2 ADC Task Force/Fusion Project Objectives Stop Criminal Activities inside ADC- Cell Phone, Drugs, Money, Trafficking/Trading, ECT. Gather Information/Intelligence Establish Patterns of Activities Implement preventative measures and provide ADC investigators tools and information Bring a secure Enterprise level application on that would help establish the patterns Provide a central location to query information from all ADC systems Take non ADC related systems including cellular forensic extractions and store in a central repository that could be used to query from

3 Actions Taken by ADC Task Force Meet Bi-weekly to discuss previous actions and future actions Gathered forensics information from confiscated cell phones Detailed Gang tracking and activity Incident Tracking for potential hotspots in ArcGIS Partnered with Microsoft to develop comprehensive data access Began design of automated data gathering and reporting Brought together a team consisting of a member from all ADC departments to bring ideas and designs into place. Focused on where the critical areas are and started gathering information from each related area to bring into an investigative dashboard Tried to outline any future issues that could arise and plan accordingly. Made Policy changes to coincide with issues that were outlined in Task Force meetings

4 Results from ADC Task Force Comprehensive reports have been generated from disparate source Ad Hoc reporting is available from disparate data sources Pattern identification and tracking has been improved Useful analytics can be generated from the mass quantities of data we already have or may have in the future Unit Raids can now be pinpointed to an area or inmate instead of doing a mass raid on the unit Each department can now work together instead of each departments working against each other We can maintain data and use for later investigations involving the same inmates Have got more involved with our state fusion center and are sharing and receiving more information on a regular basis

5 Objectives Create a collaborative environment for intelligence and information sharing Leverage existing databases and systems to maximize information sharing both internally and externally Create seamless information exchange using NIEM (National Information Exchange Model) to integrate existing systems Develop appropriate security measures to help ensure that access to information is controlled and monitored Integrate technology, systems and people through a senior leader vision, operator analyst driven IT architecture Harvest intelligence already available among disparate data sources

7 What Fusion Core Solution Is: Fusion Solution Core (FCS) is software solution designed to improve operations for an intelligence/fusion center FCS is an information/intelligence handling automation system Targeted as a starting point for intelligence/fusion centers At it s heart, Fusion Core Solution consists of a web portal that allows users to more easily: Submit requests coming to the center Management intake into and dissemination out of the center Collaborate with each other Enter and search for information Work with spatial information Leverage analytical tools (e.g. PowerPivot) Microsoft SharePoint Server is at the heart of FCS The requirements for the appliance were derived from many sources including the DOJ/DHS Baseline Capabilities for Fusion Centers

14 ADC Task Force/Fusion Project Future Objectives Build GIS hotspots based on incidents at all units and in all zones Use with or STG Coordinators for a database of gang tattoos, symbols and signs Add more reporting into our dashboard including drug results, inmate phone records, and visitors and relatives information so that we can expand on these investigations and cut the money off from the source Use ArcGIS information to pinpoint potential areas of interest during an escape or emergency situation Continue to work with Microsoft on future improvements and ideas Continue to share/receive information with our State Fusion center
