2 DWP Housing Partnership Rent Manager Main Purpose The Rent Manager is responsible for managing an efficient and effective collection of Rent and other debt related matters for residential and commercial properties. You will be responsible for an efficient and effective debt management system. You will lead the performance and development of a team of Rent Consultants ensuring DWP Housing Partnership maximise income collection and recovery. Responsible to: Office Manager Responsible for: 3 x Rent Consultants Main responsibilities: 1. Collection of Monies Produce reports on residential properties for the weekly rent collection of the three geographical rent round areas, Produce a monthly report for the collection of rent on commercial properties. Ensure that all vehicles where a safe is fitted are emptied of monies on a daily basis before the end of the day report has been produced. 2. Debt Management Hold weekly meetings with Rent Consultants to monitor customers accounts to ensure payments are made in accordance with the Tenancy Agreement, Assess accounts in arrears, decide on appropriate action and arrange for the necessary paperwork to be sent out or a visit made, Produce daily reports for the Rent Consultant to chase arrears. 3. Legal Actions To be knowledgeable of all legal options available to resolve breaches of Tenancy Agreements. Liaise with the Solicitor and when necessary ensure all information required is provided in preparation for Court. Attend Court when necessary to present evidence in pursuit of a Possession Order or to defend against a challenge to any Legal Action. 4. Supervision Assist in the recruitment and retention of staff, Supervise and delegate responsibilities according to capabilities, Assist in the investigation of disciplinary and grievance issues, Monitor performance and produce statistical information, To undertake Performance Reviews and Annual Appraisals. 2 P a g e

Support Provide training, support and guidance when necessary, To give direction as and when required, To provide opportunities for training and continued development, To liaise with the HR and Performance Manager for staff well-being. 6. Performance Monitoring Assist in the setting of realistic targets and objectives as and when required, Monitor statistical information to ensure targets are being adhered to, Produce/write reports on statistical information as and when required, Report back and make recommendations on any concerns or areas of improvements, Liaise with the HR and Performance Manager to investigate complaints to a satisfactory conclusion. 7. External and Internal Partners Liaise with Credit Unions and other partners to ensure all received payments of rent are attributed to the correct rent account, Liaise with the Housing Support Officer concerning any adjustments to entitlements or suspended Housing Benefit payments. 8. Administration Monitor BACS payments have been attributed to the correct bank account, Reconcile Epdq and Pdq payments received, Input Housing Benefit payments received every 4 weeks from local Councils, Produce and distribute a monthly list of Council allowances for housing to the Rent Consultants, Produce and distribute a weekly list of rent rounds to the individual Rent Consultants. 9. Attendance at meetings To represent DWP at meetings involving other landlords when required To promote DWP at external partner s Open days or Conferences. 10. To lead in the development and improvement of the Rents service 11. To lead in any review of the Rents procedures and working documents. 12. To assist in the overall development and continued improvement of DWP. 13. To maintain an up to date knowledge of all aspects of revenue collection and debt management through legislation, publications, best practice and in attending Training or Awareness courses. 3 P a g e

To maintain an awareness of the Welfare Benefit system and all other aspects of Housing Management through legislation, publications, best practice and when necessary in attending Training and Awareness courses. 15. To undertake other duties, as and when required which are commensurate to the level of responsibility of the post. 16. To make sure reasonable care is taken at all times for the Health and Safety of you and your colleagues and to adhere to the Policies and procedures within DWP Housing Partnership. 17. 5 Person Specification Attribute/Skill/Qualifications Essential Desirable Qualifications Educated to a minimum O level or GCSE standard or the equivalent Educated to a minimum A level standard or the equivalent Evidence of literacy and numeracy appropriate to the level of the post Experience Minimum of 2 years experience of debt recovery/credit control or a similar position Minimum of 2 years experience of managing a team Knowledge Knowledge and experience of maximising income in a housing environment Knowledge of the Welfare Benefit system in particular Housing Benefits and the forthcoming Universal Credit Knowledge of Landlord and Tenant law including the Legal System process Skills Excellent ICT skills, including knowledge of Word, Excel, Outlook Excellent reporting skills with the ability to analyse financial and statistical data Excellent verbal and written communication skills 5 P a g e
