7 7 THEORY Community courts are neighborhood-focused courts that attempt to harness the power of the justice system to address local problems. Center for Court Innovation

8 8 DESIGN COMMONALITIES Focused on problem solving rather than punishment Use creative partnerships to create new relationships, both inside and outside the justice system Operate in specific geographic area that can be defined as a neighborhood.

9 9 DESIGN COMMONALITIES Focused on nonviolent offenders committing targeted nuisance/ quality of life crimes Coordination of the resolution of criminal cases with employment and life skills education Focus on certainty of sanction for noncompliance, rather than severity of sanction Collection of offender demographic, offense, and recidivism data to assess effectiveness of Court processes and individual life skills development plans

11 11 MISSION The Community Court of the City of Spokane (CCCS) seeks to reduce and properly address quality-of-life offenses in the downtown area by utilizing a collaborative, problem-solving approach to crime. Via partnership with numerous government, community and faith-based organizations, the CCCS endeavors to hold defendants accountable, address factors impacting defendants criminal behavior, improve the quality of life in the downtown area, address victim needs, and increase public confidence in the local criminal justice system.
