1 Academic Program Proposals February 1, 2013 The following is a list of academic program proposals being considered for approval at the February 1, 2013, Arkansas Higher Education Coordinating Board Meeting. The Institution s Name, Program Title, and Program Summary are listed below. Contact ADHE for a copy of the proposals. If you have concerns, objections, questions or comments concerning a specific proposal, please send them to Cynthia Moten (Cynthia.Moten@adhe.edu) at ADHE no later than December 3, Please note that Mid-South Community College has requested that its proposal be considered prior to the February meeting at a special telephone meeting of the Coordinating Board on a date yet to be determined; therefore, please submit your comments on the Mid-South proposal no later than November 16, Mid-South Community College, West Memphis Associate of Applied Science in Professional Pilot The proposed professional pilot program is designed to prepare veterans and other individuals for careers within the domestic air transportation industry to be responsive to Arkansas s aerospace employers for pilots, flight instructors, airport administrators, and for-hire passenger operators. The 69-semester credit hour program combines flight training with aviation courses, business courses, and general education courses that includes two options - airplanes and helicopters. MSCC will employ one full-time instructor to lead the program and two adjunct faculty to teach the aviation courses; and will contract with FAA approved Upper Limit Aviation of Salt Lake City, Utah, to provide the required equipment and personnel for flight training labs. The proposed program complements the existing associate degree in aviation technology, Arkansas Tech University Master of Science in Business Administration The proposed master s program in business administration will provide a graduate business alternative for students whose undergraduate preparation was a field outside of business administration. Students who wish to develop administrative skills for their chosen career but who are not interested in completing the degree can opt for this program instead. Various 4000-level elective courses in the business law, economics, management, and marketing fields will be cross-listed as 5000-level courses; and non-business departments may provide a group of graduate-level administrative electives for the student s career-specific education. Arkansas Tech University Ozark Campus Associate of Applied Science in Cardiovascular Technology The Cardiovascular Technician assists and performs examinations specifically concerned with the diagnosis and treatment of patients with cardiac and peripheral vascular disease. The Cardiovascular Technician working under the direction of a physician is trained in the performance of and is proficient in the use of non-invasive cardiac ultrasound. Students will prepare, calibrate and operate non-invasive analytical technologies creating an easily definable foundation of data to establish a correct anatomic and physiologic heart diagnosis. Cardiovascular Technology (CVT) is a rapidly advancing specialty area due to continued technological advances particularly intracardiac ultrasonic imagery. The various types of ultrasound equipment require 1
2 a highly skilled operator to obtain imaging information or other required data. The CVT must obtain appropriate clinical history, cardiac related information and laboratory data to better adapt the imaging techniques to obtain the most comprehensive and diagnostic information. Students completing the Associate of Applied Science in Cardiovascular Technology will be prepared to sit for the Registered Cardiac Sonographer (RCS) exam. Arkansas Tech University Ozark Campus will seek accreditation through the Commission on Accreditation of Allied Health Education Programs, (CAAHEP) upon the recommendation of the Joint Review Committee for Cardiovascular Technology (JRCCVT). University of Arkansas, Fayetteville The (DNP) is a practice-focused terminal degree that prepares graduates to practice at the highest level in specialty practice or to assume leadership positions in health care. The DNP is designed for nurses seeking a terminal degree in nursing practice, and offers an alternative to research focused doctoral (PhD) programs. The proposed program will include specialties in Adult/Geriatric Clinical Nurse Specialist (CNS) and Adult/Geriatric Acute Care Nurse Practitioner (NP). The adult/geriatric clinical nurse specialty already exists as an option in the Master of Science in Nursing degree. The adult/geriatric acute care nurse practitioner specialty will be added to offer two of the four advanced practice nursing roles, i.e. nurse practitioner, clinical nurse specialist, nurse midwife, and nurse anesthetist. The program, due to demand and national trends, will use a hybrid delivery model. The program will be delivered via distance education, with only 1-3 campus visits, depending upon the specialty and program of study chosen by the student. Clinical placements will be arranged at a location convenient to the student; however, faculty formally negotiates student placement with the agency and preceptor to ensure proper contracts and qualifications. Newly admitted students would enter the DNP program beginning Fall University of Arkansas for Medical Sciences Bachelor of Science in Emergency Medical Sciences The baccalaureate degree program in Emergency Medical Sciences (BS-EMS) is predominantly an online degree for licensed paramedics that will cultivate skills in administration, education, and advanced level practice. The overall goal of the BS-EMS program will be to broaden the knowledge base and provide graduates with the skills necessary to positively impact healthcare operations and wellness in local communities. The program will prepare graduates to assume positions of responsibility in a variety of health care, research, business, community, and educational settings. In addition, graduates will be better able to adapt to new rules precipitated by a changing health care delivery environment and to solve problems with interdisciplinary solutions. University of Central Arkansas The 36-hour practice-focused (DNP) program expected to require two years (six-semesters) of enrollment will be offered as a post-master s nursing degree. Course work will be delivered online, and students will engage in advanced clinical training and capstone scholarly projects at practice sites near their places of residence. The curriculum for the DNP degree is based on competencies outlined in the American Association of Colleges of Nursing, Essentials of DNP Education (2006). Graduates will use clinical scholarship and analytic methods to practice nursing at the highest level; improve quality and safety of healthcare systems through organizational leadership; foster interprofessional collaboration in the improvement of population health outcomes; and influence healthcare policy that determines financing, regulation, access, and delivery of care. Graduates will be employed in a variety of settings, including primary care, acute and long-term care, public health agencies, and schools of nursing. While some graduates may be employed as faculty members, the focus of the program is to prepare individuals for advanced roles in practice. The first cohort of students will begin the DNP program in summer Each cohort will be limited to 25 students with one cohort admitted each year. This new degree program will require the addition of one 2
3 doctoral faculty member who will be DNP prepared, a new staff person to serve as program coordinator, and the employment of 1.33 FTE part-time faculty. The Department of Nursing has successfully offered the master s degree program online since 2006, and all graduate nursing faculty are experienced with online course development and teaching. Current library resources, physical space, equipment, and technology are sufficient to meet the needs of the proposed program.
