1 JOB PROFILE DIRECTORATE Children s Services JOB TITLE Information Systems Analyst - Troubled Families POST NUMBER T02052 GRADE Band 6 RESPONSIBLE TO Service Manager Troubled Families KEY LIAISON WITH Children s Services Staff Key Partner Agencies Staff Performance and commissioning teams JOB PURPOSE 1. To develop and maintain a comprehensive performance management and reporting framework that enables the data collection, storage, tracking, analysis and reporting of the key intelligence required to support the Troubled Families Programme. 2. To develop and provide a range of performance reporting and analysis that evidences progress against the Troubled Families business plan and that informs strategic and operational decision-making. To contribute to ensuring that appropriate information sharing and data governance arrangements and procedures are in place and complied with across partner agencies to inform the Troubled Families programme. To ensure full compliance with the Health and Safety at Work Act 1974 etc., the council's Health and Safety Policy and all locally agreed safe methods of work. 5. To fully understand and be aware of the council's commitment to the Section 17 duty of the Crime and Disorder Act 1998 to prevent crime and disorder. 6. At the discretion of the head of service, such other activities from time to time as may be agreed consistent with the nature of the job described above.

3 Key service-related accountabilities To develop and maintain a performance management and reporting framework for the Troubled Families programme, to ensure that relevant service areas have effective performance measures in place to track and demonstrate progress, help drive service improvements and achieve value for money To identify, verify and maintain the Troubled Families cohort to ensure the commitment to work with families over the programme is met. To refresh cohort data as required and allocate cases using a RAG rating system. To provide timely and robust data, information and supporting evidence to enable the accurate submission of Troubled Families payment by results To provide timely and robust data and information to enable the accurate completion of the Troubled Families Financial Calculator To prepare detailed reports on progress against the Troubled Families programme including the delivery of outcomes, activity, budgetary implications, and best value To provide estimates and projections on the proportion of identified troubled families who will meet defined success criteria within target timescales To assist staff and managers in evaluating the impact and effectiveness of the Troubled Families programme in terms of activity, costs, outcomes and value for money To work with commissioners and operational service lead officers across organizations to understand the requirements to be met in setting up and maintaining the Troubled Families dataset and performance framework To contribute to ensuring that appropriate information sharing and data governance arrangements and procedures are in place and complied with across partner agencies to inform the Troubled Families programme To link with and maintain close working with data leads across partner agencies to gather and maintain good quality e.g. police, probation services To carry out research and benchmarking activity with other authorities in order to help promote better outcomes for troubled families Oversee and support the Troubled Families Frontline Support Officer.
