1 Joint press release by Citi and Financial Literacy Education Association 6 March, 2008 Citi announces outstanding results from the Young Adult Financial Literacy Program. Close to 4,000 university students signed up for the lecturer and bookkeeping competition. Financial planning essay competition showed the top financial objective university students mostly want to achieve is to invest in themselves. To assist the Young Adult to equip themselves with adequate financial literacy so thus ensuring an independent and healthy financial future, the Young Adult Financial Literacy Program, cosponsored by Citi Taiwan and the Financial Literacy and Education Association R.O.C., and a US$ 100,000 donation from the Citi Foundation, has attracted close to 4,000 university students to enroll in its lectures, seminars and Personal Financial Planning competition since launch in September The sponsors held an award ceremony for its Personal Financial Planning Essay Competition, where Tze-kaing Yang, the Board Member of the Financial Literacy and Education Association R.O.C, Anita Su, Vice President, Corporate Affairs, Citi Taiwan, personally presented the winning students a total of NT$ 120,000 in scholarships to encourage their outstanding performance. Tze-Kaing Yang, Board Member of the Association and also the former Deputy Minister of Finance, indicated that we are grateful for the financial backing Citi has given us in the pursuit of financial literacy education here in Taiwan, the efforts to incubate healthy seedlings for our next generation. Today we see the outstanding outcomes! We are encouraged and excited by the results to continue our efforts in financial literacy. In addition to keep equipping university students with sound financial knowledge s and skills, this year the Association intends to reach to primary students, and prepare them with programs in financial educations. In the future we hope to offer various financial literacy plans to help children, young adults, and even adults or retirees who are weak in financial knowledge, readying them for sound financial decisions to accumulate fortunes in the course of their lives.
2 Anita Su, Vice President, Corporate Affairs, Citi Taiwan, indicated that at the beginning of this year Citi proclaimed 2008 as the Year of Financial Health, just as President George Bush of the United States of America announced the establishing of President s Advisory Council on Financial Literacy. One may discern that financial health and freedom have become a global trend of thoughts. Citi is delighted to be the first to introduce the Young Adult Financial Literacy Program together with the Financial Literacy and Education Association, the series of lectures and activities designed to help students learning the ways how to properly manage money on a budget and about planned savings, so thus their financial objectives could be reached. The overwhelming responses from the students have made us more aware of our humongous responsibilities, but as the demand for financial literacy was tremendous, yet the resources we have at hand limited, hence aside from injecting more backings into financial education, Citi is calling for all organizations and schools to join-hands and to pool resources with us, making financial literacy broader and more mainstream. The Young Adult Financial Literacy Program was offered either as a 2 academic credits class or 1~4 course seminars at nine campuses: National Taiwan University, National Chengchi University, National Taipei University of Technology, Jin-Wen Institute of Technology, Taipei Medical University, St. John s University, Tung Nan Institute of Technology, National Taiwan Junior College of Performing Arts, and the National Taiwan University of Science and Technology, to the benefit of 1,900 students. The course contents apart from being profoundly approved by campus instructors were designed with practical knowledge and refreshers the students expressed they have urgent needs for. We hope to continue conducting additional courses in related topics in the future, preparing the young adults in advance for their healthy financial future. In order to better the young adults their proficiencies in financial management and achieving their individual financial objectives in a discipline way through practical training, besides championing the importance of financial literacy, the sponsors held a special bookkeeping habit-building activity and financial planning essay competition aimed at giving the university students practical considerations when resources are limited, the best ways to allocate finances and manage wealth smartly so thus their financial goals may be realized. After intent assessments and careful evaluations done at the preliminaries, semi-finals, and the final round, five students were selected as the top-five finishers in the essay competition, winning a grand total of NT$ 120,000 in scholarships. The first prizewinner is Shi Yuan-ling, a sophomore at the National Chiayi University majoring in children s education. The 2 nd place to 5th place winners are Guo Fu-xun, a senior at
3 the National Taipei College of Business majoring accounting, Chung Rei-yin, a sophomore at the National Cheng Kung University majoring in industrial design, Liao Pei-jun, a senior at the National Taiwan Normal University majoring Chinese language, Hsiao Yi-zhi, a senior at the National Chengchi University majoring in journalism respectively. Carolyn Chou, Board Member of the Financial Literacy and Education Association and also one of the judges in the personal financial planning essay competition, expressed that the selection criteria were mainly based on four directions: (1) the feasibility of the financial objective and the soundness of the relative cost consideration, (2) whether changes in consumption habit happened after the student learned about bookkeeping, (3) was the financial objective achievable under the student s current income/expense condition, and (4) the ways in the future to improve income and cut back costs should the goal was unachievable under the current circumstance. It was obvious from the outcome of this competition that it s difficult for university students to sustain bookkeeping, Ms Chou said, but nonetheless encouragements were made to help them to track their income/expenses at a time when their resources were limited, and for them to begin learning how to achieve their financial objectives thorough budgeting and a disciplinary income/expense and savings plan. In general, four findings came out from this university student bookkeeping habit-building activity and financial planning essay competition (which lasted for 74 days from November 7 th, 2007 to January 20 th, 2008): I. The financial objective university students want to achieve the most is to invest in themselves From the individual financial planning contents it was discerned that the financial objective college students wanted to achieve the most was to invest in themselves, including short-term subjectspecific courses, to study abroad, enter graduate schools, and to travel. The findings showed that self growth and planned learning were the areas college students willing to invest hard work and budget in first. Other goals included traveling, the first bucket of gold in life (varied from NT$ 100,000 to NT$ 1 million), pay off student loans, set aside money for a future business, marriage fund, investment in mutual funds, and public services. II. Low ratio of university students willing to partake in recordkeeping
4 Although this 74-day event received overwhelming responses from college students nationwide and generated more than 13,000 hits on its official website since inception in November, but a mere 15% (about 2,000) students were willing to physically start bookkeeping; a clear indication that the ratio of university students willing to do bookkeeping was low. III. Hard to maintain the habit of bookkeeping Close to 2,000 university students participated in bookkeeping during the course of the event, and from the sustainability perspective only 39% kept a booking for 10 days and longer, a figure that dropped to 29% for 30-days and longer, and downed to just near 9% for 45-days and longer, the qualification term to enter the Personal Financial Planning Essay Competition. The findings clearly indicated that it was difficult for the university students to maintain the habit of bookkeeping. IV. Drafting a financial plan is no easy feat Only 55 university students out of the qualified 167 who kept the booking record continuously for 45-days and longer, or 30%, entered the competition. After exploring as to why most of the students did not, it was found that a few reasons kept the majority of them away: never thought about the future objectives in life, did not know how to do financial planning, had no head for numbers, and did not know who to create a budget.
