2 How to use this document This is an Easy Read version. The words and their meaning are easy to read and understand. You may need help and support to read and understand this document. Ask someone you know to help you. Some words may be difficult to understand. These are in bold blue writing and have been explained in a box beneath the word. If any of the words are used later in the booklet they are shown in normal blue writing. 4 Introduction by Jeff Cuthbert AM and Gwenda Thomas AM Thank you to all the people who told us what you thought of our first plan. This new plan was written from what you said about our ideas. This plan shows that we must: work hard so disabled people have the same chances as other people support disabled people to have the life they want make sure disabled people have the chance of independent living make sure services listen to what disabled people want from them. 6 What this plan is about This plan says what we need to do so disabled people can live an independent life. Independent living means: living the life you want having control of your life being part of all choices in your life having control of your money being part of where you live having choices and opportunities to do things like everyone else Page 6

7 being treated with respect your skills and talents being seen by others. We have found out that: independent living can cost the same as other ways of supporting disabled people disabled people have a better life with independent living. We want disabled children and adults to enjoy independent living. Page 7

8 How the plan came about Easy Read Welsh Government Independent Living Supporting disabled people to lead an independent life In 2011 disability organisations asked us to do more about improving independent living. Please let us know what you think by 20 December 2012 This is an Easy Read Version of Framework for Action on Independent Living, Welsh Government Consultation Document, 20 September 2012 September 2012 We asked disabled people what was important to them. In 2012 we made a plan that included these ideas. We then asked people what they thought of these ideas. We put on events where disabled people and disability organisations told us what they thought. People also wrote to us to tell us what they thought. This new plan was then written making sure that people s thoughts and ideas were included. To improve independent living for disabled people we need 9 things to happen: 1. Good information and advice that disabled people can use 2. Advocates Page 8

9 3. Houses that disabled people can easily live in 4. Disabled people making the choice about care and support they have 5. Technology that supports people in independent living 6. Good public transport that disabled people can use 7. Easy to use buildings, streets and public places 8. More jobs for disabled people 9. More Centres for Independent Living Page 9

10 1. Good information and advice that disabled people can use Information is being told the facts that you need to know. Advice is helping you to understand information or how to do things. Why it is important Disabled people told us that information and advice are needed for independent living. But they are often not done in ways that disabled people can use. Disabled people want to use the same advice services as other people. Staff are not always aware of the needs of disabled people. Sometimes the advice services are in buildings disabled people cannot use. A lot of information and advice is on the internet. Many disabled people do not use the internet. Page 10

11 What we will do We will: make sure Welsh Government information is accessible tell councils and health services to give information in ways disabled people can use start a free NHS health advice phone line. This will be on the internet as well support more disabled people to use the internet set up a new information service. This will be called the Information, Advice and Assistance service (IAA). This will help people get all the facts they need about local care and support services. make sure older people leaving hospital are given information on what support is available to them. Page 11

12 How this has been done well in Wales Easy Read Health Wales. We gave money to make an Easy Read website about health and well-being. This is easyreadhealthwales.org.uk. Newport Information Station has all the facts disabled people need in one place. Page 12

13 2. Advocates An advocate can help you to speak up or speak up for you. An advocate can go to meetings with you. An advocate can speak to people for you. Why it is important Advocates support disabled people to make choices about their life. There are not enough advocates for some groups of people. Advocates are independent. This means they do not work for any company that supports people. What we will do There will be better advocate services for children and young people. We will look at getting more advocates for older people. We will make sure people know they can use an advocate. Page 13

14 3. Houses that disabled people can easily live in Why it is important There are not enough houses in Wales. This makes it harder for disabled people to find a house. It is even harder for families of disabled children. Or disabled adults who want to start a family. Some houses have not been built well for disabled people. People with a learning disability say they may have to share a house with people they do not like. In independent living their rights as tenants are sometimes ignored. A tenant is a person who rents their home. They pay their landlord each week or each month. Page 14

15 What we will do We will make a better list of good houses for disabled people. We will look at improving the way we pay for housing adaptations. Housing adaptations are when things are done to a house to make it easier to live in. This might be a ramp, better lighting or lower kitchen units for someone in a wheelchair. We will help private landlords see what disabled people need. We will help private landlords make their houses better for disabled people. We will help landlords deal with hate crime. Hate crime is when someone hurts you because of who you are. Some people call hate crime bullying. Page 15

16 We will make the law simpler on the contracts that tenants get. We will write some tenants contracts in Easy Read. A contract is an agreement you sign. You have to keep to what you agree. A contract is a legal paper. In 2015 there will be a new Renting Homes Bill. This is a law that will give tenants rights to people with a learning disability in supported living. How this has been done well in Wales Community Lives Consortium in Swansea support people to live as independently as they can. They support choice with pictures and film. Cardiff Accessible Homes helps disabled people move to houses that are easy to use. Merthyr Tydfil Council recycles stair lifts. They can be borrowed by people and fitted quickly. Page 16

17 4. Disabled people making the choice about care and support they have Why it is important When you have choice and control over your support you can be more independent. Direct Payments give you more control of your life. Direct Payments are when you are given money to buy the support you need instead of getting services. Young disabled people told us they want more control over their support. It will help them speak up when they are not happy with things. What we will do We will aim for your support to be close to your home. Your support will be centred around you. We will have user and carer groups. They will tell us what is needed. We will listen to them. Page 17

18 We are working on a new law called the Social Services and Well-being (Wales) Bill. The law will: tell services to listen to what a disabled person wants make it easier for a disabled person to move within Wales. They must get the same support in their new place develop Citizen Directed Support Citizen Directed Support Citizen Directed Support is about finding out what is important to you, your family and community and planning support to achieve your aims. give more training to staff get more disabled people to use Direct Payments. 19 How this has been done well in Wales DEWIS Centre in Pontypridd is a social enterprise. DEWIS Centre is run by and employs disabled people. They support disabled people with Direct Payments. A social enterprise is a company. It uses some of its money to help local people. Diverse Cymru in Cardiff is a social enterprise. They support disabled people with Direct Payments. They give advice and have advocates. Page 19

20 5. Technology that supports people in independent living Technology means tools that help you to do things and stay independent. New technology is coming out all the time. Technology is also called person centred technology. Why this is important Technology can support disabled people to: be independent in your home work - such as computer aids speak - such as communication aids Page 20

21 go out keep safe - such as personal alarm and sensors. What we will do A lot of new technology needs good and fast internet. We will work on getting good and fast internet for more disabled people. Some new technology is for people with poor eyesight. We will support this technology. We have given more money for better wheelchairs. We will look at what communication aids there are for people who do not speak. We will write a plan when we have looked at the communication aids. Staff will be trained in how new technology can help disabled people. In September 2013 a new UK plan for work technology will come out. In April 2014 we will look at how well this has worked. 22 How this has been done well in Wales Community Lives Consortium use flip video cameras to make plans with people. Reach 112 offers signing on the internet for deaf people. It can be used on some mobile phones. Digital Accessibility Centre in Neath checks that websites are accessible for disabled people to use. Page 22

23 6. Good public transport that disabled people can use Public transport includes buses, trains and taxis. Why this is important Many disabled people use public transport. Disabled people need to plan their journey before they go out. Often the information is hard to understand or out of date. Bus drivers do not always like helping disabled people. Some bus drivers do not speak to disabled people in a polite way. Disabled people are scared of hate crimes on public transport. Page 23

24 What we will do We will not charge for a Blue Badge. A Blue Badge means disabled people can park their car close to where they are going. People who have Personal Independence Payment (PIP) can have a Blue Badge. There will be better training for bus drivers and train staff. The training will cover what it is like to be disabled. We will keep bus passes for older and disabled people. We will ask buses to have better information at bus stops. We will also ask for recorded messages and signs on buses. These will tell you where you are. Page 24

25 We will work with train companies to make trains easier to use. Some train stations have low platforms. This makes it hard for disabled people to get on and off trains. We will make more platform humps that raise the platforms. This helps disabled people get on and off trains. Make plans to make taxis better to use. How this has been done well in Wales In Cardiff the buses give free rides to police community support officers so they can check that people are being treated well while they are on the bus. Pembrokeshire Passport is an orange wallet. It gives advice to drivers about how they can help disabled people. Page 25

26 7. Easy to use buildings, streets and public places Why it is important Easy to use buildings, streets and public places mean disabled people can: have a job go to the cinema or pub go shopping go to the same school as their friends vote go to meetings. Page 26

27 Disabled people think that easy to use places are: always last on the list not really understood by people who plan buildings not in all schools. There are only 15 Changing Places toilets in all of Wales. Changing Places toilets make it easier for some disabled people. The toilets have more room than disabled toilets. They also have other things to help people. Page 27

28 What we will do Disabled people need to be able to get around streets and buildings. They also need to be able to go to parks and outdoor events. We will: make the rules for planning buildings and places better for disabled people make sure people know how to plan buildings and places for disabled people show how to give facts about using buildings and places for disabled people. This will mean disabled people can plan their visit to places look at how to make more Changing Places toilets. We will give information about the Changing Places toilets we have now. Page 28

29 How this has been done well in Wales Local access groups are groups of disabled people. They say how to make easy to use buildings, streets and public places. They work with local councils and people who plan buildings. Priory Church School in Brecon won an award. It was the best new building for all people. The people who planned it really listened to disabled people. Bangor University is looking at how to make all buildings easy to use. The university worked with the Arfon Access Group. Page 29

30 8. More jobs for disabled people Why it is important Having a job can help you: be independent feel good about yourself and able to speak up more be healthy earn money. Page 30

31 A lot of disabled people find it hard to get a job because: they do not know the right things they have not been trained or taught well public transport is hard to use buildings are hard to get into some employers do not know that disabled people can be good workers people do not know what support they can get for work, such as technology. Page 31

32 What we will do To get a job you need good schooling and training. We must make sure school for disabled children and young people is good by: making sure school buildings are easy to use making sure disabled children have what they need to learn making good links between special schools and colleges starting a new plan for disabled children, called an Individual Development Plan. The plan will be person-centred. The plan will look at what support the child needs to learn councils finding college places for people with a learning disability over 16 giving extra support to children close to leaving school. They will have a key worker. Page 32

33 For adults we will: keep employing disabled people at the Welsh Government make sure employers know about autism. Make sure employers know about support for giving jobs to people with autism support disabled people to get the skills to get a job. Make sure training for out of work people can be used by disabled people. Make sure disabled people know about this training carry on giving money to support social enterprises social enterprises can try to get contracts with Welsh Government, NHS and councils. Sometimes they can have special chances to get contracts offer money to employers to support people who used to work for Remploy. Page 33

34 How this has been done well in Wales DEWIS Centre in Pontypridd is a social enterprise. DEWIS Centre is run by and employs disabled people. They support disabled people with Direct Payments. Agoriad Cyf is a social enterprise in North Wales. Agoriad Cyf finds good jobs and training for disabled people. Page 34

35 9. More Centres for Independent Living Centres for Independent Living are run by, and employ, disabled people. They are social enterprises. Why it is important Centres for Independent Living: give good jobs to disabled people give work practice to disabled people support disabled people to become leaders support other disabled people. They take time to grow. They are not in all parts of Wales. Disabled people need them close to where they live. Page 35

36 What we will do We will look at how to support more Centres for Independent Living across Wales. How this has been done well in Wales Taran in Anglesey gives training for disabled people. It looks at what a person can do. Diverse Cymru in Cardiff is a social enterprise. They support disabled people with Direct Payments. Page 36

37 How will we know if we are doing a good job? We will work with: councils health services disabled people groups for disabled people other groups doing independent living. We will all check how well we are doing. We will write a report each year. Risks to independent living come from the UK Government s benefit changes. We cannot change this. Page 37

38 Who has to do things to make sure independent living works? We all need to work on this. This includes government, councils, public transport, and big and small companies. We need to change the way we think. We need to work with disabled people as equal partners. Disabled people have the right to a good life. Councils and health services can help by: working with disabled people s groups on planning giving money to local disabled people s groups. They can make a little go a long way asking disabled people to give training to staff asking disabled people s groups to use empty places on training courses. Page 38

39 Disabled people s groups There are disabled people s groups across Wales that support independent living: Disabled people s coalitions. They try to change things. They also give training and advice to disabled people. Disabled people s coalitions have different types of disabled people as members. They will be good at making sure this plan is working in their area. Coalition means groups joining together to help each other. Access groups. They advise on buildings and planning. Some have stopped because they have no money. Centres for independent living are run by, and employ, disabled people. They are social enterprises. Together these groups offer great support to disabled people. But these groups are not in all parts of Wales. We need to support these groups. We need to make sure they are getting young disabled people to be members. Page 39
