2 SSA s Need for Occupational Information The Dictionary of Occupational Titles (DOT) has been SSA s primary source of occupational information for almost 50 years SSA developed disability policy around the DOT The DOT has not had a significant update in over 30 years The Department of Labor (DOL) replaced the DOT with the Occupational Information Network (O*NET) O*NET does not describe physical work demands in a way that easily facilitates disability adjudication No other OIS exists that meets SSA s disability adjudication needs OIS Project - Timeline April 2008 December July 2012 SSA OIS Project team formed Occupational Information Development Advisory Panel (OIDAP) formed SSA research efforts: Short Term Project Occupational Medical-Vocational Study Domestic/International OIS Systems Disability Evaluation Constructs SSA and BLS sign an Interagency Agreement What does SSA Need in an OIS? Supports current policy but with flexibility to adapt to future policy changes Represents work as it is generally performed in the national economy Crosswalks to the Standard Occupational Classification (SOC) Aggregates occupations at a level low enough to be useful in disability adjudication but high enough to be manageable and affordable Measures minimum work requirements necessary to perform the core tasks of occupations that are important to disability adjudication 2

Reputation for collecting high quality job data Experience collecting information conceptually similar to what we need Nation-wide cadre of field economists experienced in occupational data collection The New OIS vs. the DOT: Deconstructed measures Purpose Mental/Cognitive Job Demands User platform Classification system The Physical Occupational Data Elements Resembles what adjudicators currently use from the DOT Supports current SSA Policy Adds new data elements Stand/walk sit Alternate sit/stand Overhead reaching Eliminates data elements Balance Color vision Depth Perception The new OIS will not eliminate the need for adjudicative judgment or vocational expert input in some cases. 3
4 Developing the Mental/Cognitive Data Elements Started with comprehensive list of mental/cognitive job descriptors from the DEC and O*NET Reviewed the results of the Occupational Medical Vocational study to determine the types of mental limitations most frequently seen in our disability claims. Workgroup of disability policy experts narrowed the list to the most important elements, with a focus on lower-skilled occupations. Final product resembled the BLS s NCS leveling questions The Mental/Cognitive Data Elements How complicated are the tasks? How controlled are tasks? Frequency of changes in: otasks oschedule owork location Frequency and nature of social interactions The OIS Vision Supports current SSA policy with minimal changes Aggregated at the O*NET SOC Level Incorporates elements of O*NET Tasks Lay Titles Tools and technology Web based system that is free and publicly available 4
