3 indicates position is filled, indicates new position, indicates change in recruitment status COUNTY ATTORNEY County Attorney Transportation ADMINISTRATIVE SPECIALIST II 13 $94, $94, $0.00 Ad Closes 3/23/2015 The County Attorney s Office Administrative Specialist II performs the following tasks: in addition to Paralegal III duties and skills, provides the fiscal and budget analysis, administrative work for the office, editor of the County Code, supervises paralegals, assists with garnishments, analyzes workload trends to appropriately allocate resources, coordinates grants and contracts, and manages the land acquisition process assigned to our Office under supervision of attorneys. If it is eliminated the impact on the office is that the duties will have to be divided among the Deputy County Attorney, attorneys, paralegals and support staff. This workload would have to be absorbed and others duties would have to be adjusted or eliminated to take on the duties of this position. The timeliness and efficiency of these duties will be negatively impacted, and, in our opinion, this creates an untenable workload. Business Application Support Community Development Applications Support TECHNICAL SERVICES ANALYST I 184 $92, $92, $0.00 Offer extended 3/11/2015, start date 3/16/2015 This position represents 25% of the staff managing the RecTrak system and maintaining the hardware and software at recreation centers and pools after hours. Elimination results in a 24 hour delay in response to technical issues, impacting citizens' ability to access the system to register for classes and programs, or causing the shutdown of the cashier system at the pools. Ongoing technical system improvements will be delayed by at least 4 weeks. Communication & Infrastructure Radio Communications RADIO COMM TECH I 182 $63, $63, $0.00 Re advertising closing 3/18/2015 This position is twenty five percent of the Radio Tech I positions or one sixth of all Radio Technicians supporting the mission critical Public Safety radio system and the consequence has been increased overtime and delayed response. Communications & Infrastructure Network Communications Data TECHNICAL SERVICES ANALYST I 9 $86, $86, $0.00 New vacancy At this time, there are 5 positions in the Network Engineering group at Prince William County. With one vacancy, that leaves 4 personnel including the Network Supervisor to respond to network incident tickets including internet outages, complete tasks on internal network projects and upgrades and support other Agency projects requiring network support. The network personnel require a very specialized technical set of skills in order ensure accurate configuration settings and routing tables on both the hardware and software of the network infrastructure. If the network position is not filled, the risk is significantly increased for prolonged network outages and slower response to customer requests and project deadlines. The network supports every single information technology application for the County including Fire, Rescue and Police. There are also several major CIP projects the network team supports including the construction of the new libraries, Central District police station and several fire station renovations. The network is also up 24x7 in order to provide these services. This team is responsible for ensuring the availability and reliability of the INET, local and wide area network, internet and wireless. Budget Application Support Web Services SYSTEMS DEVELOPMENT MANAGER 184 $138, $138, $0.00 Applications under department review There are five developers with unique skills equipped to support the entire web infrastructure for Prince William County, internal and public, solving problems and responding to technical issues on a 24X7 basis 365 days of the year. While the financial impact of this decision is unknown, the technical aspects of the project and operational support of the County s interface to the public will be placed in jeopardy. Page 3 of 5

Our caseload increased from 73 as of December 2012 to 83 in December The caseload held steady through July 2014 (86), however it increased to 109 as of January 2015 due both to an slight increase in the number of cases opened but, more significantly, to a decrease in our ability to close cases as a result of turnover in the Current Planning. PUBLIC WORKS Buildings & Grounds Building Maintenance GROUNDS TECHNICIAN 68 $22, $22, $0.00 Appoint Authority Reevaluating Position Classification This position manages herbicide and pesticide services. 5 indicates position is filled, indicates new position, indicates change in recruitment status PUBLIC WORKS Building & Grounds Facilities Maintenance ADMIN SUPPORT ASSIST II 231 $47, $47, $0.00 Interviews complete, checking references This position is critical to the Buildings & Grounds (B&G) operations. Currently the division has hired a temp to accomplish the tasks of this position. This position takes in customer work requests and generates work orders to be completed. The position is responsible for collecting the division s key performance indicators (KPIs). Losing this position would hinder the division s effort to complete the tracking of KPIs which was an area of concern in the 2014 McGladrey Audit. Another concern raised in the McGladrey Audit was the accuracy of entering invoices into the work order system by the ASA II. The elimination of this position would require multiple people to enter the invoices into the system. This would eliminate the separation of duties control of having one person doing the data entry while a separate person checks the accuracy of the inputted data. PUBLIC WORKS Neighborhood Services Property Code Enforcement PROP CODE ENFORCEMENT INSP 191 $69, $69, $0.00 Offer extended, start date 4/6/2015 This position enforces property codes throughout the County. SOCIAL SERVICES Agency Administration Fiscal Support ACCOUNTING ASSISTANT II 37 $50, $25, $25, Dept reviewing applications The position is responsible for processing financial transactions (16,678 payments annually) and completing payroll (average of 369 employees per pay period).
