Hull and East Yorkshire Hospitals members Newsletter ssue 7 We look forward to hearing your views on our plans Foreword from Chairman and Chief Executive We are at an exciting stage with our Foundation Trust application. We want to know what you think of our plans, as some time might have passed since you joined us as a member. Some of you became members when we first asked for your views in 2008 and wanted to thank everyone for continuing to support us. Since recruiting our first member in July 2008 we now have just under 8000 people who are our public or patient members. There are some questions we want to ask you and these are set out at the end of certain sections. These questions are also repeated at the end of the document in one list. The feedback you give us will be part of our Foundation Trust application and we need your continued support to enable us to apply. When we asked you questions in 2008 about the number of Governors, you gave us your views and we changed our proposals as a result of your feedback, so please take a few minutes to read this newsletter and let us know what you think. n this issue National plans About Hull and East Yorkshire Hospitals NHS Trust Why do we want to become a Foundation Trust? Our Plans Our members and Governors Your feedback on the number of Governors Consultation events National plans The Government has set out a wide ranging programme of changes for the NHS. ncluded in these changes is making sure that every Trust that is able to become a Foundation Trust can apply. All Trusts must have become a Foundation Trust by April There are three main stages to the process. Firstly our plans are supported by the Strategic Health Authority. This is the body that all NHS Trusts report to directly. We then seek support for our application from the Secretary of State for Health. Finally Monitor, the independent regulator of Foundation Trusts review our application and determines whether we can be authorised as a Foundation Trust. Key dates are set out below and we have to pass each stage before we can go on to the next stage. 2 Hull and East Yorkshire Hospitals members Newsletter Hull and East Yorkshire Hospitals NHS Trust The Trust continues to provide a wide range of services from its two main hospital sites at Castle Hill Hospital and the Hull Royal nfirmary. n addition to providing services to the residents of Hull and the East Riding of Yorkshire we provide a range of specialist services to a much wider population which includes people who live in North Yorkshire and North and North East Lincolnshire. n our Annual Report for 2009/2010 the Trust identified that it treated:- Hull Royal nfirmary 85,000 patients who were admitted as emergencies Undertook 86,000 elective operations (planned operations) Saw 147,000 patients for a new outpatient appointment Assessed 123,000 people who attended our Accident and Emergency Department At the same time we relied on our 8700 staff to provide the care and attention to our patients. The cost of providing all of these services, employing the staff and maintaining our buildings was 470m for the full year. ENT& Breast services Castle Hill Hospital We want to become a Foundation Trust because we feel that this is the best way that we can develop services and meet the needs of our local population, in what is likely to be a changing and challenging period going forward. Foundation Trusts have more freedoms and involve the local population in decisions about the services they provide, through their Members and Governors. Foundation Trusts still have to meet the same standards for the quality of care as all other NHS organisations and they cannot decide by themselves to stop providing services. We will therefore continue to provide care for all those who require NHS services but we will be able to make decisions more quickly and in the best interests of the local population and patients. Whilst we want to become a Foundation Trust and feel that this will allow us to be more creative and responsive, we remain part of and committed to the NHS. As a Foundation Trust we will continue to provide services based on the needs of our local population. Question 1: Do you continue to want to be a member of the Trust when we become a Foundation

3 Hull and East Yorkshire Hospitals members Newsletter Our Plans As part of our Foundation Trust application we have to prepare a 5-year business plan. Over recent years we have seen significant investment in health services and as a result we now have an award winning cancer facility, state-of the art cardiac centre, medical teaching and research facilities and many more services of which we can be justifiably proud. However, the economic climate has changed both at a national and local level. We are now looking at different ways that we can continue to provide high quality services. As a Trust Board we have reviewed our strategic objectives and these are set out below: Safe, high quality effective care Strong, high performing Foundation Trust Creating and sustaining purposeful partnerships Efficient economic use of resources targeted and prioritised effectively Delivery against our priorities and objectives Capable, effective, valued and committed workforce Strong respected impactful leadership n working to achieve these objectives we will always put the patient at the centre of everything we do and whilst change is inevitable, patient needs will always come first. Our Members and Governors Membership of a Foundation Trust means that you can be much more involved in the process of decision making about the services and care provided at Castle Hill Hospital and the Hull Royal nfirmary or at any other location where we provide care. By being a member you receive quarterly newsletters from us and are able to give your opinion to influence decisions before they are made by the Trust. You can also decide who you want to be a Governor to represent your views to the Trust or you can stand for this role yourself. Governors are elected by the members and will sit on a Council of Governors at the top of the organisation and make sure that the Trust is always making decisions in the best interests of the people we serve. There are four types of membership; namely:- Public members f you live in Hull or the East Riding of Yorkshire and you are aged 16 or over you can become a member. Patient members if you have been a patient at any of our hospitals since 1 April 2008 or are the primary carer of one of our patients since this date, and you are aged 16 years or over you can become a patient member. You do not have to live in a certain geographical area to qualify for membership in this category. Staff members - all of our permanent staff and our main contract staff automatically become members. Stakeholder members we also invite our partner organisations to nominate a Governor to sit on our Council of Governors. We are not proposing to alter these membership categories as they had your support when we first asked you.

4 Hull and East Yorkshire Hospitals members Newsletter What is a Governor? A Governor acts as the voice of our members. Governors give up their time voluntarily to work alongside the Trust Board to influence decisions being made on behalf of the Trust s membership. What is the Council of Governors? This is a formal body that consists of Governors. This meeting influences the decisions made by the Trust Board on the future direction of the organisation. The Council of Governors is made up of Governors that live in Hull, East Riding, our patients and our staff as well as people from key organisations such as the local Councils. How do become a Governor? To become a Governor you have to be one of the Trust s members. f you receive this newsletter through the post or by you are already a member. We will let you know when elections are due to be held so that you can put your name forward. n the meantime it would be helpful to know whether you are interested in this role. What did you say about our application and Governors when we asked you in 2008? When we asked your opinion on our proposals in 2008 you told us that you: supported our application for Foundation Trust status agreed with the minimum age of Governors being 16 you felt it important that there should be the same number of Governors appointed from Hull and from East Riding of Yorkshire. We changed our plans as a result of your feedback We would now like to propose an increase in the number of Governor seats for Hull and for East Riding to 6 seats each as this will give a greater local voice at the Council of Governors. Questions 2 and 3: Do you agree with increasing the number of Hull Governors from 5 to 6? Do you agree with increasing the number of East Riding Governors from 5 to 6? We are not proposing to change the number of patient Governors. This number will stay at 5 seats Question 4: Do you agree that the number of patient Governors should remain at 5? Consultation Events We are holding initially two events to provide you with an opportunity to come and listen to our plans and to ask any questions.
