1 12 FILM & MEDIA SERVICES A. NATIONAL TRENDS & OUTLOOK: Snapshot! B. LOCAL TRENDS & OUTLOOK: Major Film and Television projects account for 15.5% of total media production in Oregon. Total media production in Oregon $786.1 million per year and includes commercial, independent filmmaking, documentaries, corporate video, local television and video game development. ECONorthwest 2007 reports that each $1 million in receipts from this sector creates $123,000 in fees and tax revenues to state and local governments An additional 25% increase in jobs over the next 10 years has been forecasted for the Film and Media industry in Clackamas County, and the County has identified Film and Media as one of its core industry clusters for the region. Annual Gross Domestic Product (GDP) for Clackamas County: $212 Million. Direct Employment from Film and Media industry in Clackamas County: 4,791 jobs. C. PRIMARY CAREERS: Film and video producers and directors Camera operators and directors of photography Video editors Grips, gaffers, and theatrical stage workers Special effects, motion graphics, and computer animation artists Video game developers Audio mixers and audio engineers Actors Hair, makeup and wardrobe Set designers and art directors D. AREAS OF OPPORTUNITY: Stay aligned through outreach and associations, and keep equipment/software up to date. Teach students workplace basics and evolving career technical skills, like DSLR and 4K camera operation, LED lighting, advanced 3-D modeling, motion capture and written and verbal communication specifically storytelling and team-oriented communication styles. Opportunity for workforce development training via Cooperative Work Experience internships with industry partners in film production and video game development.

Provide specific training in key new Film and Media technology in order to keep pace with a constantly evolving industry. Enhance pathway from employer to CCC to student. Technical skills are important, but it s really important that [students] have a work ethic. - Film and Media Industry Leader - E. SOURCES & REFERENCES: Workshop feedback with over 20 key industry and business leaders Oregon Governor s Office of Film and TV Economic Impact Analysis of the Oregon Film and Video Industry (ECONorthwest 2005 & 2007.) FCS Group report based on IMPLAN (2010), adjusted to 2011 dollars; with 10-year forecast by Oregon Employment Department. RESULTS FROM FOCUS GROUP A. Please describe your industry outlook in terms of growth or new business opportunities: Oregon expecting growth in Film and Media Digital media and post-production opportunities Participants in the Film and Media industry focus group stated there will be growth and opportunities in the field of Film and Media services. Industry leaders point to research done by organizations like the Northwest Economic Research Center which project at least a 20% growth in Film and Media jobs over the next 10 years. The Oregon Production Incentive Fund (OPIF) is going to increase significantly, which will encourage production across the entire state of Oregon. There has been a 24% increase in Film and Media jobs in the Portland Metro region since 2007 reports the Northwest Economic Research Center. There are opportunities in technological aspects of Film and Media services. As we move more into a digital age, people with versatile technological abilities will be see opportunities in Film and Media. Digital media production will be an area of opportunity. Participants also noted traditional postproduction skills as areas of opportunity, such as in editing and being up to date on current software.

3 14 There also opportunities in the gaming industry for individuals with real-time computer graphics abilities. B. What are the jobs of the future from your industry s perspective? Traditional production positions Commercial and advertisement production positions Video gaming industry poised to grow in Oregon Participants noted multiple areas of growth in Oregon Film and Media industry. There will be opportunities in the traditional aspects of film and TV production, from set building to post-production editing. It was expressed that this has been the core of the industry and will be the core of the industry in the future. Participants expressed a need to see graduates with discipline and a dedicated work ethic necessary to meet the demand of onsite traditional production positions. Participants listed commercial production as an additional opportunity area that is stylistically different than TV and film production. Job growth in advertisements and advertisement production, such as commercials, will create a need for more jobs in the future. There are agencies in the Portland area looking for freelance professionals who have visual effects and animation skills for commercial production. Jobs will become available for people with knowledge of visual effects and Adobe Premier. More jobs in the video game development field will be seen in the future. There is more video game development occurring in Oregon, and participants state that a significant portion is occurring here in Clackamas County. While it was noted that video game production is an expected area of growth in film and media services, it is recognized as a separate and very specialized aspect of the film and media services genre. C. What do you need from CCC as it relates to training and education? Develop internship pathways Digital, post-production, and video game development training Traditional general TV and film production skills Participants noted opportunities to strengthen or develop the colleges relationships with industry professionals as Oregon is primed to expand in Film and Media. Many participants suggested that CCC begin developing new relationships with industry leaders to produce graduates with on-the-job experience as an intern. It was expressed that internship pathways strongly enhanced-partnerships with schools. In order to enhance that connection, it was suggested we expand our facilities, create industry studio space, and expand media labs. Multiple

4 15 participants noted a past or present relationship with the Portland Art Institute for internship opportunities. Digital skills, like visual effects and building websites, are needed. Participants expressed a need to know the current media distribution platforms. In the age of Internet streaming, being able to manage media through the digital medium is vital. Training in post-production skills, such as editing and using Adobe Premier, is needed. Video game software development training is needed. Education and training is needed in development engines like Unreal and Unity. Because of the expected growth in Film and Media industry production in Oregon, participants noted that continued training in traditional production is needed. This means training in aspects of set building and design, cinematography, lighting, production and post-production, etc. Training in the business aspects of selling film and media productions is needed. D. Where does your company currently turn to for workforce training? In-house training, Linda.com and Portland Art Institute All participants listed on-the-job training as their primary option. Participants expressed a desire to conduct training in-house so they can provide their own specific training requirements. Multiple participants made note of Linda.com as an industry asset for software education and training. Microsoft Office and Adobe Premier were listed as the primary software suites that participants receive training on from Linda.com. The Portland Art Institute is also an avenue for workforce training for multiple industry leaders. E. Where does your industry turn to for information? Oregon Media Production Association Steampower.com and Gama Sutra for gaming industry ii. Narrative To stay current on what is happening in Oregon, the primary source for information is the Oregon Media Production Association (OMPA). It provides updates on current and upcoming events, as well as statistical information on the projected growth of Oregon s Film and Media industry growth. Through OMPA, industry leaders are able to reach out to other businesses and professionals when needing specific services, assistance, employees, etc. It is considered the premier association for industry professionals in the State of Oregon. OMPA would like to partner with CCC to offer the 2014 annual conference on the CCC Oregon City campus.

5 16 For participants from the gaming industry, Steampower.com and Gama Sutra deliver a significant amount of information. All PC games are distributed through Steampower.com. It is the online marketplace for current market trends in games. Gama Sutra is an industry hub where every day there are new publications, news and blog posts. It is a primary information source for all gaming industry news. F. What would incentivize you to partner with Clackamas Community College for workforce development services? Foster relationships with industry leaders Expand resources and offerings at Clackamas Community College Participants expressed an interest in partnering with CCC to relay industry information, develop internship pipelines, and provide input on courses offered. Because of the pending opportunities for growth in Oregon, CCC can create pipelines into industry organizations for CCC students and graduates. Multiple participants expressed a previous relationship with the Portland Art Institute and noted that they would like to develop a new relationship with a college that can provide students with the trainings they need. In addition to internship and training potential opportunities, participants wish to contribute to the conversation of course offerings. They wish to know that CCC values their opinions as industry leaders. It was noted that to be asked to assist with a class for a day or review a student s portfolio would strengthen an industry-ccc partnership. There were suggestions to expand the equipment and the services that CCC offers. Using studio space and student assistants onsite at CCC might incentivize partnerships. One participant noted the difficulty of setting up small businesses for freelance workers in film and media. It was suggested that CCC act as a liaison for would-be small business owners. Providing capital infrastructure, such as camera equipment and studio space, would allow small-scale professionals to start out in the field and would also bring new clients to CCC.
