2 Alcohol, Drug Addiction and Mental Health Services Board (317 Board) Athens, Hocking and Vinton Counties SFY 2014 Summary of Activities The Alcohol, Drug Addiction and Mental Health Service Board (317 Board) provides mental health and addiction services to residents of Athens, Hocking and Vinton Counties. The Board assesses service needs, contracts with local service providers and evaluates performance via outcomes achieved. The Board primarily pays for services not reimbursable by Medicaid or health insurance and/or services received by persons without health insurance coverage. During SFY 2014, approximately 1,571 persons received services paid by the Board. Sixty percent were residents of Athens County, thirty percent from Hocking County and ten percent were residents of Vinton County. Additionally, the Board manages admissions, discharges and aftercare for residents admitted to Appalachian Behavioral Healthcare, the local state psychiatric hospital. Admissions for the year were 271 for a total of 6851 patient days. The Board received state and Federal funds from the Ohio Department of Mental Health and Addiction Services as well as two local levies during SFY 2014 and contracted with the following providers and organizations for outpatient, residential, prevention and housing services: Hopewell Health Centers (Formerly Tri-County Mental Health & Counseling Services) Health Recovery Services The Edna Brooks Foundation dba My Sister s Place Athens Mental Health dba The Gathering Place and Home Away From Home Vinton County Senior Citizens Athens Photographic Project The John W. 3 SFY 2014 Outcomes Briefs All Board funded programs submit semiannual and annual outcomes reports which include data regarding the number of persons receiving services, successfully discharged, and engaged and continuing in services at the end of the year; the definition of a successful discharge; additional success measures; and a narrative update. During Fiscal Year 2014, 11 outpatient treatment programs provided services to 2,356 persons with 696 successfully discharged and 975 continuing to be engaged in services at year end. Four residential treatment programs served 243 persons with 178 successfully discharged and 45 continuing to be engaged in services at year end. Of the 894 persons who received community support services from 11 programs, 784 persons reported positive outcomes. 3,753 or 92% of participants attending evidenced based prevention programs reported positively changed perceptions regarding healthy behaviors. The crisis intervention program responded to 2,459 crisis encounters with an average response time of 69 minutes. Of the 1,407 formally screened for inpatient hospital care, 404 were admitted to a psychiatric hospital, 116 admitted to the crisis stabilization facility and 601 agreeing to a community safety plan. Of the 163 persons served by the crisis stabilization facility, 98% accepted a referral to community supports and were discharged to safe housing. 271 persons were admitted to Appalachian Behavioral Healthcare for inpatient care with an average length of stay of 25 days and an average median length of stay of 6 days. The psychiatric hospital aftercare program served 227 persons and 94% did not have a readmit to a psychiatric hospital in the first 30 days post discharge. SFY 2014 Highlights The Board approved SFY 2014 budget included a three year commitment for additional funds totaling $672,054 per year including $228,284 to provide financial stability to eight programs, $378,872 to maintain and expand Medication Assisted Treatment capability for persons addicted to opiates, and $64,898 to reestablish a peer support center in Vinton County. In a joint partnership with the Osteopathic Heritage Foundation of Nelsonville, the Board approved four multi-year grants to strengthen behavioral health service capacity. Totaling $394,550, these investments were designed to advance integration of behavioral health and primary care and provide more timely access to needed behavioral health services in the primary care setting. 2

4 In July 2013, Tri-County Mental Health and Counseling Services, Inc., the Board s primary community mental health center, merged with Family Healthcare, Inc. creating Hopewell Health Centers, Inc., an integrated health care organization. The organization offers a wide range of services, which includes comprehensive behavioral health care, dental health care, and primary health care. Hopewell Health Centers has 16 locations spanning eight counties in Southeastern Ohio. The Board approved the submission of an Ohio Department of Mental Health and Addiction Services Capital Grant for $372,300 by Athens Metropolitan Housing Authority to purchase a six unit apartment complex for tenants with severe and persistent mental illnesses. Sojourners was awarded $27,036 capital grant from Ohio Mental Health and Addiction Services to purchase and renovate a house, creating two apartments for transitioning aged youth. The Board held its Annual Meeting at the Urban Grille Restaurant, Hocking Hills Golf Club, on October 28, 2013 with approximately 90 in attendance. The Rita Gillick Mental Health Advocate Award was presented to Hocking County Commissioner Sandra Ogle and the Valeria Taffy Marks Substance Abuse Prevention Award was given to Hocking County Municipal Court Judge Fred Moses. Greg and Janet Polzer, Kate Juggins, and Carla Schaeffer were honored as Mental Health Advocates while Tim Adams, Yessika Barber and Vinton County Sheriff Shawn Justice were presented with Substance Abuse Prevention Awards. Dr. George Weigly was presented with a Lifetime Achievement Award. Crisis Intervention Training (CIT) is a five-day training program for area law enforcement officers and other first responders. This training teaches SE Ohio officers to recognize persons in mental health crises and arrange help rather than jail. Twenty-four officers/first responders were trained in 2014, bringing the total number trained to 303. The Hocking Municipal Court Vivitrol Drug Court was selected to participate in the Ohio Addiction Treatment Pilot Project to provide and evaluate Medication Assisted Treatment to persons addicted to opiates. Hopewell Health Centers received $240,000 for treatment services and Case Western Reserve University was selected to evaluate the projects. The Board approved Project DAWN startup funding of $6,000 to the Athens, Hocking and Vinton Health Departments. Project Dawn is a community based overdose education and Naloxone distribution program. When administered during an overdose, Naloxone blocks the effects of opiates on the brain and quickly restores breathing. Mental Health First Aid Trainings were attended by 84 persons who learned a five step action plan to provide initial help to persons experiencing mental health distress. 317 Board members attended trainings regarding Mental Health First Aid and Opiate Addictions and Treatments. The Ohio Department of Mental Health and Addiction Services issued its Subrecipient Monitoring Report for the period July 1, 2012 through June 30, The Board was in compliance with all items tested and there were no questioned costs found. No internal control weaknesses, noncompliance, or findings were reported in the Auditor of the State of Ohio report for the Board s Calendar Year Financial Statements. 3
