proposed storage array connected to a server blade infrastructure be connected via Fiber Channel. A Fiber Channel is a high-speed network technology used to connect computer data storage. The proposed Network Storage Fiber Channel Switch must support 16GB.

33 RFP Recommendation SECTION 5.4.b Section 5.4.b Enterprise Virtualization Platform Storage Fiber Channel (FC) Switching Hardware Presidio is recommended for the 5.4.b Enterprise Virtualization Platform Network Storage Fiber Channel Switching Hardware. The Presidio Fiber Channel proposal, Section 5.4.b, provided the integration of the storage network and storage systems to one vendor for implementation. Key Points for selection include but are not limited to: Brocade is a Gartner leader in the SAN Fiber Channel Switches. Brocade has approximately 70% of the SAN switching market share. Brocade is a market leader in storage fabrics.

34 RFP Recommendation SECTION 5.5 Section 5.5 Enterprise Virtualization Platform Storage, Backup, and Archive The district seeks an all-flash storage array that has been designed from the ground-up to unlock flash's full performance potential and deliver array-based capabilities that leverage the unique characteristics of Solid State Disks, based on flash media. The all-flash storage array should be designed to provide minimal planning, with a user-friendly interface that makes provisioning and managing the array very easy. Solution should leverage flash to deliver value across the following main dimensions: performance, scalability, and efficiency. The district seeks a storage array solution separate from the all-flash array to store file data and is scalable to support future requirements for video. The solution must use industry standard components and intelligent software to deliver the highest levels of performance, backup, and data protection.

35 RFP Recommendation SECTION 5.5 Section 5.5 Enterprise Virtualization Platform Storage, Backup, and Archive Proposed solution must meet the disaster avoidance requirement of clustering the application storage across two data centers in an Active/Active Data Center Synchronization approach. Proposed solution must be able to Backup and Protect 981 TB of data for 36 Months (based on 35 daily and 12 monthlies & a conservative 17:1 Deduplication rate). Application Storage Requirements: All Flash Array (quantity 2 x 20TB Xbricks -- One in each Data Center) 40TB combined capacity raw in both data centers 112TB total capacity logical at 3.75:1 data reduction ratio Due to Active/Active Mirroring this becomes 56TB Logical (50% overhead) 175K IOPS in mixed workload for each Data Center File Storage Requirements: 7 X-nodes in Production 5 NL-nodes for Disaster Recovery 1 PB usable in Production 500 TB usable for Disaster Recovery

36 RFP Recommendation SECTION 5.5 Section 5.5 Enterprise Virtualization Platform Storage, Backup, and Archive Presidio is recommended for the Section 5.5 Enterprise Virtualization Platform Storage, Backup and Archive. Key Points for selection include but are not limited to: Presidio provided the highest level of services and products that meet the criteria of the RFP. Solution is provided by single manufacturer for highest level of integration, support and advanced services. Solution provided the highest level of product integration and lowest risk for the District in implementing an advanced storage solution in a dual data center environment. The Presidio solution provides the highest value to the District based on the detailed assessment of the RFP Criteria 1 (Proposer s qualifications and references) and Criteria 2 (quality of goods and services). The most comparable priced solution that met requirements was not chosen because the file component did not meet the RFP specifications in Criteria 1 and 2. The comparable priced solution lacked experience, quality and was not included in Gartner as an Enterprise solution. The lower priced offerings did not meet RFP specifications nor were they Gartner Leaders. The Presidio proposal is the Gartner Leader in all areas of the Storage, Backup and Archive.

37 ABILITY TO EXECUTE RFP Recommendation SECTION 5.5 Gartner Magic Quadrant for Solid-State Arrays (all flash) June 2015 CHALLENGERS NICHE PLAYERS LEADERS VISIONARIES COMPLETENESS OF VISION As of June 2015 EMC: XtremIO was purpose-built as a scale-out SSA. It is the only EMC offering with in-line data reduction, and it was designed from inception to be simple to administer and operate. EMC has additional changes in the pipeline to improve reliability, performance and data protection. EMC has highly responsive sales and marketing organizations, which publicly and very successfully articulate XtremIO roadmaps, problems, fixes and issues. EMC provides existing customers with higherthan-competitor discounts, and advantageous XtremIO purchase terms for warranty and maintenance. EMC has an extremely capable in-house global support and service organization that is responsive with upgrade equipment when customer have to perform upgrades and replacements.

EMC has established an effective storage, support and professional services organization to help it sustain its leading position. A steady cadence of Isilon product enhancements, new model announcements and software improvements keep these systems current with microprocessor and storage technology advancements. EMC's broad portfolio of storage systems enables users to obtain cross-product discounts and reduce the number of vendors an organization has to manage. EMC storage systems have OpenStack Cinder drivers developed for all platforms, and are fully integrated with leading hypervisors, including VMware vsphere, Microsoft Hyper-V, and Red Hat KVM, as well as other leading independent software vendors (ISV) such as Oracle and SAP.

Avamar introduced Isilon Fast Incremental to reduce backup windows. Avamar offers fast backup techniques for centralized large NAS file systems, as well as distributed file shares. 40 ABILITY TO EXECUTE RFP Recommendation SECTION 5.5 CHALLENGER S NICHE PLAYERS Gartner Magic Quadrant for Deduplication Backup Target Appliances September 2015 LEADERS VISIONARIES COMPLETENESS OF VISION As of September 2015 EMC: EMC's Data Domain has the strongest market presence among all products evaluated in terms of number of appliances, customers and total disk capacity, as well as revenue. Data Domain Boost, a deduplication parsing engine, has the widest industry support. The new ProtectPoint backup software allows fast, direct backup from EMC primary storage to Data Domain for selected applications and enables more daily full backups for reduced data loss windows. Data Domain has well-rounded features and functions with high deduplication ratios. ProtectPoint with Data Domain offers an innovative alternative to the backup-servercentric approach. Many customers have used Data Domain's longterm retention tier to replace tape completely in their backup infrastructure.

41 RFP Recommendation SECTION 5.6 Section 5.6 Enterprise Virtualization Platform Antivirus The district desires an enterprise solution to protect its servers and data from viruses. The following features are required: Antivirus vendor must be a VMware partner and integrate with VMware 6, NSX, and vshield Endpoint to provide Hypervisor layer protection. Must deliver both file and network based agentless security controls for NSX. Ability to seamlessly extend the data center security into the cloud. Must provide agentless and agent-based security solutions. Should offer a plugin to vrealize Operations Manager to allow the viewing of the overall health of the virtual data center from a single view.
