2 Short description of the pilot The building is situated in a small village, Mas Thibert, 18 km from the city centre of Arles, in the region Provence Alpes Côte d'azur, South of France Mas Thibert 3 Short description of the pilot Contracting authority responsible for the payment of the retrofitting financed by ELIH Med : 13 Habitat Number of dwellings : 30 Apartment building, in a rural area Low income housing compatibility : as a social housing organisation, to get a dwelling, our residents have an income below a level defined by the french law. 4

3 Context : Context and objective Too much domestic oil consumption every winter More and more difficult for our tenants to pay for it More and more difficult for us to find new tenants due to a high level of energy cost Our objective : The main objective of our project is to save energy, not for us as an owner, but for the occupants Provide our tenants low energy consumption dwellings 5 Short description of the pilot Date of construction : 1970 Pictures of Mas Thibert in

5 Pictures of the building Retrofitting workings / Methodology On site energy audit in order to evaluate the different parts of the building (Insulation? Windows? Heating system?...) Energy simulation based on the collected informations, using a french national software (Thc E Ex method) and dynamic simulation Objective below 48 Kwh d Ep/m².year (fixed by Ademe, french energy agency) Identification of the preferred solution 10

6 Retrofitting workings 1. External insulation in EPS (floor, wall, roof) 4. Heating system : installation of a ground heat pump source 5. Domestic Hot Water Solar Heating (one tank / dwelling) 2. Windows replacement: new units with double Glazed insulating panes and insulating frame 3. Installation of shading systems for summer comfort Energy consumption Before : 211 Kwh Ep/m².an After : 47 Kwh Ep/m².an Heating consumption From 54% to 4% of the overall consumption Domestic Hot water consumption From 28% to 62%

7 Image of the project Financial plan Planned cost of energy saving measures : Planned cost of the overall pilot (energy audit, smart monitoring/ metering, evaluation ) : to be defined Rental agreement before launching the refurbishment Increase of the rents for all the tenants who have not reached the rent treshold defined by the french law. Won't exceed 12% of the current rent. 14

8 Financial plan The refurbishment will be financed by : Elih Med Grants from the French energy agency (called Ademe) Local authorities (province and region) An Eco loan from the national Bank Caisse des Dépôts et Consignations A contribution of the tenants (increase of the rents) Self financial resources from 13 Habitat More detailed overall cost and financial plan at the next meeting 15 Providers selection for the retrofitting workings We don't know yet who will undertakes the works. Call for tender in the respect of the french public market law. beginning of next year Cost, experience and technical criterias will be evaluated. Qualified specialists. 16

9 Smart metering (for non Italian partners) Not yet defined 17 TMG and PPCG TMG : No meeting until now PPCG : The tenants are advised since the beginning of the project. We have organised meetings to present them this refurbishment. An agreement will be signed with them before launching the works. This step is mandatory. 18
