3 Catholic Religious Education Coordinator Performance Work Statement (PWS) 2 July Contractor Title: Catholic Religious Education Coordinator for Incirlik AB Scope of Responsibilities: Plan, coordinate, and support the Catholic Religious Education Program. This will encompass, but is not limited to: Toddler Formation and Children s Liturgy during weekend mass. Confirmation preparation for Youth; Sacramental Preparation for Reconciliation and First Communion; Rite of Christian Initiation for Children (RCIC); Rite of Christian Initiation for Adults (RCIA); Lifeteen and work with the Protestant Religious Education Coordinator for ecumenical education programs to include but not limited to Vacation Bible School (VBS) and Youth Ministry (as required/directed by the Wing Chaplain) Education and Experience. Catholic Religious Education Coordinator must: 3.1. Meet all guidelines of the Archdiocese of the Military Service (AMS) AMS guidelines can be found at the following link: The Coordinator of Catholic Religious Education is required to complete and maintain the Basic Minimum Certification in order to participate in the coursework that is required of all catechists. The Basic Minimum Certification is valid for 5 years, and is renewable Obtain Archdiocese of the Military Service (AMS) certification within 180 days of employment. The required training will be provided by the Chapel. Failure to do so will render this contract null and void Have the ability to work unsupervised in a fluid and sometimes stressful environment with a diverse group of people that includes but not limited to Roman Catholic staff, volunteers, Chapel Staff, and those of other faith communities; possesses an ability to maintain healthy, functional interpersonal relationships with co-workers and parishioners Be fluent in reading, writing, and speaking English in order to perform all responsibilities outlined within the PWS General Responsibilities. Catholic RE Coordinator shall: A. Goal Setting and Planning 4.1. Meet regularly with the Catholic Chaplain, designated Chaplain, and/or Catholic Parish Coordinator to review overall formation goals for programs listed above Meet as needed with the Catholic Priest Chaplain or designated Chaplain to plan specific goals for special activities, liturgies and celebrations. 4 4.3. Participate with the AMS in on-going formation as coordinator, as well as staying informed of changes, programs and policies regarding faith formation in general. B. Organization: 4.4. Implement the policies set by the Catholic Chaplain, designated Chaplain, and Parish Advisory Council 4.5. Organize all Catholic RE enrollment procedures and conduct timely registration of program participants Schedule classes, meetings, special events, liturgies, etc. according to available facilities Organize and plan special liturgies, and/or prayer services Meet with the Catholic Chaplain, designated Chaplain, and/or Catholic Parish Coordinator as needed to coordinate Catholic programs/activities Coordinate religious education program events with chapel staff by completing and submitting facility request Coordinate with the Priest Chaplain for fellowship/receptions prior to or following: Mass, Sacrament of Reconciliation, First Communion, Confirmation Celebrations, or special events Prepare appropriate training for catechists and aides within the religious education programs throughout the year, on and off-site Coordinate with the Protestant Religious Education Coordinator for the preparation and implementation of a Vacation Bible School and any other ecumenical programs (as applicable). C. Budgeting, Ordering: Submit purchase requests to Catholic Chaplain/designated Chaplain to order necessary books and supplies for catechists and program participants in a timely manner to include, but not limited to the curriculum for the upcoming year s programs Complete and submit Funds Request forms to the Catholic Chaplain or designee, for approval before submitting to the Account Manager/Approving Official Prepare budget for up-coming year for the Catholic Chaplain/designated Chaplain Maintain inventory of materials on-hand to make accurate requests for additional materials each year. 5 4.17. Secure facilities and leaders for off-site retreats and outings/events using budget line items and funds request in a timely manner. D. Care of Volunteer Catechist: Recruit volunteer catechists, facilitators, and aides as needed for implementation of overall Religious Education program Conduct orientation and training workshops throughout the year for all volunteers and program participants and families Ensure all program volunteers have access to training and are working towards certification as catechists through AMS Encourage advanced catechetical development for catechists, volunteers, and interested participants to continue to develop their personal faith and abilities to facilitate, guide and lead others on their faith journeys by attending workshops and adult formation opportunities for the St. Paul of Tarsus Catholic Community (Incirlik Air Base, Turkey). E. Program Operation: Implement program for Toddler formation, Children s Liturgy, Kindergarten through 5 th grade, confirmation preparation for youth; Youth Group Program (as required); Sacramental Preparation for Reconciliation and First Communion, Rite of Christian Initiation of Children (RCIC) and Confirmation to include a Confirmation Retreat, Rite of Christian Initiation for Adults (RCIA); and Lifeteen Prepare publicity needed for the religious education program including, but not limited to: bulletin/pulpit announcements, worship aids, program calendars, flyers, permission slips, etc Maintain accurate records of registrations and attendance of all children s faith formation programs and electronically submit numbers to a Catholic Parish Coordinator on a monthly basis Provide First Communion, Confirmation, RCIC, and RCIA sacramental record information to Catholic Parish Coordinator/Catholic Chaplain for submittal to AMS as necessary Ensure current electronic registration information is available to the Chapel staff at all times Account for opening and securing of all facilities utilized in conjunction with their programs. 5. Specific Responsibilities. The Catholic RE Coordinator shall: Page 5 of 7
6 5.1. Notify the Contracting Officer of any projected leave of absence as soon as the projected occurrence is known. Any leave of absence in excess of 14 calendar days shall require a substitute The Contractor shall not employ/sub-contract any person to perform any of work required by this PWS on Incirlik Air Base without prior approval of the Catholic Chaplain. Substitute must also have a previously completed background check Any substitute shall meet all qualifications listed in this PWS. The name and qualifications of proposed substitute must be submitted to the Catholic Chaplain or designee for approval at least 14 days in advance of a proposed absence Attend Parish Advisory Council meetings Ensure all volunteers within their program working with individuals below the age of 18 submit a Criminal History Background Check. The Education Coordinator shall submit an application for background check to the Roman Catholic Chaplain according to DODI , Criminal History Background Checks Develop and maintain a Catholic Religious Education continuity binder with pertinent information as directed by the Catholic Chaplain or designee Prepare an annual comprehensive Religious Education Program plan by 1 July to be approved by the Catholic Chaplain or designee. This plan will include but is not limited to: an annual Catholic RE calendar of events and annual religious education curriculum. Plan shall be submitted to the Catholic Chaplain or designee by the end of the third quarter of the fiscal year and as requested by the Catholic Chaplain or designee Provide inputs to Catholic Chaplain or designee for funds required to operate and implement Catholic RE programs Maintain professional standards of conduct and public decorum, including but not limited to dress and grooming while performing roles and responsibilities outlined within this PWS. 6. Criminal History Background Check. In accordance with Department of Defense instruction (DoDI ), Criminal history Background Checks on Individuals in Child Care Services, the Contractor must complete a Child Care National Agency Check and Inquires (CNACI), local Installation Records Check (IRC), and submit an application SF85 via Concurrent with the consent of the Chapel, the Catholic Religious Education Coordinator may provide contract services prior to completion of background checks. However, at all times while children are in the care of that individual, the Catholic Religious Education Coordinator shall be within sight and continuous supervision of a Chapel staff person whose background check has been completed, a chaperone, or parent/guardian. 7 6.2. Derogatory information on either of the background checks can be grounds for terminating the contract Failure to successfully complete either of the required background checks for this contract shall result in the cancellation of the contract The Catholic Religious Education Coordinator has the right to obtain a copy of any background check pertaining to them and to challenge the accuracy and completeness of the information contained in the report In the event of a break in U.S. Government service, a complete background check must be re-accomplished. 7. Duty Hours The Catholic RE Coordinator is responsible for a minimum of 32 hours per week and agreed upon by Catholic Chaplain. Pre-determined office hours must be maintained on a weekly basis as approved by the Catholic Chaplain. Requests for changes to predetermined office hours must be submitted to the Catholic Chaplain for approval Times for performance may vary throughout a 7 day work week. Unless directed otherwise and approved by the Catholic Chaplain, normal hours of performance shall be within the hours of Hours of performance outside of the normal hours shall require prior approval and an application for an extended gate pass may be required Absences due to illness or family emergency will be dealt with on a case by case basis. The Contractor shall not employ/sub-contract any person to perform any of work required by this PWS on Incirlik Air Base without prior approval of the Catholic Chaplain. Substitute must also have a previously completed background check. 8. Other Quality Control: The respective Chaplain or his/her designee will monitor and inspect the contractor s performance. The Catholic RE Coordinator will be notified in writing of all noncompliance work, and given an opportunity to correct nonconforming work. The Catholic RE Coordinator will be given an opportunity to respond in writing to any notice of noncompliance within 10 calendar days of notice. Failure to adequately correct nonconforming work will be forwarded to the contracting office Conflict of Interest. Due to the potential for the appearance of conflict of interest the following regulation applies as stated in AFI , Vol IV, Chaplain Service Contracts Page 7 of 7
