2 How Oregon s Case Validation Works Semi-Technical Speak As part of their process, a vendor using this web service must collect the non-custodial parent s (NCP) name, social security number (SSN), and Oregon child support case number. The vendor then runs a web application (which houses their assigned code) that contacts Oregon s production web service. Each vendor accesses the web service through a specific designated VPN (virtual private network). Once the connection is established, the web service creates a validation request object, performs some basic validation (i.e. case number length and specific characters), and moves the request forward. If the basic validation matches, then the web service calls a DB2 stored procedure. The stored procedure is a Cobol program running on the mainframe. This procedure validates the provided case number, SSN, and NCP name by comparing them to the current system records. The validation requires that the case number and one additional validation point (either the NCP name or SSN) match. As long as one of the additional data points is a match, the response sent back is simply a Yes. In the event that the initial validation, case number validation, or additional data point validation fails, the system sends back a No. Once the stored procedure completes the review, the results are sent back through the web service. The web service reviews the result and provides the appropriate return code back to the vendor letting them know the results of the validation. If there is an error reading the DB2 tables, calling the DB2 stored procedure or an issue with the web service, an error code is sent back to the vendor. How the Funds Get to Oregon A Payment Timeline Payments make take three to six days to reach Oregon depending on the method of payment. Debit and Credit payments are sent to the Program as soon as the validity of the card and the related risk can be identified. E-check payments are transferred to Oregon once they clear the bank. Day 1: Payor initiates payment through the vendor site NOTE: Payment information can be retrieved through vendor website immediately after payer initiation. Day 1-4: Vendor verifies payment is valid NOTE: Payment is verified through a risk review process, verification service, or by waiting for e-checks to clear. Day 2-5: Payment transfer is initiated to Oregon via ACH NOTE: Funds are transferred to the Program with a complete child support addenda record. Day 3-6: Funds received by Oregon and distributed to cases NOTE: Funds are applied systematically and distribute to cases where they can be dispersed to families. Page 2 of 8
3 Oregon s Experience Accepting Online Credit and Debit Payments Marketing Materials All marketing materials were provided by the vendor. On the Program s behalf, the vendor sent posters and 1/3 page cards in both Spanish and English to TANF offices, County Courts, and all Child Support Program offices. Wallet cards were also made available at all Program offices and were printed in two languages. The back of the card has space for the party to write their case information. These cards are popular as references or for NCPs to provide to someone who they may want to pay support on their behalf. The wallet cards are frequently requested by child support customers. 4 The Customer Experience 1. To get started, payers must Create an account or Log in to a previously created account. An account is required for this service. 2. The payer must input their information and the details associated with the payment method. Collecting these details provides the vendor with the information needed to limit fraud. 3. The payer must add each case they want to pay. The customer may add cases from multiple states. Currently, Oregon accepts two types of payments. - Child Support Case Payments - State Debt Overpayments (e.g. NSFs) When the customer clicks Add Case, the validation procedure verifies the case information. 4. Once the payer has cases saved into the system, they can begin making payments. On the Make a Payment screen, payers choose the individual cases they wish to pay and input the amount of the payment. 5 The Customer Experience 5. The customer is given the opportunity to confirm or adjust billing information. Then, they have a final chance to confirm the payment details and submit the payment. The following information is listed on the confirmation screen: - Case information - Payment Amount(s) - Fee Amount(s) - Total by State - Grand Total - Billing Information From this screen, the payer can go back and edit the payments or confirm. 6. Once the payer confirms the order, they receive a receipt. The receipt may be printed for their records. A record of the receipt will be maintained with their MyPaymentPortal.com account and one will be ed to them. - In response to enforcement actions, customers can either bring their payment receipts to court or forward the of the receipt to their case manager. 6 Oregon s MyPaymentPortal.com Performance Page 1 of 3 Since the implementation of the MyPaymentPortal.com payment option, Oregon has seen steady growth in the volume of monthly transactions. In June 2012, the first month of the program, 27 transactions were processed. In May 2014, eight-hundred ninety-nine transactions were processed. As anticipated, the total volume of funds collected continues to climb with the increase in use. In June 2012, $13,937 in transactions were processed. In May 2014, $279,512 in transactions were processed. The total dollar value of payments received through the website increases an average of 17 percent each month. Page 6 of 8
7 Oregon s MyPaymentPortal.com Performance Page 2 of 3 Payers may use the website as frequently as they like to make payments, and may pay towards multiple cases. To maintain a clear understanding of the system s usage, the Child Support Program tracks both the number of unique cases receiving payments and the count of unique NCPs who make payments each month. These figures allow us to understand the overall impact to the caseload as well as the frequency of repeat users. As you can see from these figures, the number of NCPs using this service continues to increase at a similar rate to the number of cases receiving these payments. When looking at all of these tables, we can see that in May 2014, 739 people completed 899 different payments valued at $276,512 towards 798 unique cases. Page 7 of 8

In March 2014, Oregon also began receiving payments by e-check. E-check payments take longer to process because the payment must clear the payer s account before it is transferred to the Program. The number of e-checks received increased over 166 percent during the first three months of availability, which equates to approximately 8.3 percent of the Portal funds received from March 2014 through May The figure below shows the details by month for all e-check transactions.
