3 FY2012 Budget and the National Annual Renewal Demand $1.61 billion plus any available recaptured funds is the amount available for FY2012 CoC Program Competition $1.67 billion is the amount needed to fund all renewals based on the Grant Inventory Worksheets (GIWs) for all CoCs approved during the FY2012 CoC Registration process this is the national Annual Renewal Demand (ARD) amount 3

4 Budget Implications for the FY2012 CoC Program Competition The FY2012 appropriation impacted funding available for CoC Program priorities in the FY2012 NOFA and Competition CoC Planning grants are available to CoCs at 1.25% of FPRN HUD will only provide up to 7% in additional funds for project administrative costs CoCs will have to rank all project applications in two Tiers, which are financial thresholds 4

5 The Tiers A national ARD of $1.67 means that HUD may not have enough funding to award all renewal projects across the country HUD has established Financial Thresholds within which CoCs must place projects Tier 1 = The CoC s ARD, less 3.5% Tier 2 = The CoC s FPRN, plus approved amounts for CoC planning and PH Bonus 5

6 The Tiers Tier 1 Tier 1 should include projects that the CoC determines to be: High Priority High Performing Meeting the Needs and Gaps of the CoC Projects Submitted in Tier 1 can be: Renewal CoC Planning New, including reallocated new 6

7 The Tiers Tier 2 Tier 2 includes projects that the CoC determines to be: Meeting the Needs and Gaps of the CoC Lower Performing Lower Priority Projects Submitted in Tier 2 can be: Renewal CoC Planning New, including reallocated new 7

8 Ranking CoCs must rank all projects that it does not reject, including renewals Projects are ranked from 1 to the total number of projects being submitted for funding within the CoC (e.g., 1 through 50) No rank can be repeated (i.e., there cannot be two projects ranked 1) 8

9 Ranking within the Tiers Tier 1 Ranking begins with 1 Ranking continues through the number of projects it takes to meet this financial threshold Tier 2 Ranking begins with the number after the last number in Tier 1 Ranking continues through the number of projects it takes to meet this financial threshold 9
