12 Flood Mitigation and Preparedness! Risk perception (flood threats to your life and property)! Before Fanapi: very small or small There was no flood since the detention pond completed, even during Typhoon Morakot. We think we are pretty safe.! Household flood mitigation and preparedness! have set up 50-90cm flood gates in the ground floor and at the entrance of basement after 2001 flood! No typhoon information: cable TV blackout on 9/18 (did not try to get info. from other media)! Few residents have emergent preparedness (ex. flashlight, water and food)! Evacuation route is upper floors
13 Cause of Flood loss! Community mitigation and preparedness! No community emergency drill (detention pond operation exercise only)! No broadcast system! Flood alarm system malfunctioned (because it was not well-maintained after the completion of the detention pond.)! Cause of flood loss! Motor vehicles and public utility equipment are in the basement (high exposure)! When the huge rainfall come (extreme hazard)! Detention pond is ineffective! Residents flood gates are not high enough We don t have enough time to install flood gates and remove motor vehicles in the ground floor and the basement.
14 Conclusions! Higher flood gate is not an option.! To adapt to the extreme hazard event in the future,! people's perception of unavoidable flood risks have to be ensured continuously! The limitation of mitigation measures! assisting community to relocate public utility equipment to attic would be a useful mitigation and! an effective early warning system are required.! residents have time to prepare (remove motor vehicles and then install flood gates)! Prepare for the worst!
