2 Introduction: A European Master s degree for professionals meeting the requirements of the Bologna Process The European Centre for Judges and Lawyers, the Luxembourg Antenna of the European Institute of Public Administration (EIPA), is offering a 2-year postgraduate programme leading to a Master s degree in European Legal Studies. In 2006, the programme was updated to meet the new academic requirements imposed by the so-called Bologna process, which aims at harmonising graduate and postgraduate studies at EU level. This Master s is a truly international study programme: it is offered in partnership with the University of Nancy 2 and in cooperation with the Faculty of Law, Economics and Finance of the University of Luxembourg, and participants who successfully conclude the programme will be awarded an EIPA Master s degree in European Legal Studies and a French Master s degree (Master en études européennes - spécialité Droit de la construction européenne). EIPA and Luxembourg University are currently negotiating the possibility for the latter to become one of the partners awarding the Master s degree. This Master s degree is fully recognised throughout the European Union! Target groups of the Master s Programme The programme is mainly intended for civil servants, EU officials, lawyers, judges and other legal experts, as well as professionals and graduates interested in EU law. No prior degree in law is required to participate in the programme The courses are held in English and in French. The participants must be able to speak and write in one of these two languages (active knowledge) and read and understand the other language (passive knowledge). Career opportunities The Master s degree in European Legal Studies / Etudes européennes - Spécialité Droit de la construction européenne is a highly valuable instrument for graduating participants in the development of their respective professional careers. For example, the diploma would allow those participants already working as lawyers to practise in the various areas of European law. Graduates could also use it as a stepping stone to enter international organisations such as the European Commission or other European institutions. Participants already working as EU officials may use their degree to advance their career within the EU administration. Finally, the degree can also enable graduates to pursue a professional career within any of the wide-ranging European associations and companies (consultancy firms, European federations, lobby groups, territorial representations in Brussels, etc.) that are involved in the various aspects and facets of the European integration process.

3 The degree-awarding institutions The European Institute of Public Administration and its Luxembourg Antenna, the European Centre for Judges and Lawyers The European Institute of Public Administration (EIPA) was established in 1981 to support the national administrations of the EC Member States in meeting the obligations of EC membership. The general aim of the Institute is to make a practical contribution to the European integration process by way of training, consultancy, applied research, and publications on EU institutions and decision-making processes, EU policies, public management and law. Over the years, its mandate has expanded, and it now provides a variety of services to national and sub-national administrations, to the EU institutions, as well as to actors in the private and academic sectors in areas related to European integration. The Institute is an autonomous body, with a Board of Governors composed of representatives of the governments of the EU Member States as well as of governments of candidate and associate countries. In 1992, EIPA set up an Antenna in Luxembourg, the European Centre for Judges and Lawyers. Situated on the Kirchberg Plateau, in close proximity to the Court of Justice and the Court of First Instance of the European Communities, the Centre undertakes diversified training, research and consultancy in European law through its team of qualified legal experts and EIPA s extensive network of internal and external experts. This training is mainly intended for judges, lawyers, national public servants, Community officials, representatives from civil society and others with interest in developments in European legal issues. The Master s Programme in European Legal Studies, which the European Centre for Judges and Lawyers has delivered in cooperation with French, Greek and now Luxembourg universities since 1994, complements the other training activities offered by the Centre, allowing for a useful combination of academic and practical approaches to the topics covered by the Master s programme. The University of Nancy 2 The University of Nancy was established in the sixteenth century and is one of the oldest universities in France. Nancy 2, which mainly deals with legal disciplines, is one of the three departments of the Nancy University. In line with its tradition of openness beyond national borders, this University participates in major international exchange programmes instituted by the European Community (ERASMUS, TEMPUS, COMETT, LINGUA) and was granted the status of a European University Centre. Set up in 1950 and mainly supported by the European Union, the European University Centre of Nancy is an institute which, in the framework of the University, carries out training and research activities in the European field. These activities are aimed at nationals of many countries. Its research mainly focuses on the relation between the European Union and its Member States, the analysis of Community sectoral policies and relations between the European Union and the countries of Central and Eastern Europe. The University of Luxembourg The University of Luxembourg was founded in 2003 as the first European university of the 21 st

4 century. It is a multilingual university, where learning is not only about acquiring knowledge and understanding, but also about sharpening skills and gaining wider competencies. Its Faculty of Law, Economics and Finance benefits from the long European tradition of the Grand Duchy of Luxembourg as well as from the proximity of several European institutions such as the European Court of Justice, the Court of First Instance and the European Court of Auditors. The University of Luxembourg offers Master s and Bachelor degrees at the highest levels. A number of courses of the Master s Programme of European Legal Studies / Master en études européennes - Spécialité Droit de la construction européenne, will be given jointly with the Master s in European Law of the University of Luxembourg. The programme and its methodology The programme is designed to reach two principal aims: to provide an initial background to the fundamental questions underlying the European integration process and to offer a progressive and increasing specialisation in the vast field of European law (including EC law, EU law, the European Convention of Human Rights and its implementation) with a view to enabling students to deal with legal questions in a practical way. The legal focus of the programme is on the broader ambit of European integration, also touching upon different economic and political aspects of the integration process and duly considering their legal and practical implications. The programme spans two years (M1 & M2) and is based on a combination of lectures and interactive education methods such as individual and group work, case studies and problemsolving learning. A special feature of this interactive methodology is the so-called academic weekends (one or two per semester) when students will gather from Friday afternoon till Sunday afternoon. These academic weekends will provide an excellent opportunity to acquaint the students with how law works in practice, since they will combine in-depth courses with simulation exercises, moot courts, etc. Students will regularly receive up-to-date learning material consisting of handouts, print-outs of legislation, case law and references to recommended literature designed to structure and supplement the individual lectures. The curriculum also includes study visits to EU institutions in Brussels, Luxembourg and/or Strasbourg. Duration of the programme, examinations, timetable and venue The courses in the first year (M1) will start on 27 September 2007 and finish on 12 July The tuition in the second year (M2) will begin on 3 October 2008 and end on 11 July The two main examination sessions will take place in September 2008 and in July 2009 respectively. The Master s theses will be due in September Attending the lectures is compulsory and will be recorded on attendance lists which students are asked to sign in their own interest. Non-attendance due to proven imperative medical reasons or other exceptional circumstances is acceptable. However, should a student fail to reach the minimum percentage of attendance (70%) per academic year, he/she will not be allowed to sit for the respective session of exams. Lectures will be given on Friday afternoons from to and on Saturday mornings from to and will normally take place at the premises of Centre de Formation of

5 the Chambre des métiers (Circuit de la Foire Internationale 2, L-1347 Luxembourg). The courses delivered jointly with the University of Luxembourg will be given at the same times on the University s campus (Bâtiment des sciences, Campus Limpertsberg, 162a, avenue de la Faïencerie, L-1511 Luxembourg). Specific details about time and location of the academic weekends will be given in due time. The students will have to take two exam sessions, one at the end of each academic year. Some exams may be replaced by interim tests or papers. Successful completion of the programme will also require each student to write under supervision of a tutor chosen by them from among the teaching faculty a Master s thesis (due at the end of the second year) on a topic of their choice, which will be subject to the tutor s prior approval. It should be noted that the design of the Master s programme (including the form and the timing of the exams, etc.) is continuously adjusted with a view to maximising the balance between the needs of the principal target audience of the Master s Programme on the one hand and the Bologna academic requirements on the other. Study programme The Master s studies are structured in the form of a two-year programme. The first year (M1) provides the students with an introduction to the field of European studies (Introduction to European Geopolitics, History of the Process of European Integration, etc.). On that basis, the legal dimension of the process of European integration will be progressively developed through substantial courses on the constitutional and legal system of the EU (Institutional Law, EU Decision-Making Procedures, Judicial System of the EU), the European internal market and the fundamental aspects of European economic law (Competition Law, EU Company and Tax Law, etc.). This first year will be concluded with an examination of a series of cross-sector matters that influence the route and direction of the EU s legal integration process (reform and enlargement of the EU). In the second academic year (M2), after considering a number of other fundamental aspects within the legal core of the EC, and which originated as flanking policies to the internal market (Intellectual Property Law, Consumer Protection Law, EC Law on the Environment, etc), attention will be paid to the legal acquis already existing in other areas beyond the EC framework: legal corpus in pillars 2 and 3 and human rights protection at EU level. The practical implementation of EU law both at European and national level will also feature in this second year. Students will conclude this second year and the Master s programme with the writing of a Master s thesis.
