3 Executive Overview Oracle s Instantis EnterpriseTrack is a leading cloud enterprise project portfolio management (EPPM) solution used by healthcare IT and business process leaders to improve strategy execution through better work and resource management. It provides an end-to-end system for managing, tracking, and reporting on enterprise strategies, processes, projects, programs, portfolios, resources, costs, and benefits. Leading healthcare and pharmaceutical corporations rely on Instantis EnterpriseTrack to meet the distinctive requirements of their strategic project portfolios, such as IT project portfolio management (PPM), enterprise project management office (PMO), new product development, and process improvement (Lean/Six Sigma). Introduction Many healthcare organization projects take more time and resources than planned and fail to deliver desired business outcomes. Healthcare IT is a major component of many projects and often undeservedly receives the blame for failure. Poor results are often not a result of faulty healthcare IT or poor project management or poor project execution alone. Many projects fail because of poor portfolio management--poor planning and management of the portfolio of initiatives designed to meet an organization's strategic goals. Because resources are limited, portfolio management enables healthcare organizations to more strategically allocate and manage their resources so care delivery, service delivery, and initiatives that advance organizations toward their strategic goals, including healthcare IT initiatives, can be accomplished at the levels of quality and service desired by an organization. To accelerate the use of health information technology (IT), Congress passed and President Obama signed into law the Health Information Technology for Economic and Clinical Health (HITECH) Act as part of the American Recovery and Reinvestment Act of The HITECH Act authorized the Centers for Medicare & Medicaid Services (CMS) to provide financial 1

4 incentives to eligible hospitals, Critical Access Hospitals (CAHs), and eligible professionals to adopt and meaningfully use certified electronic health record (EHR) technology to improve patient care. The HITECH Act also authorized the Office of the National Coordinator for Health Information Technology (ONC) to establish and administer programs to guide physicians, hospitals, and other key entities as they adopt and meaningfully use certified EHR technology as established in subsequent federal regulations. New Regulatory Standards Mandated upgrades to health care IT will demand heavy investments by providers but will help them minimize waste and standardize best medical practice. New regulations that require U.S. healthcare providers to use electronic health records (EHR) and adhere to strict data-coding standards will force hospitals to spend billions of dollars over the next decade to upgrade their IT systems. The spending requirements risk squeezing hospital capital budgets already under strain from steadily rising costs. With government incentives covering only a small portion of the total, providers will be forced to recover quickly their investment dollars from operating changes. Estimates suggest that the current wave of U.S. legislation and regulatory changes will affect up to 80 percent of the existing hospital IT applications. Among the most far-reaching of these developments are provisions, laid down by the American Reinvestment and Recovery Act (ARRA), requiring health care providers to implement IT capabilities such as electronic health records and computerized-physician-order-entry (CPOE) systems. While some providers use electronic health records on a limited basis, the new regulations standardize what is expected from them and make their use mandatory. Figure 1 is a simple overview of the core project portfolio management modules of Instantis EnterpriseTrack. A brief review of each of these modules and their role in supporting the IT PPM and PMO functions follows. 4

7 Instantis EnterpriseTrack Features and Benefits Dashboards and Reports According to published research from Gartner, improving business intelligence has been among the top five technology priorities for healthcare CIOs over the past several years. The challenge for project-related business intelligence is not collecting and storing data but retrieving, displaying, and sharing relevant information easily. Relevant information can vary significantly, depending on the project professional and business stakeholder role of your audience. Moreover, with Instantis EnterpriseTrack, users have the ability to personalize listing Web pages and share them with stakeholders as reports. This breakthrough level of end user experience personalization provides a simple way to create reports without the need to launch and learn a separate report writing tool. More importantly, it accelerates overall system adoption, usability, and productivity. Listing pages, such as project and resource listing pages, are at the heart of the end user experience, because most users spend a majority of their time viewing and editing project- and resource-level information. For these pages, users can dynamically customize a summary view of a filtered set of 5

8 projects or resources. Users can choose the columns they want to display, drag and drop columns to their desired locations, and alter the width of any column. A filtered listing of projects and resources can be further arranged in ascending or descending order with one click on the column header or can be filtered with Instantis EnterpriseTrack s unique group-by capability. Any column can be further filtered with a value for a variety of operators (such as =, >, <, begins with, contains, and so on), and you can pivot data by dragging and dropping relevant columns and export it to Microsoft Excel as a live pivot table. Finally, the contents of the project listing page can be printed, output (in WYSIWYG fashion) to Microsoft Excel, and saved so that the view preferences are preserved for the next session. Composable Dashboards and Reports Instantis EnterpriseTrack dashboards provide unrivaled depth in filtering and drill-down options. Users can compose personalized dashboards easily by dragging and dropping relevant graphical components from a growing gallery of charts. All dashboard graphical components (such as bars in bar charts, bubbles in bubble charts, pie slices, and so on) are drillable, so users have a direct link to the underlying data, such as resource utilization and costs. 9 Finally, the Instantis EnterpriseTrack Reports Manager module enables you to issue, schedule, and share a library of standard out-of-the-box management-level reports in several convenient formats, including one-click Microsoft PowerPoint project summary reports. This provides yet another option for creating an endless variety of customized reports without the need for expensive third-party reporting tools and authoring expertise. Similar to standard reports and Microsoft PowerPoint storyboard reports, these user-defined reports can be scheduled to run and then be distributed via . Figure 6. This contrasts sharply with competitive alternatives that depend on a third-party general-purpose enterprise social networking platform such as Chatter, Jive, or Yammer. 11 No setup is necessary to start finding or adding friends, circles, or groups; users are automatically subscribed, based on their rich social graph attributes already stored in the Instantis EnterpriseTrack system. No effort is necessary to create relevant and context-sensitive social streams; updates to the stream ticker are generated automatically, based on system and user-triggered events such as changes to the status of relevant ideas, proposals, and projects. Minimal effort is necessary to initiate a social communication, monitor the social stream, and add comments, due to an integrated, pervasive, extremely simple, nonintrusive user interface; there is no need to navigate to a special user interface. It is very easy to drill down directly from the social stream ticker to the referenced project, activity, proposal, document, or other items to quickly increase understanding and take appropriate action. Deployment requires no effort, because EnterpriseStream is available out of the box; there is no need to procure or license, install, learn, maintain, or support a third-party technology. EnterpriseStream is extremely easy for the administrator to configure to adapt to security, privacy, and culture-related needs. Plan A key business driver for healthcare CIOs, according to research from Gartner, is better aligning IT with business strategies and priorities. Instantis EnterpriseTrack supports a simple strategy alignment feature that enables you to link (or tag) IT projects to established strategic objectives. This provides bottom-up, line-of-sight visibility between project activities and higher-level corporate priorities, scorecards, hoshin objectives, and performance targets. In addition, the Strategy Manager module of Instantis EnterpriseTrack provides a more sophisticated top-down approach that begins with a statement of strategic objectives that are represented in the system as a strategy portfolio hierarchy. Projects can then be conceived, selected, and executed, based on their ability to drive strategy execution not just alignment with corporate priorities. 9

Projects and their metrics can then be linked at any level of the hierarchy. Similar to Strategy Manager and using the same hierarchical folder metaphor, the Applications Manager module of Instantis EnterpriseTrack enables an organization to define a portfolio of applications; assign, monitor, and roll up metrics; and use this information for application lifecycle decisions (such as tolerate, invest, migrate, eliminate). Tight integration with the broader Instantis EnterpriseTrack capabilities enables application portfolio managers to leverage the following: Flexible, personalized, shareable dashboards for application portfolio management (APM) program visibility and decision support Metrics Manager, for continuously tracking and monitoring application performance metrics Reliable, real-time voice of the customer (VoC) via an integrated application usage survey management feature The Demand Manager, Resource Manager, and Project Manager modules of Instantis EnterpriseTrack to tie APM to project pipeline and execution, trained resource availability, and so on 10

In addition, the optional Instantis EnterpriseTrack Idea Portal module enables individuals to submit project ideas via a browser without requiring the user to log in to the Instantis EnterpriseTrack system. This enables healthcare organizations to cast an ideation net across the organization and also potentially to partners and customers. With Idea Manager, ideas can be routed for initial evaluation and prioritization (using configurable business rules), such as scoring and alignment with business and IT strategy goals, priorities, and programs articulated in Strategy Manager and Applications Manager. Initial project requests and idea filtering can also use resource availability information tracked in Resource Manager. 11

The system can also be configured to have simple and complex work/service requests originate in Demand Manager. The approval process supports a configurable and automated workflow for project resource scoping, business case development, and management sign-off. IT and portfolio managers can then compare proposals, based on a consistent set of weighted selection criteria. In addition to sign-offs, Demand Manager also manages stakeholder assignment, alignment with strategic goals, and alignment with affected organizational entities. Gartner views involvement in business case development as an area in which PMOs can expand their influence and add value, because a lack of understanding of project objectives and poorly set expectations are the root causes of most project failures. Demand Manager can be used to drive a formal process for business case development that encourages collaboration among stakeholders, which is the best way to manage expectations, according to Gartner. 15 Mobilize Instantis EnterpriseTrack provides advanced functionality for mobilizing and managing the overall capacity and individual resources required for successful execution of selected projects and programs. This includes employees, contractors, facilities, equipment, and any other resource classification. Instantis EnterpriseTrack enables resource pool management at the program and enterprise PPM level, and resource managers typically see resource utilization improvements of 5 to 10 percent. The ability to easily create, manage, and compare a variety of resource deployment simulations is critical to optimizing resource utilization and ensuring sufficient capacity to meet strategic goals. The Capacity Manager module of Instantis EnterpriseTrack facilitates resource optimization via what-if scenario planning to simulate the impact of shifting, excluding, or adjusting effort in proposed project plans (by directly editing resource hour estimates in the user interface. Specifically, executives and portfolio managers can quickly create, play out, and save many resource deployment scenarios for comparison. This improves management decision-making by providing better information on resource deployment results and impacts. Further, the refresh functionality enables users to reload real-time proposal/project and resource data as needed in an existing scenario without losing the shift-related impact information previously generated within the scenario. 16 In addition, resource capacity planning is made more precise via resource calendar support that accounts for personal vacations, LOAs, working holidays, seasonal variations, and part-time workers. Changes to resource availability that are reported through resource calendars are instantly reflected in resource capacity reporting and heat maps (see figure 12 below). Resource Manager enhances resource pool visibility and allocation control, by balancing inbound work demand with available resource (time, people, and money) supply. Specifically, it is used to assign resources and track and roll up actual utilization, effort, results, and costs against objectives, plans, and budgets. For example, Instantis EnterpriseTrack provides various resource heat map reports. The Heat Map By Role report in Figure 12 shows project manager load over time. Report views can stretch well into the future and show the anticipated workload of each resource. Figure 12. Resource Heat Map by Role report 14

Figure 14. A planned versus actual resource utilization chart Resource Manager provides advanced configuration options for resource allocation and approval workflow. For example, when creating a request for a project resource, the requestor can specify several parameters such as project duration, utilization, preferred individuals, expertise, and even individuals level of flexibility with regard to specific selection requirements. In a search for qualified 15

18 resources, any resource search request can be filtered for specific cost rates, training certifications, and workload (with a Gantt chart representation of workload). When you re searching for a specific resource by name, the type-ahead feature shows results that match characters as they are typed, much as with Google Instant search results. The type-ahead feature works the same way in a project search. This provides a quick and easy way to find and navigate directly to resource and project information. Finally, project managers can leverage resource calendar information during the project scheduling process (i.e., resource requisition and commitment). Upon receiving the resource request, the resource approver can edit, periodically save, approve, or route the request for further work. Approved requests can be given a hard or soft commitment, depending on whether or not the approval might be withdrawn prior to actual assignment. Execute For each project portfolio type or initiative, Project Manager supports deep portfolio-specific work breakdown structure (WBS) functionality with comprehensive two-way Microsoft Project integration. For example, for IT project portfolios, Project Manager supports popular software design and development methodologies such as n-level deep and iterative project execution roadmaps, including Agile. Project Manager also provides robust support for the popular Six Sigma methodology, which is often applied to software project portfolios to improve software development quality. Non-WBS workflows can also be established. For example, workflow areas can be configured for change requests, a discussion thread, risks, and a quality assurance plan. Optionally, change requests and their workflow can be copied directly into the project s WBS. Figure 15. User-defined columns, which can be displayed, reordered, and resized on the fly in a WBS 16

19 An interactive Gantt capability enables project managers to update the WBS and Gantt dynamically on the same screen. In addition, users can create and edit activities within the Gantt tab, drag and drop the bar to change start or stop dates and create dependencies, update percentage complete within the Gantt tab, and display charts in different time scales (days, weeks, months, and so on). Seamless Microsoft Project integration is supported with the Microsoft Project connector capability of Instantis EnterpriseTrack. The connector enables users to work offline and perform day-to-day individual project scheduling and tracking tasks with the familiar Microsoft Project desktop tool. Project managers can then periodically synchronize Microsoft Project information with the Instantis EnterpriseTrack server. Instantis EnterpriseTrack serves as the system of record for project creation, task and assignment tracking, resource utilization, phase review approvals, project metrics, and cost tracking. In addition, Project Manager easily handles project issues and status reporting, strategy and multiorganization alignment, security and permissions, and alerts and notifications. Figure 16. To maximize user productivity, project listing pages are configurable, meaning that users can dynamically define their viewing preferences. For example, IT managers can easily view a summary of a filtered set of projects. On the fly, users can choose the columns they want to display, drag and drop columns to their desired locations, and alter the width of any column. A filtered listing of projects can be further arranged in ascending or descending order in any column. Users can further filter any column by providing a value for any of the operands, as shown in Figure

Finally, the contents of the project listing page can be printed, output to Microsoft Excel, and saved so that the view preferences are preserved for the next session. The Knowledge Manager module of Instantis EnterpriseTrack facilitates sharing of documents, best practices, and project templates. It leverages a secure centralized knowledgebase to consistently replicate project successes and the use of standard tools/templates across organizational boundaries. A robust built-in search engine supports full document content searches as well as targeted searches, complex queries, and keyword matches. With Knowledge Manager, IT and enterprise PMOs can federate the accumulated knowledge and best practices that are otherwise stored locally and visible only to localized project teams. 18

The folder-based organization of Knowledge Manager Measure Financials Manager and Metrics Manager are used to manage all financial and nonfinancial project, program, and portfolio metrics. Financials Manager can be configured to support plan versus actual cost tracking (including labor and non-labor); top-down and bottom-up budgeting; and capitalization (with option for labor cost), expense, and charge-back accounting in the same system. Finances can be tracked on a monthly, yearly, or aggregate basis. Financials Manager also handles cost-driven projects (including resource costs linked to a project s WBS) as well as revenue- or benefit-driven projects in which benefits accrue after the project is closed. For example, Financials Manager can easily be configured to calculate project ROI, NPV, IRR, and other popular financial performance metrics. Gartner recommends that enterprise PMOs speak the language of money to be successful, and Financials Manager draws from Instantis EnterpriseTrack s deep financial reporting heritage to empower users. 19

Such a report can easily be shared with business units to provide them with real-time visibility into IT-related spending. This view is rendered in HTML but can also be output to CSV, PDF, XLS, or XML format. Figure 20. Charge Back Detail by Organization report Financials Manager is functionally robust, highly configurable, and easy to use. Depending on an organization s requirements, the full functional power of Financials Manager can be exposed to power users or a simple interface can be configured for more-casual users. Finance categories, subcategories, and their elements are completely configurable. Further, multiple financial templates can be easily configured to accommodate the financial tracking needs of different project types. For multinational corporations, any selection of currencies can be configured into the product simultaneously, meaning 20

23 that if finances are entered in the local currency, the system can manage conversion rates so aggregate reports can be generated in the currency of choice. Finally, for EPPM (multi-initiative) deployments, unique reporting capabilities make it possible to generate aggregate or monthly detail finance reports from IT, new product development, process improvement, and other enterprise PPM initiatives. Metrics Manager tracks performance by any nonfinancial measure of choice, such as defects, service levels, or trouble tickets. Gartner suggests that organizations that want to move their PMO to the next level (that is, to the enterprise PMO level) should expand their involvement in helping business units determine whether they have achieved expected value from projects. Robust metrics management capabilities available via Metrics Manager empower enterprise PMOs to support business units in this endeavor. Key Differentiators: EPPM and Cloud Support Instantis EnterpriseTrack as a platform is uniquely suited to standardizing project portfolio management across the enterprise, due to its advanced capabilities for managing multiple project portfolio types in a single EPPM system and in Instantis EnterpriseTrack Cloud Service. Instantis EnterpriseTrack EPPM Support Various project team environments, ranging from IT to process improvement and procurement, may have a need for end-to-end project lifecycle management. However, specific system requirements can vary dramatically in areas such as resource management, project roadmap and methodology support, and relevant project metrics and financial models. Therefore, it is not uncommon for enterprises to sprout separate homegrown and off-the-shelf software applications to address the unique needs of project portfolio type silos, and although IT organizations have fought hard to consolidate applications and systems and eliminate information silos or islands of automation, they may be frustrated by the potential proliferation of disparate PPM systems. This is inevitable, given that traditional IT PPM solutions are inadequate to meet the different needs of non-it project portfolio types.
