Electrical Scope - General This project consists of various HVAC and lighting upgrades throughout the Berkeley County School District. This project is a performance contract with all scope funded from energy and operational savings. The successful contractor will be a subcontractor to CMTA. The goal of this project is to provide a functional, quality system at an economical price. Please refer to CMTA drawings and specifications for the complete project scope. Listed below are highlights for this project: 1. Lighting upgrades in all 35 buildings. 2. Power and other supporting work for HVAC upgrades in 7 of 35 buildings. Demolition: Electrical contractor is responsible for disposal of all demolished materials including lamps, ballasts, and fixtures. Documentation of proper disposal is required to be submitted to CMTA. CMTA/Owner Provided Equipment and Materials CMTA will provide the following equipment to the electrical subcontractor. Electrical contractor shall receive, store, and install the following equipment: LED retrofit kits and LED tubes Lampholders required for LED tubes Lamps Light fixtures Variable frequency drives Contractor to include ALL other required materials including but not limited to: Wireways, conduit, occupancy sensors, wiring, junction boxes, breakers, panels, gear, coverplates, support materials, etc. Also solar panels and required supports. 2 Schedule: This project has an anticipated start date of March 15, There are multiple buildings and multiple completion dates for the various buildings. There are 7 major HVAC renovations to be performed that shall all be started and finished during school summer break. The electrical work in these 7 buildings shall coincide with the HVAC work. Noninvasive preparatory may occur before summer break, and punchlist work may occur after summer break, however all invasive work must occur during the summer and the systems must be substantially complete and functioning when school is back in session on August 12. The first group of schools to be renovated during summer break of 2016 (June 6 to August 12) are the following: Mill Creek Intermediate, Opequon Elementary, Valley View Elementary The second group of schools to be renovated during summer break of 2017 (9 weeks total) are the following: Berkeley Heights Elementary, Gerrardstown Elementary, Tuscarora Elementary, Rosemont Elementary The 7 schools listed above are undergoing major HVAC and ceiling renovations. The remainder of the buildings in the contract will not have major mechanical renovations, but shall receive new lighting replacements and retrofits as specified herein. The other 27 buildings in this contract may be constructed at any time during the year, but must be coordinated with CMTA and the Owner. A calendar year (2016 or 2017) is listed for each building in the bid form contained herein. For 2016 projects, the work may begin at any time, as long as systems reach Substantial Completion and are ready for commissioning by November 30, 2016, and Final Completion is reached by December 30, For 2017 projects, the work may begin at any time, as long as systems reach Substantial Completion and are ready for commissioning by September 15, 2017, and Final Completion for each school is reached by November 15, Coordinate start dates and schedules with CMTA. CMTA must approve schedules prior to any work starting. All work during the school year that produces noise, or requires removal of more than two ceiling tiles at at a time, or requires systems to be taken offline, shall occur after 3 pm on weekdays, or anytime on a weekend. Permits, Bonding, and Insurance Requirements: Performance Contracting MEP Design Net Zero Engineering P a g e 2

3 Permits: Electrical contractor is responsible for securing all required reviews, permits, etc. for the electrical work, and is responsible for the cost of the permits. Bonding: 100% performance and payment bond is required. Bid bond is not required. Insurance: Electrical contractor shall name CMTA as an Additional Insured under their General Liability coverage. Commercial and General Liability not less than $1,000,000 each occurrence and $2,000,000 general aggregate. Workman s compensation meeting statutory requirements and Employee Liability Insurance not less than $1,000,000 each occurrence. Commercial automobile liability insurance not less than $500,000/person, $1,000,000/ person is preferred. Project Safety: Project safety is of upmost importance and any workplace safety violations will not be tolerated. Fill out the attached Project Safety Qualification Checklist if your company has not submitted the form to CMTA in the last 6 months. Prevailing Wage: This project requires prevailing wages. Refer to the West Virginia Secretary of State website for Berkeley County Rates, posted on September 30, The prevailing wage requirement shall be a bid alternate, as the status of this requirement in West Virginia is uncertain at this time. The base bid shall INCLUDE prevailing wage, while the alternate bid removes the prevailing wage requirement thereby functioning as a DEDUCT alternate.
