3 About the Contributors Kuatbay K. Bektemirov is a Ph.D. candidate in the Public Policy program at the University of Arkansas-Fayetteville. His scholarly interests include institutional analysis and development, environmental and natural resources management, agricultural policy and economics. He received his masters from Indiana University-Bloomington in Public Affairs with an emphasis in Policy Analysis in Daniel E. Chand is an Assistant Professor of Government at New Mexico State University. His scholarly interests include nonprofit advocacy and management, policy implementation, and civil rights and civil liberties issues. He received his Ph.D. in Public Policy at the -Fayetteville and his master s degree from Illinois State University in Political Science with an emphasis in Community Development in Renee D. Deshommes is an Elementary/Middle School Principal at the Arkansas Arts Academy. Her scholarly interests include educational policy issues that target at-risk students, including the narrowing of the achievement gap, as well as increased access to educational resources within communities of need. She received her Ph.D. in Public Policy and her master s degree in Childhood Education from the - Fayetteville. Patrick Hilson is an Instructor of Public Administration and Political Science at Arkansas State University. His research interests include urban politics, gender equity and diversity. He is currently a Ph.D. student in the Public Administration program at Mississippi State University. He received his MPA from Arkansas State University. Kimberly Maslin is a Professor of Politics and International Relations at Hendrix College. She teaches courses in American politics, political philosophy and gender studies. Her recent publications include The Gender Neutral Feminism of Hannah Arendt in Hypatia: A Journal of Feminist Philosophy and Rahel Varnhagen: Arendt's Experiential Ontology in New German Critique. Catherine C. Reese is a Professor of Public Administration and Director of the Master of Public Administration Program at Arkansas State University. Her research interests include gender pay equity, state tobacco settlement spending, state budgeting, and state-level public policy in general. Her previous research has appeared in the Review of Public Personnel Administration, Politics & Policy, Public Budgeting & Finance, Public Administration Review, and the book Handbook of Practical Human Resource Management. Robert G. Rodriguez is an Assistant Professor of Political Science at Texas A&M University- Commerce. He teaches comparative politics with a regional focus on Latin America, in addition to courses examining U.S. and Texas politics. His research focuses on Latin American politics in addition to the intersections between politics and sports in the United States and abroad. In 2009, he published a book entitled The Regulation of Boxing: A History and Comparative Analysis of Policies Among American States. G. Dale Thomas currently resides in the French Alps close to Geneva, where he teaches online for American Public University. He specializes in measuring international behavior and in crisis forecasting. Substantively, he focuses on the study of dynamic conflict and cooperation flows in the Middle East with an emphasis on Israeli conflict systems. Recent publications include "Scaling CAMEO: Psychophysical Magnitude Scaling of Conflict and Cooperation," Foreign Policy Analysis, and Social Well-being in Northern Ireland: A Longitudinal Study , Social Indicators Research (co-authored with Neal Jesse).
