2 Social security in Sweden Overall responsibility for social service lies with the 290 municipal councils. The Government is the principal responsible for the social insurance system. The national social security is based on the principle to safeguard the individual loss of income; Retired persons Diseases Pay during Labour market measures education, starting-up- a business. A Nordic convention in addition to the EU regulation. 2
3 Health and parental insurance A business operator are covered by health and parental insurance. The benefit will be based on the income that the Swedish Social Insurance Agency calculates according to the share of the estimated surplus from the business. Insurance reimbursement varies depending on form of business enterprise In process of starting up a business -a sole trader, trading partnership or limited partnership - the income on which sickness benefit is based can be calculated at a higher amount than the share of the companies surplus. For a time the benefit can be based on a fictional income. 3

6 Social Insurance The Social Insurance Agency makes individual assessments of whether business can be considered to be in a starting-up phase. Sole traders, trading partnership and Limited partnership can choose qualifying period and contribution. In a limited company or an economic association, all staff are employed and will have sick pay from the company the first 14 calendar days. After that benefits from the Social Insurance Agency. 6
7 PES support when starting a company: information about the labour market forecasting the coming year. Personal counselling with business experts. Support to start a business corresponding unemployment benefit during 6 months. Extra support to disabled persons. The PES supports unemployed persons with activity support in ESF projects preparing for a business enterprise. Education 7
8 New target groups for the PES Amended legislation 2010 expended mission for the PES. The PES has the responsibility for long-term sick persons with possibilities to return to the labour market and newly arrived immigrants. Contact persons within local PES. 8
9 Self-employment companies A form between ordinary employment and own company. As self-employed you find the customers. The self-employment company administers invoicing, accounting, taxes, payrolls. Some are running as social enterprises. 9

11 Working Integrated Social Enterprises Working Integrating Social enterprises are businesses conducting business activities (producing and selling goods and / or services): the overall purpose is to integrate people who have great difficulties getting and / or keeping a job, in work and society. Empowerment to all employees through ownership, contractual or otherwise. substantially reinvest their profits in their own or similar activities. that is organizationally separate from the public sector. There are not yet any regulations established in a Regulation or similar documents. The government decided however on an action plan for integrating social work undertaking the 22 April
