1 Preliminary International Pre-waste workshop Sharing ways to tackle municipal waste prevention in cities & regions 28 March 2011, Brussels Venue: Radisson Blu Royal Hotel Brussels Rue du Fossé-aux-loups 47, B-1000 Brussels, Belgium The workshop The International Pre-waste workshop is organised by Brussels Environment (IBGE) in the context of the European Pre-Waste project for reducing municipal waste generation in cities and regions (see details below). This workshop will gather players involved in the waste prevention field at local and regional level, as well as European Commission officials and other interested parties to exchange experiences. It will put the spotlight on some of the 50 Good Practices identified by the pre-waste project, as well as on waste prevention planning and the role of indicators and targets. The objective is notably to discuss how good practices have been implemented, but also suitable indicators to measure their effectiveness and key factors that would enable their transfer to other locations. Held in English only, the workshop is free to all those who wish to attend. However, the number of participants is limited. To express your interest to participate please contact: Stephanie Mantell: The Pre-waste project Pre-waste is a three-year European project ( ) with an aim to help local and regional authorities improve their waste prevention policies, in order to significantly reduce the production of waste, and its hazards. In particular, the project will deliver: some 50 good examples of actions for waste prevention implemented in the European Union by local or regional authorities pertinent indicators and a web tool to enable assessment and monitoring of these waste prevention actions. analysis of the factors that enable the transfer of such actions from one territory to another. 1
2 Pre-waste achievements to date Dematerialisation in Offices in Belgium, bulk sales in Italy, food wastage prevention in the UK, ban on disposable dishes in Germany, ecotax in Romania By September 2010, partners had gathered more than 100 case studies related to waste prevention from 18 EU countries. These were integrated into a Mapping report by Brussels Environment, the partner coordinating the exchange of experiences. In the meantime, ORDIF analysed waste prevention indicators used in the past, and proposed a framework for monitoring resource use, results, and impacts of such initiatives. Besides the geographical diversity, the initiatives collected reflect a great variety not only in waste streams (packaging, paper, bio-waste...) and target audiences (general public, schools, businesses ), but also in the type of instruments used (regulatory, economic, voluntary, educational ). In October 2010, partner experts jointly identified some 50 Good Practices of particular interest among these cases, for which even more complete data will be gathered. Similar initiatives will be compared to better understand differences in approaches and territorial specificities. Next steps On 28 March 2011, the International Pre-waste workshop in Brussels will gather players involved in the waste prevention field at local and regional level as well as European Commission officials and other interested parties to exchange experiences, notably on the 50 or so Good Practices identified. By June 2011, which marks the half-way point of the project, the data will be made available to the public online in the form of 50 detailed factsheets. Each partner will later choose one or several of these good practices and carry out a feasibility study to implement them locally. Indicators will be developed further to provide concrete recommendations. Partners The project involves 10 EU partners who are committed to sharing their expertise in waste prevention and waste management: Marche Region Project Leader (Italy) with the help of SVIM acting as Technical Secretariat ACR+ Association of Cities and Regions for Recycling and for sustainable Resource management (European network), ORDIF Ile-de-France Region Waste Management Observatory (France), IBGE Brussels Environment (Belgium), Municipality of Roquetas de Mar (Spain), Municipality of Sofia (Bulgaria), Public Cooperation Department of Ilfov County (Romania), Municipality of Karlskrona (Sweden), Tampere Regional Solid Waste Management Ltd (Finland) and WasteServ Malta Ltd (Malta).
