1 A Personal Cloud Server System for hosting Crowdsourced flood data Contextualized with a case study on a Flood Points Map on the City of West Hollywood, CA Contextualized by Sam Perez

3 Methodology Shapefile Layer: City of West Hollywood Flood Points West Hollywood Flood points map shown in arcgis online. First, a shapefile was created in ArcGIS Desktop and added several flood points. The next step was to create an online ArcMap with the same basemap layer to my ArcGIS Desktop original version. The shapefile was imported as a zipped file. A push pin symbology was added as an enhancement. A web map using an edit map template to allow a user to add data via a pop-up window in the Arcgis online interface.
4 The text data collection GUI interface was also developed in ArcGIS Online. The ArcGIS online interface only allows the uploading of text data to the pop-up window. My PSU ArcGIS account allowed the use of the editable map template that shows the flood points through a shape file layer. A user can hover their mouse pointer over the flood points to expose the text data pop-up box. This system is contextualized with a case study using the City of West Hollywood, California. This case study showcases flood points in the central core of West Hollywood which is the Wilshire Boulevard, Santa Monica Boulevard and North La Cienega Boulevard Triangle area.
5 Core FTP Lite is an open source utility to allow my crowdsource users to upload image files from their PC to the personal server. This is a free application and users will be provided a username and password to be able to login to the personal server. A registration website will be designed to collect user information and provide login credentials to the crowdsourcing individual.

12 Context location of map note in the City Of West Hollywood, CA. A template within Map notes called Citizen request allows images to be embedded within a pop-up window when a user clicks on the red caution symbol.
13 Map notes functionality allows images to be appended to street base map. The image has to be hosted in another server, and it URL added to the map notes. Additional descriptive text can be added.
14 Map notes in edit mode. The ESRI blog provided the tip to add the Image URL twice so that it displays in the pop-up window when a user clicks on the red caution symbol. The admin of this system will have to add the crowdsourced images manually as to ascertain the accuracy of its geo-location and also confirm the accuracy of any text described the image.
15 Parting Words This project is a great foray into cloud computing. The opportunity to work with arcgisonline was priceless and provides valuable experience for the capstone project. The last step will be to operationalize this project and see how this system will work in a real world situation and also make plans to evaluate its outcomes. Sometimes, an intended benefit may be derived such as unforeseen use of the system that still benefits the community. The workflow for this project is less than perfect. The project was originally designed to let the crowdsource user to add their own image into a basemap of the City of West Hollywood with pre-identified flood points. Adding text data into the pop-up fields was a fairly straightforward process but adding the images was more complex and users would have not found that convenient to do. A next iteration of this project would be to do a Google Maps version that has similar capabilities to arcgis online but with a friendly and familiar interface. Crowdsourcing of flood images is a valuable tool for city planners, surveyors, GIS analyst, city administrators to make inferences on the geographic locations of existing flood points as well as new ones. These images and text gathered from external sources can have unbiased photo angles, plain truth description of the flood event because they are not typically employed by the city and act as advocate volunteers for the community.
