5 0 I. INTRODUCTION AND QUALIFICATIONS Q. Please state your name and business address. A. My name is. My business address is th Street, Denver Colorado, 00. Q. On whose behalf are you testifying in this proceeding? A. I am filing testimony on behalf Southwestern Public Service Company (SPS), a wholly owned subsidiary Xcel Energy Inc. (Xcel Energy). Xcel Energy is a registered holding company that owns several electric and natural gas utility companies. Q. By whom are you employed and in what position? A. I am employed by Xcel Energy Services Inc. (XES), the service company subsidiary Xcel Energy, as Manager, Consumer Energy Efficiency Marketing. Q. Please briefly outline your responsibilities as Manager, Consumer Energy Efficiency Marketing. A. I manage a team that is responsible for the strategy, implementation, and promotion residential, low-income, and business energy efficiency programs in New Mexico and other states. We are responsible for reaching the annual energy savings goals and individual program budgets. Xcel Energy is the parent company four utility operating companies: Northern States Power Company, a Minnesota corporation; Northern States Power Company, a Wisconsin corporation; Public Service Company Colorado, a Colorado corporation; and SPS, a New Mexico corporation.

6 0 Q. Please describe your educational background. A. I have a Bachelor Arts degree in Marketing Management from the University Saint Thomas in Saint Paul, Minnesota. Q. Please describe your pressional experience. A. I started with Northern States Power Company in supporting the sales energy efficiency programs to large business customers. In, I moved to the marketing organization and supported marketing program managers on several residential and business energy efficiency programs. In, I was promoted to program management and became responsible for all program activities for multiple residential and business programs. In 00, I was hired as Manager, Consumer Energy Efficiency Marketing and became responsible for a team that marketed energy efficiency and demand response programs to customers in New Mexico, Texas, Minnesota, North Dakota, South Dakota, Colorado, and Wisconsin. Q. Have you previously filed testimony at any regulatory commission? A. Yes. I have submitted pre-filed written testimony at the Colorado Public Utilities Commission in Colorado.

7 II. ASSIGNMENT 0 Q. What is the purpose your direct testimony? A. My direct testimony will describe and support the portions SPS s 00 Energy Efficiency and Load Management Plan (00 Plan) related to SPS s proposed 00 residential, low-income, business, and large customer energy efficiency programs. Please refer to Attachment RMS- to the Direct Testimony Ruth M. Sakya for a copy the 00 Plan. Q. Please identify what sections the 00 Plan that you are sponsoring. A. I sponsor the following sections the 00 Plan related to SPS s proposed energy efficiency programs: Chapter I: Sections A, C, D, F, H, I, J, and K; Chapter II: Section A; and Chapter III, Sections A. through A., A., and B. through B..

8 0 III. OVERVIEW OF ENERGY EFFICIENCY PROGRAMS Q. Please provide an overview SPS s proposed energy efficiency programs. A. As discussed in detail in the 00 Plan, SPS has developed a set energy efficiency programs that target measures with low performance risk and with which SPS and its affiliated operating companies have historically had success. The programs will use proven program delivery methods to provide opportunities for broad participation within each customer class. Each the proposed programs meets the cost-effectiveness requirements Section --(B) the Efficient Use Energy Act, as amended (EUEA) and...(c)() NMAC the New Mexico Public Regulation Commission s (Commission) Energy Efficiency Rule (.. NMAC, Rule). The energy efficiency portion SPS s 00 Plan seeks to achieve,,00 kwh in first-year energy savings at the generator and demand savings, system peak (generator) kw. The proposed energy efficiency budget for 00 is $,,. Because SPS will most likely receive approval in mid-00, the 00 program goals for the new programs that will be fered will be prorated to reflect partial year implementation. Therefore, SPS will reflect the reduced goals for these programs in its compliance filing after approval is granted. 0

9 0 IV. ENERGY EFFICIENCY PROGRAM DETAILS Q. Please describe the energy efficiency programs SPS is proposing to fer. A. As discussed in detail in the 00 Plan, SPS proposes to fer programs grouped into two customer segments: Residential (including Low-Income) and Business (including Large Customer). The Residential Segment includes nine programs, four continuing from 00 and five new ferings for 00. Two the new ferings are provided under the expanded Low-Income Program. The Business Segment includes six programs, four continuing from 00 and two new ferings for 00. Q. Please describe the 00 programs that SPS will continue to fer. A. SPS will continue fering the following programs: Residential Segment: Air-Source Heat Pump Rebate Program Incentives will be paid to cooling contractors that sell and install energy efficient units for new construction or to customers who replace an existing electric heating source. Home Lighting & Recycling Program Customers can purchase compact fluorescent light bulbs (CFLs) through Xcel Energy bill inserts, direct mail, and website promotions. Customers can also purchase bulbs at a discounted price through seasonal retail events at partner home improvement and grocery

10 0 store locations. Customers will be able to recycle used CFLs at select retail partner locations. Low-Income Program Refrigerator Replacement Qualifying customers receive a free energy efficient refrigerator and removal the existing unit. CFL Giveaway Qualifying customers receive four free compact fluorescent light bulbs through one the low-income agencies that serve part the SPS territory. School Education Kits Program Free kits including energy efficiency educational materials and low-cost measures are distributed along with curriculum to fifth grade classrooms in SPS s service area. This program was named LivingWise in the 00 Plan filing. Business Segment: Cooling Efficiency Program Rebates are paid for new energy efficient cooling equipment. Custom Efficiency Program Customers receive a rebate based on the customized energy efficient technology or process they submit to SPS for review and analysis.

11 0 0 Large Customer Efficiency Program Large customers have the option to reduce their monthly bill tariff charges by performing their own energy efficiency upgrades (Self-Direct) or proving that all possible upgrades have been completed (Exemption). Lighting Efficiency Program Customers receive rebates for the purchase and installation a variety lighting technologies. Q. Please summarize the new energy efficiency programs that are included in the 00 Plan. A. The new programs included in the 00 Plan address whole house improvements, energy efficient cooling, lighting, and motors. The proposed new programs include the following: Residential Segment: Evaporative Cooling Rebate Program Tiered rebate fering based on the efficiency level the evaporative cooling unit. Rebates will be paid for the installation new units whether or not the customer is replacing an existing unit. Home Energy Services Program SPS will provide incentives for the installation a wide range measures that reduce customer energy costs. The incentives will be paid to Energy Efficiency Service Providers on the basis deemed energy savings. The program includes attic insulation, air

12 0 infiltration reduction, duct leakage repairs, and high efficiency central air conditioners. The program is based on third-party providers directly interacted with customers to perform the improvements. Low-Income Program SPS will fer four program components under the Low-Income Program, including Evaporative Cooler Installations, Home Lighting Giveaway, Multi-Family Weatherizations, and Refrigerator Upgrades. Refrigerator Recycling Program Seasonal program providing cash rebates to customers who agree to have a second operating refrigerator removed and recycled in an environmentally safe method. Business Segment: Motor & Drive Efficiency Program Rebates will be given to customers who install National Electrical Manufacturers Association Premium Efficiency motors. Small Business Lighting Program The program begins with a free lighting audit to identify the current lighting technologies and possible improvements to the specific customer s building(s). Customers who choose to upgrade their lighting will receive rebates based on the types lighting and administrative services to simplify the upgrade process.

13 0 0 Q. How did SPS select the programs that will make-up its energy efficiency portfolio? A. In selecting programs to fer its New Mexico customers, SPS utilized its product development process and drew upon experience in other jurisdictions served by SPS and its affiliated operating companies, consulted outside experts, researched other utility programs, and took insights from members the local energy industry. Program ideas generated through internal and external input were entered in the product development ranking process, which prioritized other programs for development (for example, the Motor & Drive Efficiency and Refrigerator Recycling Programs). Q. Please explain the process SPS followed to develop the 00 goals and budgets. A. Minimum portfolio-level goals were established through the resource planning process and statutory and regulatory directives. The minimum portfolio-level goals were distributed between the Residential and Business Segments based on electric consumption, population data, and current market potential and economic trends. For the Residential Segment, SPS reviewed the current programs historical performance in 00 to date and the 00 Home Use Study, prepared by Wiese Research Associates, to assess opportunities for particular technologies. Additionally, SPS reviewed existing energy efficiency programs fered by its

14 0 affiliated operating companies and decided whether to expand the programs to New Mexico. For the Low-Income Program, SPS consulted with local experts in New Mexico to define the market and specify the number customers with electric heating or cooling who could be reached annually. The proposed program budgets were developed using a well-defined process. Program managers determined their approximate goals for the year and then determine what rebate levels would move the market to that level. Other budget components such as promotion and materials were developed based on past experience and speaking with industry personnel. Prior to filing, the budgets were reviewed for reasonableness given the historical and projected performance each program. Q. Are all the proposed programs cost-effective? A. Yes, all the proposed programs pass the TRC Test at the program level (consistent with...f NMAC). Within the Low-Income Program, the Refrigerator Upgrade component is not cost-effective on its own. However, SPS believes it is important to provide this service to low-income customers, and thus, has included it in the overall Low-Income Program. 0

15 0 Q. What are the energy and demand savings, budgets, participant numbers, and TRC Test results for each SPS s proposed programs? A. Please refer to Attachment PJN-, which provides the estimated participation, budgets, energy and demand savings, and TRC Test results for the proposed programs. Please note that this table does not include any values for its Large Customer Efficiency Program nor does it include any values for the load management programs. SPS has identified approximately large customers at customer sites who may qualify for the Large Customer Efficiency Program; however, it is unknown at this time what customers will choose to participate. Customers must notify SPS by November 0, 00 if they intend to participate in the Large Customer Efficiency Program in 00. SPS notified qualified customers in October 00 this timeline.

16 0 0 V. PROGRAM DESIGN, ADMINISTRATION, AND MARKETING Q. In general, what methods will SPS use to encourage customers to participate in its energy efficiency programs? A. SPS has found rebates to be an extremely effective and flexible tool in marketing and selling energy efficiency to its customers and plans to employ similar strategies in the future. Depending on consumer response to a particular rebate level, SPS can vary the rebates to affect customer participation. SPS s affiliated operating companies have used this mechanism for over 0 years to help influence consumer behavior toward purchase and implementation more energy efficient measures. Q. How does SPS plan to administer its proposed programs? A. For the most part, SPS intends to self-administer its proposed programs, meaning that internal staff, supplemented with consultants on an as-needed basis, will handle product development, program planning, technical analysis, sales and marketing, rebate processing, and regulatory support. This will be true for the Business Segment programs (Cooling Efficiency, Custom Efficiency, Lighting Efficiency, and Motor & Drive Efficiency), as well as Residential Segment programs (Air-Source Heat Pump Rebate, Evaporative Cooling Rebate, and Home Lighting & Recycling). Actual sale and delivery energy efficiency measures to end-use customers will be provided either through retailers or

17 0 vendors. In addition, SPS relies upon retail supplies and vendors to educate customers about energy efficiency and market equipment or services. SPS has generally found this approach to be both the most effective and efficient method for operating energy efficiency and load management programs. SPS will also use third-party providers to administer certain programs. The School Education Kits Program is administered by Resource Action Programs, which will design, market, and deliver the program. Other third-party administered programs include Refrigerator Recycling, Home Energy Services and Small Business Lighting. Similarly, SPS will coordinate with MFA to administer its Low-Income Program. Partnering with MFA will enable SPS to leverage existing infrastructure, knowledge, and relationships to deliver the program benefits the Low-Income Program. Finally, the Large Customer Efficiency Program will require less administration than the other programs due to its design as a self-direct or exemption opportunity. SPS has designated an internal employee to act as the Large Customer Efficiency Program Administrator to review and approve customer applications and project savings and will rely on the Independent Program Evaluator to perform measurement and verification the projects.

18 0 Q. What is SPS s marketing and outreach strategy? A. SPS s marketing and outreach strategy targets business, residential, and lowincome customers throughout its service territory. Since the programs are still relatively new, SPS will place a primary focus on educating customers in an attempt to build awareness about the benefits energy efficient behaviors and encourage decisions that save energy. SPS s objective is to educate customers about its specific product ferings to help ensure that they consider energy efficiency opportunities and take advantage rebates when making purchasing decisions. In addition, the environmental benefits from energy efficiency will be a key component to SPS s marketing and outreach strategy by conveying to customers that energy not used is emission-free. In general, SPS will place targeted newspaper and radio advertisements in English and Spanish throughout its service territory. In addition, SPS intends to staff booths at local community events to deliver brochures for both residential and business programs. Further, SPS will seek to collaborate on outreach with regional environmental organizations to the extent feasible.

19 VI. PUBLIC PARTICIPATION PROCESS 0 Q. Please describe SPS s 00 public participation process. A. In accordance with...a NMAC, SPS invited the general public, the Commission Staff, large customers, the New Mexico Attorney General, the New Mexico Energy, Minerals and Natural Resources Department, environmental group representatives, and consumer advocates to a public meeting to solicit nonbinding recommendations on the design and implementation the proposed Plan. The meeting was held on July, 00 (the same day as SPS s first integrated resource plan (IRP) public meeting), in Roswell, New Mexico. The following groups attended in person: Commission Staff, the Southwest Energy Efficiency Project (SWEEP), Occidental Permian Ltd., Cap Rock Energy Corporation, Consolidated Energy, Public Service Company New Mexico, Farmer s Electric Cooperative Inc., Central Valley Cooperative Inc., and the Chavez County Development Foundation. SPS also provided a call-in number for those unable to attend in person. SPS presented the proposed programs and answered questions. Specific written feedback was received from the SWEEP. This feedback, and SPS s response to it, is discussed in more detail in the Public Participation section the 00 Plan.

20 In addition to the July, 00 meeting, SPS discussed energy efficiency and load management programs planned for the 00 filing during a September, 00, IRP public participation web-meeting. Most the questions focused on the structure and implementation SPS s energy efficiency programs.

21 VII. LOW-INCOME ENERGY EFFICIENCY COMMITMENT 0 Q. In her direct testimony, Ms. Sakya describes SPS s commitment to spend $00,000 over the course two years to supplement low-income energy efficiency. Please discuss SPS s preliminary plans. A. SPS is working with MFA to utilize the low-income energy efficiency commitment as part their normal ferings to income-qualified customers in SPS s service area. SPS recently proposed a scope work that would include five different options for utilizing the entire $00,000 by the end 00. The options include replacing or providing new electric appliances for MFA partners Section Housing Authorities, Owner Occupied Rehabilitation program, New Mexico Energy$mart Weatherization Program, as well as new multi-family developments that are financed through MFA. SPS is in the process analyzing each option to determine which option(s) to fund. Q. Is the $00,000 low-income commitment budgeted in the 00 Plan? A. No. This money is in addition to and separate from the 00 Plan budgets. SPS will track and report these low-income expenditures separately from the 00 Low-Income Program.

SPS s 00 Plan presents its energy efficiency programs which increase opportunities for participation across all customer sectors, provide system benefits, and are cost-effective. The programs and associated budgets were designed using well-defined and reasonable processes. SPS provided an opportunity for public input and considered the comments in its program design. Finally, SPS presents its preliminary plan for meeting its commitment to spend $00,000 on low-income energy efficiency programs over the next two years. Q.
