1 Thames Water key Messages for London Borough of Ealing 25 th October 2005 Item 1: Drainage & ownership The area of drainage is complex. Thames Water, the Local Authority, the Environment Agency and property owners on or near a watercourse all have separate responsibilities. Public Sewers Thames Water owns and maintains the public foul and surface water sewer network. The majority of this network is in the highway or open spaces. To report an overflowing public sewer, call Thames Water Customer Services on (24 hour service). Public Surface Water Sewers These drainage systems cater for rain water running off the surface of areas of hard standing and other generally impermeable areas such as car parks, industrial land and public amenity areas, and from the roofs of buildings. Responsibility for them is vested in the sewerage undertaker (usually Thames Water). Foul Sewers The system carrying waste water from domestic, commercial and industrial premises for treatment at the sewerage works before discharge to rivers is an entirely separate and, theoretically, sealed system. Public foul sewers are the responsibility of the sewerage undertaker (usually Thames Water) or they are privately owned and maintained by landowners. Both public surface water and public foul sewers are recorded on a map of public sewers held by Thames Water and we provide emergency responses for public foul sewer and public surface water sewerage problems. Most blockages are one off's and are cleared by prodding. When a blockage cannot be cleared or after restoring partial flow it is apparent there is an obstruction in the pipe, a CCTV may be carried out. Highway Drains These are private drains owned and maintained by the highway authority. They are intended only for highway water though they often carry much more run off. The highway authority may discharge highway drains to any ditch, watercourse or piped watercourse in or under the highway For flooding from the highway or reporting blocked road gullies or gratings, customers should contact the Local Authority/Highway Authority. Private drains For blockages in private drains or sewers the customer will need to contact a private drainage contractor to clear the obstruction. See Yellow Pages or similar directories under drain and pipe cleaning. If they are uncertain if a blockage is in the public or private sewer they may contact Thames Water and we will attend. If the blockage is found to be on the public system, we will clear it free of charge. If it is on the private drain we can offer a private clearance service for which a charge will be made. 2 Water Service pipe or Internal Pipework The water pipe that runs from the water main in the road or pavement into a property and all internal water pipes are the homeowner or householder s responsibility (a tenant should consult with their landlord or check tenancy terms to clarify who is responsible). For problems, customers will have to arrange for a plumber - see Yellow Pages or similar directories. Thames Water do provide an approved plumbing service the number for which is For more information about Thames Water s plumbing and drainage insurance, customers can telephone Main River Critical Watercourses and Main Rivers are major water channels (occasionally enclosed) that are identified and registered by the Environment Agency who is responsible for their maintenance and management. Main rivers are, for example, the River Wandle and the River Thames. The Environment Agency telephone number is In addition the Agency provides a Floodline, which is a 24 hour advice and information service for floods and flood warnings, on Smaller watercourses Watercourses, other than main rivers, are the responsibility of the landowner, often called the riparian owner, or in some instances the local authority. You are a riparian owner if your property or land is on a watercourse, abuts a watercourse or the watercourse runs across your property/land. If your property/land runs very near to a watercourse, you may be the riparian owner. Riparian owners have a duty to keep the watercourse clear of any obstruction to flow. The council are responsible for ensuring watercourses are maintained and can serve legal notices on riparian owners if required. In a few localities Drainage Boards have been established consisting of local landowners/tenants who maintain and manage watercourses on a shared cooperative basis. They are becoming less common. Ditches Ditches are the responsibility of landowners/riparian owners. Roadside ditches belong to the ADJOINING landowner and not the highway authority, except where land has been acquired for new road building. The highway authority has rights to discharge highway water to a roadside ditch and may maintain it but is under no obligation to do so. Landowners may drain their land to any ditch on the property. They have a duty to maintain their ditches in such a way that nuisance is not caused to neighbours. Piped Watercourses and Culverts Generally speaking these too are the responsibility of riparian owners. Where a watercourse or a ditch in a highway has been piped it still is the responsibility of adjoining landowners (often multiple owner/occupiers in urban situations) unless the piping was at the behest of the highway authority in order to make the highway wide or safer or more convenient. In that situation the highway authority would need the consent of the ditch owner(s) and evidence of this consent would be evidence of the highway authorities liability. This applies equally to pipes whether
3 they cross a highway or run along it. The same duties, responsibilities and rights exist for piped watercourses and culverts as for ditches. For more information about Thames Water, visit our website: or phone Clean Water Thames Water has 31,000 km of water mains and 300 water treatment works. The network is split in water zones, which roughly equate to the old 17 th Century water companies. The network is further broken down into district metering areas (DMA). Each DMA is then fed by a specific service reservoir. The drinking water compliance is above 99% compliant with all U.K and EU water quality standards.
4 Item 2: Network Improvement Programme This is an integral part of demand management. We have surveyed several buildings in the LB Ealing area and visited the Local Authority in October 04 with a follow up with Ealing Homes on April 1st 05 to reassure them that no buildings in Ealing will be impacted by the Network Improvement Project in this AMP period. Please note that we will let you know well in advance if any of our programme change Item 3/4:Communications Thames Water recognizes the need to work with local authorities that represent our customers so that there is a greater mutual understanding of the aims and aspirations of all parties. We endeavor to communicate wherever there is a need. We communicate using different methods with our customers when we carry out work. We have customer communication consultants working alongside our project teams to ensure that our customers are kept up to date. Thames Water have Community Liaison Executives, who manage key relationships with Local Authorities and stakeholders across the Thames Water region. The person responsible for London West, within which LB Ealing falls, is Bilquis Mahmood. Thames Water is also working on draft communications with all London Boroughs through ALG Item 5:Programme of works to alleviate Flooding Horn Lane Progress Update Following TW funding agreement in early Jan 05 for this study to proceed, investigations commenced in detail the same month. A major element of the investigations to date has been the development of a calibrated hydraulic model. The model will be used to analyse how the existing sewer network is operating and will be used to investigate options to reduce the risk of flooding in the Acton area. The hydraulic model build commenced in Jan 05 and to date the following activities have been completed; - A base un-verified hydraulic computer model has now been built. Flow monitoring of the sewers commenced in February and was completed in October 05. The flow monitoring and rainfall surveys are now being used to calibrate the hydraulic model to enable flood solutions to be developed. It is anticipated that the hydraulic model will be verified by the end of November 2005.
5 - Approx 150 Manhole surveys have been carried out to gather level and connectivity info on the sewerage network - An impermeable area survey covering approx 300 Ha has been completed This survey quantifies impermeable areas connecting into the sewerage network and also confirms connectivity. - A gully connection survey has been completed. We are now developing outline solutions utilizing the hydraulic model. The solution areas can be broadly split into 3 areas of Acton: Horn Lane, Churchfield Rd and High Street (Acton)/Gloucster Rd. When the preferred options have been highlighted all landowners, Ealing Council and affected 3 rd parties will be contacted to discuss the initial proposals. A BDA paper is scheduled for Feb 06. Should approval be given to further development of the proposed solutions, construction could commence later in Severe Weather Info has been received confirming that the 3rd Aug 04 flooding event was in the order of 1 in 30 year return period. Further initial internal discussions are required to confirm how the flooded properties are to be tagged against severe weather on Thames Waters Sewer Flooding Database and how this may impact on the scheme outputs and justification. A review of the Sewer Flooding History Database has been carried out, there are currently 137 properties under investigation as part of this flooding study. The roads suffering flooding include Horn Lane, Churchfield Rd, Chaucer Rd, Myrtle Rd, Shakespeare Rd, Cumberland Park, High Street (Acton) and Gloucester Rd. WERM have carried out detailed mitigation investigations with surveys offered to all flooded and neighbouing properties in the study area. Survey reports have been reviewed and a proposed implementation programme is currently in progress. 27QF Corringway, Ealing SW/FW FAS Regular internal and external flooding occurs when the local foul and surface water sewer surcharges during heavy rainfall events due to the sewers being hydraulically overloaded. This project will provide alleviation from internal and external foul and surface water flooding to 35 properties, in Audley Road and Corringway, Ealing, by the provision of new on-line storage. A calibrated hydraulic model has confirmed a lack of capacity in the system to cope with storm events. The proposed solution provides a 1:15 year flooding risk protection by Foul Water Works Replace 200m of existing 225mm diameter pipes with 1050mm x 750mm online box sewer with DWF invert between FW MH 0701 and FW MH 9501 in Corringway.
6 Surface Water Works Replace 380m of existing 225mm diameter pipes with 450mm diameter pipes between SW MH 0110 and SW MH 1804 in Corringway. Construct 230m of 1800mm x 3000mm box culvert under Audley Road up to a depth of 4.5m with a Hydrobrake outlet control via a new 80m length of 450mm pipe down Ashbourne Road to connect with existing 525mm diameter pipe in Corringway. New 50m length of 300mm diameter pipe from SW MH 8602 to Culvert in Audley Road. New 90m length of 300mm diameter pipe from SW MH 9506 in Ashbourne Road to Culvert in Audley Road. Site survey work was undertaken during August/Sept, with construction due to start on site from November 2005 for a period of up to 1 year. Road closures and parking bay suspensions in Corringway, Ashbourne Road and Audley Road will be required for this work. Contact has already been made with local residents groups and the appropriate Council departments to discuss these issues. 7YRF Creffield Road FWFAS Two properties in Creffield Road suffer from internal foul flooding. This project will alleviate the regular internal foul water flooding that occurs due to foul water surcharging during summer storm events. A verified hydraulic model of the catchment has confirmed the hydraulic incapacity of the system in storm events. Two solutions are being considered to provide protection from a 1 in 15 year storm event. The installation of FLIP devices to the two properties currently suffering internal foul flooding. A Sewage Pumping Station for the Creffield Road catchment situated on land at the junction of Hanger Lane and Gunnersbury Road Item 6: Sustainable Supply and Wastewater Services Thames Water is determined to provide London and the Thames Valley with sustainable water and waste water system. One that meets the demands of a 21st Century City, recognising the demands of an increasing population, climate change, increased customer demand for water and increased economic development. We are embarking on an ambitious 3.1 billion invest programme (the largest of any water company) which has been agreed by our regulator OFWAT and we are on track to deliver the business plan. It will focus for drinking water on the twin aims of managing demand - victorian mains replacement, tackling the most leakiest parts of London first, managing the existing system, continuing with active leakage - and looking at new sources of supply - desal and Upper
7 Thames Major Resource. This will enable us to better serve customers now and in the future. On waste water we will remove 10,000 properties from the risk of sewage flooding and also continued improvements to the major three major sewage treatment works that serve London to further improve river water quality in the Thames. The targets are tough but we will achieve them. To do so we need to work with the local authorities that represent our customers so there is a greater mutual understanding of the aims and aspirations of all parties. We want to improve our relationship with all those local authorities in London and the Thames Valley for the benefit of all. There is a price tag attached. Bills have risen to pay for these improvements. The pot is not limitless nor are our customers or investors pockets. Thames Water's average bill for water and waste water services will rise by 51 (24 per cent) to 261 over the five years (excluding inflation). The increase in the other four years will be smaller. This will allow major engineering schemes, such as water replacement schemes to progress as soon as possible.
