ESCREEN DOT SOLUTION OVERVIEW As one of the largest Third Party Administrators (TPA) in the country, escreen processes millions of corporate data transactions each year and offers a centralized process to ensure program compliance for federally regulated (DOT) hiring programs. Designed around an automated process, escreen provides employers access to the largest electronically integrated occupational health clinic network, and excels in the industry as the leader in digital solution management for DOT testing. How does escreen bring automation to DOT program management? escreen currently manages some of the largest DOT programs in the country, and processes millions of data transactions each year Employers have access to one of the largest electronically integrated occupational health clinic networks these full service occupational health facilities provide national drug and alcohol testing and physicals in conjunction with injury care Online event scheduling with tracking and status capabilities, allowing visibility at each step in the collection and testing process Expired event notifi cation with automated results reporting Protocol-driven collection software at the collection site; fully compliant with DOT regulations 49 CFR part 40 Collection and data management for all modes under DOT including breath alcohol testing and physicals Instant electronic DOT MIS reports and other statistical documents Built-in compliance reports and management tools for hiring professionals Enhanced random program unlike any other in the industry Consistency to blended programs with both DOT and NON DOT testing; one electronic platform for management and results reporting across all test types
For large, nationwide companies, how does escreen ensure that protocols and federal regulations are followed across collection facilities? By placing escreen s proprietary technology in occupational health clinics nationwide, escreen can provide unmatched program management through its protocol-driven system at the point of collection. escreen s unique solution creates an electronic collection process that prompts collectors to follow Federal testing procedures to further enforce compliant DOT collections. escreen provides enhanced applicant status information, improved testing window enforcement and test type compliance, and overall a better program management option for nationally dispersed clients. How does escreen provide employers with changes regarding federal regulations that pertain to drug and alcohol testing, DOT physical exams, or any other federal, state or local issues that require a MRO? escreen is constantly up-to-date with state and federal law regarding drug testing to ensure complete compliance within the programs supported. escreen maintains compliance at all levels regarding regulatory changes in substance abuse rules and laws. The organization s continued participation with industry forums such as SAPAA, DATIA, AOHC, NAOHP and AAMRO, as well as interacting with the largest hiring programs in the country, keeps escreen at the forefront of changes in the drug and alcohol testing industry. escreen123 software is protocol driven to ensure that the proper collection procedure is performed at the clinic level. This design allows escreen to ensure state compliance at a broad level with the ability to restrict services or by prompting collectors to perform appropriate testing protocols, when appropriate. escreen qualifi es its clinic partner profi ciencies and performance throughout the life of the partnership via onsite training and certifi cation programs. All escreen collection sites are responsible for adherence to state law regarding specimen collection for drug and alcohol testing. escreen monitors enforces clinic compliance issues. escreen offers Medical Review Offi cer Services utilizing its state-of-the-art online interview capability. This technology gives the interviewing physician information regarding the state where the test event is regulated, prompts restrictions on testing or retesting in the given jurisdiction, and also accommodates specifi c policy requirements on behalf of the client. Use of this interactive interview ensures that all results released to the employer by the MRO have been reviewed with automated adherence to the standards established in company s policy.
How does the escreen model work for companies that test onsite? The escreen patented drug testing technology and software is installed in thousands of occupational health clinics throughout the country and can also provide an elegant solution for organizations that prefer to use the systems in onsite testing applications. The escreen system provides automated, tests to be performed at the point-of-collection. The escreen model is also successful for companies who perform mobile testing. Since DOT drug screens are performed at the lab, escreen can still manage the reporting process for companies that complete testing outside of a permanent testing facility. How does escreen process previous drug and alcohol testing history requests for employees who have moved into DOT covered positions? The MyeScreen.com application incorporates an online ordering tool for managers to submit previous employer history. Additionally, escreen has the ability to receive employer history data in an electronic format for processing. Upon receipt of the employer information, escreen electronically places the order to its sourcing partner(s) for processing. Each employer is contacted to verify testing history, and the fi nal report abstract is posted to the manager via MyeScreen.com or via another method as designated by the employer. How does escreen notify employers of any DOT violations obtained via the previous drug and alcohol testing history requests? The fi nal report abstract is posted to the designated manager via MyeScreen.com or via another method as designated by the employer. How does escreen ensure that all the required documentation for post accident and reasonable cause testing will be obtained? All documentation related to a drug test is scanned and attached to the electronic record for easy retrieval. Any required documents have the capacity to be fl agged and required as part of the protocol in order to close a record in the system. escreen will partner with the employer to ensure that all data elements are properly tracked, scanned, and stored in accordance with their policy and procedure.
How does escreen ensure that an employee who has violated one of the federal drug and alcohol regulations at a previous employer is taken out of service until the appropriate SAP information is obtained? escreen will contact the respective management via phone, fax, , or electronic notifi cation via MyeScreen.com regarding the violation to ensure that the individual remains out of service until the documentation regarding SAP has been provided. This information will be appended to the record for easy retrieval. How does escreen manage the DOT physical exams? DOT physical management is housed in escreen s Medical Review department (emro). Once a DOT physical is scheduled using MyeScreen, and conducted at an escreen partner clinic, the clinic is prompted to generate and print a fax cover sheet with which to transmit the physical form to emro. Upon receipt of a faxed physical, escreen transmits the data directly to the employer management. Does escreen use hard copy or electronic forms for DOT physicals? Standard hard copy DOT forms are most widely used at the clinic level today. These reports are forwarded to escreen, scanned and added to the electronic record. Full copies are available on MyeScreen.com. escreen is in the process of expanding its services to include the electronic physical form via escreen123 to all the clinic network partners. escreen envisions a process available across all technology-enabled clinics that would include the use of this electronic form, coupled with the standard hard copy for clinics that do not have immediate access to the escreen platform. What kind of tracking system does escreen utilize for DOT physicals? emro runs an automated report of missing physicals based on MyeScreen scheduling information. These missing physicals are researched and the clinics contacted by escreen, who either obtains the physical documentation from the clinic for entry into the database, or releases a no-show report to the employer. Who will review the DOT physicals for correctness and issues? Will they have an occupational health background? escreen s emro administrative staff will conduct an initial clerical review of the physical to ensure the appropriate sections of the document are complete. Medical review of the document is conducted by one of emro s licensed medical staff members, including one of the certifi ed MROs or licensed nurses all of whom have an occupational health background.
What database does escreen use for DOT physicals to include all numeric elements in the DOT physical? escreen s electronic physicals solution utilizes its current collection software (escreen123) architecture. Physicals data elements are captured through the end user application interface designed specifi cally for DOT and employer-specifi c requirements. Data is transmitted through the escreen systems and stored in the production Microsoft SQL 2005 database. Explain escreen s blind performance testing coordination service. escreen s emro department sends the minimum number of blind performance specimens required by federal regulations to the appropriate laboratories for analysis each quarter. emro will maintain the MRO copy of the CCF form for each blind specimen, the specimen demographic information citing the expected result from the vendor, and the certifi ed laboratory copy of the CCF in the database using escreen s proprietary enterprise MRO software. Under the supervision of the Medical Review Offi cer, an emro administrative staff member will oversee the blind specimen process and ensure that the appropriate documentation has been received prior to MRO verifi cation of the result. Any specimen results that do not match the expected outcome will be referred back to the testing laboratory for further investigation; any false positives will be referred to both the laboratory and the Offi ce of Drug and Alcohol Policy Compliance (ODAPC). Describe escreen auditing participation and other services. escreen has participated in a number of DOT audits over the years, and will participate as needed or required by employers to ensure compliance. escreen s Founder and Chairman, Dr. Lappe has over 16 years of experience with DOT audits, has participated on several DOT operating committees, and has a rolodex of colleagues in medical, legal, and laboratory services to assist in DOT audits. escreen is a corporate member of the Drug and Alcohol Testing Industry Association (DATIA) and has employees on staff that are DOT certifi ed. Expert Witness Services - Murray Lappe, M.D., is a 20-year veteran and leader in workplace drug testing. He has served as an expert witness in a number of cases involving drug testing and issues of substance abuse in the workplace. escreen has established relationships with nationally recognized toxicologists and attorneys specializing in MRO and other substance abuse related fi elds to ensure its clients have the appropriate resources available to them should the need arise. Dr. Lappe works closely with the Department of Health and Human Services (DHHS), SAMHSA staff, Ted Schults, PhD, JD, Yale Caplan, PhD, and other experts.
Describe escreen s HRIS integration capabilities. escreen s seamless integration with HRIS systems creates a distinct competitive advantage over the traditional testing process Increasing the ROI for electronic applicant on-boarding breathes new life into HRIS platforms Digital scheduling improves network compliance to control costs Internal applicant tracking identifi ers eliminate orphan test events Enables tracking of Cost per Hire metric - the real budget number! Visibility to fi eld hiring practices, including non-conforming offers, broader view of policy violations, integrates to payroll to avoid invalid hires Customizable to meet the language/access within the clients HR infrastructure Learn more For more information on escreen and to view the DOT Scheduling Process demo, please visit:
