2 City of Edinburgh Council - Scotland s Employer Recruitment Incentive What is Scotland s Employment Recruitment Incentive? Scotland s Employer Recruitment Incentive is available to SME employers who can offer Modern Apprenticeships, to young people who have been unemployed a minimum 1 day. It is also open to other employers aiming to provide sustainable employment (including MA s) for people aged who are facing significant labour market disadvantage. A total payment of 3,963 is available to employers with an additional 500 bonus for those paying the living wage to the employee. Payment is provided in 4 stages: Completion of stage Payment Start Work 350 After 12 Weeks in work After 26 weeks in work After 52 weeks in work 1, Total 3,963 criteria: MA: SME employing less than 50 people Funded Modern Apprentice is under 25 (on start date) and has been unemployed at least 1 day Labour market disadvantage: Group 1 (Age 16 29) - list for those with additional support needs: *care leaver or looked after young person or care experienced young person; *carer (ie has a significant role in looking after someone else who is experiencing illness or disability. Or a young parent. Such a person shall be referred to as a carer.); *person with a disability or long-term health condition1; *an ex-offender (i.e. has been convicted or cautioned for a criminal offence and has completed th ethnic minority groups; person who has failed their ESA Work Capability Assessment; Work Programme completers who remain unemployed;

3 long-term unemployed (6 months or over) who are not on the Work Programme or Community Work Placements; *This targeted group will be eligible for additional in-work support through the Open Doors Consortium see question 15 and Operating Rules. Group 2 (16 24) - list for those barriers to employment: early leaver from the armed forces, veterans, ex-armed Forces personnel; partner of current or ex-armed Forces personnel; person requiring support with language, literacy or numeracy, including those for whom English is an additional language; lone parent; Gypsy/travelling community; person with lower than SCQF Level 5 qualification; a young person who was receiving additional support for learning in school due to one or more of the following factors which presented a barrier to their learning; learning environment; family circumstances; disability or health need; social or emotional factors; and which may also present barriers to entering the workplace; refugee or other granted leave to stay in the UK; homeless person (including temporary or unstable accommodation); person affected by substance misuse. brian.d.robertson@edinburgh.gov.uk in the first instance Check with funding bodies Click -

4 CITB Employer Incentives, Grants What is this? CITB are the leadership organisation for the UKs construction industry and administer a number of grants to qualifying businesses. These grants can include; Apprenticeship Grant Support, Technical Management and Professional Grant Support; Training and Development Plans and Professional Grant Support; CPCS Plant Grant Support; Qualifying Your Workforce Grant Support Plus more. To be eligible for this support your business must engage with CITB and complete a registration and verify that your company is in scope for assistance, contact Sarah Forbes to determine eligibility. 5 What is this? Investors in Young People (IIYP) Investors in People Scotland has designed a bespoke framework to support and develop organisational capabilities around recruitment and development of Young People. IIYP is outcome focussed and examines future business needs including skills, talent and expertise levels by providing a clear link between organisational need and the recruitment and development of Young People. There are many business benefits to using Investors in Young People, for example: Challenges and encourages you to consider the capabilities you need to achieve your goals and objectives Offers guidance and encouragement to you so you can access the range of support services available Provides recognition to you demonstrating you are effective in your approach to recruiting, retaining and developing Young People Provides you with recommendations and advice to stretch and challenge you to further develop your practices around Youth Employment The Investors in Young People award recognises and promotes employers working with Young People. It supports and develops employers who work with Young People and can help employers become an employer of choice for Young People. Any organisation is eligible for IIYP Advice or a Health check with one of the Investors in People Scotland Specialists. This is ideal for any organisation that may not yet employ Young People but intends to recruit them in the future. However, to be eligible for the Investors in Young People Good Practice Award an organisation must satisfy all criteria in the Investors in Young People Framework and actively employ Young People (16-24). Organisations can do both IIYP Advice and Accreditation. The IIYP Good Practice Award is determined by discussions with Young People within the organisation as well as their managers and influencers. The IIYP Specialist will spend time onsite to discuss any youth strategies already in place and give advice on how to move forward. 6 Santander Universities Graduate Internship What is this? In Edinburgh, the Santander Universities are the University of Edinburgh; Queen Margaret University and Edinburgh Napier. The Santander Universities Internship Scheme offers an SME the opportunity to employ a graduate, undergraduate or postgraduate on a fixed term project identified by the company. The scheme will match up the project with a student from the appropriate academic discipline to provide the most relevant expertise. The student will work as an employee on a fixed term basis, for a three month period, or part-time over six months. Santander will provide match funding through the University of 1500 towards the project (approximately 50%) with the remaining cost to be met by the company. The benefits for your business A high-calibre temporary resource to assist with a strategic project that might have been on hold/will not otherwise be done. Involvement with intelligent minds that bring innovation, skills and knowledge to benefit your business success and performance. Opportunities to get energy and fresh insights to a particular business area; a different perspective to problems, and a new motivated member of your team. The project will be run by your company, in your company, the student will be your employee and mentored by you. At the end of the project, in addition to the outcomes that were agreed by your company and the intern, we will ask employers and interns to provide a brief summary report of the placement. To be eligible for the incentive, your business must be an SME. 8 Skills Development Scotland - Flexible Training Opportunities Fund What is the Flexible Training Opportunities Fund? The Flexible Training Opportunities Fund is matched funding available to Scottish businesses who want to invest in training to up-skill and develop their employees creating a more confident, productive workforce. Example training which can be matched funded;- Qualifications including individual units Master classes Learning based on National Occupational Standards Industry recognised qualifications Supervisory and management training Workshops Taster Sessions Any training which is mandatory or legislative does not qualify. The fund provides matched funding for up to 10 training courses per business, each course is capped at a maximum of 500 contribution. You decide which courses, training provider and where they are delivered, we provide matched funding. 9 Skills Development Scotland - Modern Apprenticeships What is a Modern Apprentice? A Modern Apprenticeship supports your business to train your employees, is a work-based training programme for new or existing staff that leads to an industry approved qualification. The training can be both on and off-the-job and any company, irrespective of size, can offer an apprenticeship. Each MA has been designed by the related Sector Skills Council (SSC) for that sector, with input from employers. Available in over 70 Frameworks covering 400+ pathways. There are three elements to each MA which highlight the mix of work and training the apprentice will undertake: industry specific training - learning on the job from specialists in the role study of the relevant Scottish Vocational Qualification (or alternative competency based qualification) Development of core skills - IT, problem solving, numeracy, communication and working with others. 10 Skills Development Scotland - Adopt an Apprentice What is the Adopt an Apprentice? Adopt an Apprentice is a financial incentive available to a business who employs a redundant apprentice for at least 12 months allowing them to complete their apprenticeship and gain their qualification. The business gains a motivated and skilled employee plus 2,000 to help towards wage costs. For the Oil and Gas Industry, or from the wider supply chain in Engineering or Engineering Construction only, the incentive is 5,000. criteria: Business based in Scotland Business of any size in any sector Apprentice made redundant from 10th June 2009, for Oil & Gas Industry and wider supply chain, from 14 th January 2015 Employment must be for a minimum of 12 months Application is completed by a contracted training provider, contact details available online at or get in touch Click -

The Low Carbon Skills Fund is matched funding available to Scottish businesses who want to invest in green training and technologies. Example training which can be matched funded;- Renewable energy Low carbon technologies Micro regeneration Energy efficient, environmental and clean technologies Waste management and reuse Reducing Carbon is supply and energy management Any training which is mandatory or legislative does not qualify. The fund provides matched funding for up to 25 training courses per business, each course is capped at a maximum of 500 contribution. Skills for Growth is a fully funded SDS initiative aimed at businesses with the need, potential or ambition to grow, through a skilled workforce. Having the right skills in a business is essential to success. Working with Investors in People Scotland, we will undertake a diagnostic of the businesses current workforce and prepare a detailed Skills Action Plan. The Skills Action Plan will be specific, relevant to the business needs and will recommend skills development solutions that can support the business. What s involved?
