Orgeron, Ph.D. Date: April 1, 2014 (Updated March 16, 2015) Re: Intergraph Express Products List 3741-E: Instructions for Use 1. Introduction 1.1 ITS currently has in place the Intergraph Express Products List (EPL) 3741-E to be used in the acquisition of Intergraph products and services. The Intergraph EPL 3741-E was created based on the Master Software License and Services Agreement between Intergraph and ITS on behalf of Mississippi governmental and educational entities effective June 4, This EPL has been approved by ITS as a legal purchasing tool for Intergraph products and services. 1.2 EPL Effective Dates The Intergraph EPL 3741-E has a one year term, being valid from publication date until March 31, Who May Use The products and services on the attached EPL price sheet may be acquired by Mississippi agencies, universities, community/junior colleges, and governing authorities (cities, counties, school districts, etc.) 1.4 Dollar Limitations of Use The purchase limit is $250,000 per project for the use of the Intergraph EPL without additional approval from ITS Projects costing in excess of $250,000 are beyond the scope of this delegated process and subject to full ITS review and authorization. Authorization to exceed the EPL dollar limitation is described in the ITS Procurement Handbook under the EPL Planned Purchase process, Rule 207.7: Below is the link to Procurement Handbook. 2 1.5 This list is governed under Procurement Instruments: Express Products Lists (EPLs) in the ITS Procurement Handbook (Rule 206.2: ). The EPL is not to be confused with state contracts issued by Department of Finance and Administration, Office of Purchasing and Travel (DFA-OPT). 1.6 Mississippi s Accountability System for Government Information and Collaboration (MAGIC) State agency customers are required to purchase through Mississippi s Accountability System for Government Information and Collaboration (MAGIC). These customers will need the contract number and NIGP codes to complete their purchasing. The contract number and the vendor s supplier number are provided with the ordering information. See item 4 below. The NIGP codes are located in item 5 below. 2. The Mississippi Coordinating Council for Remote Sensing and Geographic Information Systems The Mississippi Coordinating Council for Remote Sensing and Geographic Information Systems was created out of House Bill 861 during the 2003 regular session of the Mississippi Legislature. The council s responsibilities included assisting ITS in establishing policies and standards in the review and approval of procurements of both hardware and software related to remote sensing and geographic information systems (GIS.) On September 2, 2004, the council approved the establishment of EPLs for certain GIS software based upon standards recommended by the council s Technical User Group Standards Sub-Committee. The Intergraph EPL was one of several GIS Software EPLs recommended by this sub-committee. 3. Product and Pricing Information 3.1 The Intergraph price list is attached. Information used to publish this list was provided by Intergraph 3.2 EPL prices are not-to-exceed proposals that may be lowered, but not raised. The price list already incorporates a quantity discount based upon Mississippi volume. Very large quantities or special promotion offers may be available in some instances. 3.3 Shipping costs are included as part of the product purchase price. 3.4 Should the required purchase need a specialized configuration with products not listed on the EPL or should the purchase exceed the dollar limitation of $250,000, the customer will come through ITS using our General Request for Proposal procedures for additional authorization. 4. NIGP Codes for MAGIC State agency customers will be required to use NIGP codes when purchasing through Mississippi s Accountability System for Government Information and Collaboration (MAGIC). The following NIGP codes will be used for products purchased using the Intergraph EPL. 4 6. Contract The customer s purchase order becomes a supplement to the Intergraph Master Agreement. It is not necessary for the customer to negotiate a separate contract or supplement. The customer may obtain a copy of this agreement for their files by contacting the Intergraph representative or ITS. 7. What Goes in Your Purchase/Audit File At a minimum, include: 7.1 A copy of the purchase order. 7.2 A copy of this memorandum. 7.3 A copy of either the written quotation from Intergraph or the page containing pricing for your particular purchase from the Intergraph EPL price list. 7.4 Any additional project related documentation or justification. 8.
