3 METHODOLOGICAL NOTE This analysis considers and compares the costs for the implementation of the model and also the benefits deriving from it, in order to demonstrate its efficiency in terms of: environmental performance, economic advantages for companies and social advantages for people and institutions. To make a good comparison among these heterogeneous quantities, different methods and valuations have been used in order to monetize the variables and have only one referential scaling. In this way, the analysis will allow us to understand if the implementation of the model in the Cerreto cluster has been advantageous or not. The standardisation of the variables requires the definition of the system boundaries, in terms of costs/benefits, in particular the Eco-CLUSTER model created inside the LIFE +188 project, and in terms of the research area, i.e. Cerreto Cluster. The model has been defined by Action 3 Elaboration of a cluster managing model The territory of the Cerreto Cluster is in Emilia Romagna, in the Province of Reggio-Emilia and, to be more precise, in the southest part of the province, in the Municipality of Collagna. The hypothesis is about risk neutral, even though in the real world many decisions are taken in a condition of risk aversion. COSTS ANALYSIS The costs analysis has been made through the calculation of the actual supported costs reported inside the LIFE + Eco-cluster project for the implementation of the model, project Actions As a result of the final balance, in the reference t time, the total cost for the implementation of the Eco-cluster environmental management model has been of 266,250. BENEFITS ANALYSIS Before starting the benefits analysis it is important to determine the categories of the benefits that will be evaluated, starting from the peculiarities of the Eco-cluster model, such as: Public-private partnership

4 Legal compliance Ecosystemic services The aim of this evaluation of the benefits linked to the implementation of the model is to give an economic and monetary estimate of the advantages coming from the implementation of valorisation paths and soil conservation through planning, management and control models, which are not often recognized and are also difficult to estimate. Evaluation of the benefits deriving from the public-private partnership The public-private partnership, in the case of the Cerreto cluster, is represented as a whole by the commitment of each organisation inside the cluster in implementing and defining the environmental improvement programme. The total of the investments, made by the subjects adhering to the Management Committee to make improvements in the Cerreto cluster, realized in t time, with a 5% discount rate, has been of 205,366. Valuation of the benefits deriving from the environmental legal compliance The benefit deriving from the environmental legal compliance is calculated as a potential lacking cash disbursement, and in case of sanction application, it is calculated as mean value between the minimum and maximum value at time t of project conclusion.

Evaluation of the benefits deriving from the ecosystemic services: The methodology used for the economical valuation of the ecosystemic services is the one which has been set down by the recent international study TEEB (The Economics of Ecosystems and Biodiversity). The TEEB 2010 study evaluates the ecosystemic services produced by every possible ecosystem by dividing them into 11 categories. Among all of these categories, the ones which correspond to the Cerreto Cluster are the rivers and lakes ones, including the freshwater hydrographic network, and the woods. The following services have been identified: water supply, natural purification, opportunity to generate tourism, food supply and material supply (firewood). Medium, maximum and minimum values of the ecosystemic services inside the Cerreto cluster have been calculated using the valuation data from the TEEB, considering the extent of 1960 hectares of the Cerreto cluster and an exchange rate euro dollar of 1$=

To understand whether these values can be effectively related to the reality of the delta a real and tangible terms of comparison has been searched: data from the Chambers of Commerce, Industry and Crafts on the production values related to overnight stay in 2010 (calculation year of the TEEB values) in the Municipality of Collagna. The amount is of euro and this value is totally comparable to the ecosystemic service of tourism calculated by TEEB( ). It must be rendered explicit that the value of the ecosystemic services, which has been determined during the analysis, represents an economical value that is intrinsic in the services and does not represent a maximum economical value nor a protected value that may be directly linked to the application of the Eco-Cluster management model. To do this, cause-and-effect connections between anthropic activities and ecosystemic services should be defined and a huge amount of significant quantitative values should be made available. This is not possible right now since such process would require a considerable work of data collection and it would not be functional to the aims of the project itself.
