2 7. Summary of the project and the results obtained General The photo Skive project has been running for more than 4 years and has continuously been reported in the interim reporting to Energinet.dk. Below is a summary of the project with focus on the aim, the main result and the dissemination of the project. Several of the photovoltaic plants constructed in the Photo Skive project is described in various publications and leaflets produced in the project period. The aim with the project The proposed project can be seen as phase one in the PV plans of Skive, well anchored in the overall climate and energy strategy. The main objective of the proposed PV project will be to implement about 1 MW of PV generating capacity on a broad selection of municipal buildings from nurseries to schools, hospitals and technical/administrative facilities and private building. The total annual net electricity production is estimated to kwh. For each group of buildings an awareness and information campaign will be developed and implemented, and results will be monitored. The project will thus be a combined technical demonstration and awareness creating action, which will be further developed into a role model for future replications by other municipalities. The installed PV systems is planned in sizes of 0.5 to1 kwp for the smaller buildings and 10 kwp systems for medium size buildings and some plants above 100 kwp for large buildings and visible plants. There is a total potential of 120 buildings in the municipality. The project PhotoSkive can be seen as natural follower of the future projects, Solbyen, Sol 300 and Sol The PhotoSkive project will with its mass and focus on Private Public Partnership is able to show an alternative finance mechanism for PV to be implemented in municipalities. With the high focus on PV in an area it is the hope that also private buildings owners see the benefits of PV and will consider this as a solution for their building. Some of the R&D components to be demonstrated in the project are: - Private Public Partnership - Continues price reductions on PV - Master planning of PV in a municipality - BIPV solutions with added values - High exposed "lighthouses" - Demonstration campings The total budget in the project is mill. kr. divided between a ForskVE subsidy at 22 mill. DKK and a self-finance at mill. DKK. The Municipality of Skive is project responsible and there is the following partners in the project: EnergiMidt (project manager), PA Energy, Cenergia, Solar City Copenhagen, Arkitema, Vedvarende Energi and Danfoss Solar Inverters. From the start, the timeframe and priorities of the different PVIB was expected to be as shown in the table below. PV plants installed in the project: The total installed photovoltaic capacity in the project is more than 1.4 MWp which was installed in more than 70 locations on 80 buildings. The installed capacity is Doc. nr file 09/414 2/7
3 more than 40% above the target in the project. The average size of the PV plants was 17.5 kwp ranging from 2.9 kwp to 300 kwp. The major reason for the higher installed capacity is that the system prices for PV-systems were going down during the project period. The majority of PV systems were made with standard PV modules placed on tilted roof tops and flat roofs. Standard PV modules where also used for the lighthouse project SkiveHus School, where a 300 kwp system was integrated in several roofs. Besides the standard PV systems, several PV systems where made with focus on new products and integration and ascetics. The different kind of special systems is in headlines listed below: - Thinfilm to cover a technical installation on the top of the town hall of Skive - Several different flat roof systems on the town hall of Skive - Integrated PV in the facades of the town hall in Skive - PV shading system on the town hall of Skive - Solyndra flat roof system on the roof of the library in Skive - Solar shading systems on several buildings - Integrated PV systems at several buildings - Flat roof system without any needed ballast - PV attached to roofs with glue - PV with anti-reflex surface A lot of the systems are described in the dissemination material produced in the project. Other issues - 2 different EU project proposals for the EI IEE programme where described and evaluated by the partners in the project. Both project proposals included renewable energy systems, energy saving issues with a municipality perspective. The proposals were not send to the IEE but the partners are still looking to improve the ideas and would perhaps send the application to IEE during To raise the level of knowledge and to secure a sufficient quality of the plant established, a 2 day course was offered to all installers in Skive Municipal. The course was opened to all installers but obliged for those who wanted to give quotations for installing PV plants in the Photo Skive project. A total of 21 people representing 16 companies attended the course that included theoretical as well as practical aspects regarding PV and were planned and carried out in cooperation between EnergiMidt and Den Jyske Håndværkerskole situated in Hadsten. After the course the installers where invited to bid on several systems in the project. - A monitoring system to supervise that the PV plants established are operated in a sufficient and satisfactory manner, the monitoring system is based on the Safer Sun System from MeteoControl and the plant monitoring software CLX portal from Danfoss Solar Inverters. Doc. nr file 09/414 3/7
4 8. Publication and dissemination (Describe the activities scheduled in relation to the technical milestones agreed upon.) Several activities have been carried out regarding dissemination of knowledge regarding the PhotoSkive activities. Afterwards a list containing the main publication and dissemination activities is presented. - a poster regarding PhotoSkive was presented at the poster exhibition of the 24 th European Photovoltaic Solar Energy Conference and Exhibition held in Hamburg in September In October 2009 OVE presented PhotoSkive at the very popular annual Market day in Skive. Besides information regarding PhotoSkive, also general advise concerning energy saving and sustainable energy were giving at that event. Furthermore, in relation to the PV plant established at Skivehus Skole, OVE has supported a team of teachers in preparing an energy thematic week. - Press releases have been issued within the project period. Based on these press releases, PhotoSkive have been mentioned and described in local as well as national newspapers, radio and TV. - A leaflet regarding the project was printed in 5,000 copies. The primary target group for this publication where the population in Skive, especially personnel and users in the various buildings in which PV plants will be implemented as part of PhotoSkive. The leaflet was also printed in 1,500 English copies and was used at the COP15-meeting also. In addition to specific information regarding the tasks and purpose of PhotoSkive, the leaflet also contain general information regarding PV and is therefore also usable in other contexts. In connection with the lighthouse project at Skivehus School an open house was held at the same time as the COP15-meeting in December The Photo Skive project was mentioned by the Danish national TV (DR1) when they were visiting Skive as the first of 10 towns in connection with a series describing how the raise in environmental concern is dealt with in Denmark. - The PhotoSkive project has among others been mentioned in the following magazines El & Energi Ingeniøren regarding PV issued 26 th November 2010, Statsindkøb issue Photo Skive was also a topic on a conference arranged by Solar City. Copenhagen on the 15 th December 2010 held in Arkitekternes Hus in Copenhagen. - A conference with focus on the project was held in Skive on the 24 th May It is worth mentioning, that Photo Skive has been the point of origin for a number of articles in newspapers and periodicals regarding development and further utilisation of the PV technology. As an example of this it can be mentioned, that the newspaper Politiken referred to Photo Skive in an article published on the 26 th June The Photo Skive project has also been participating in, and planned several conferences for different stakeholders and the project partners are still presenting the project in different forums around the country. - The project partners are also highlighting the project in their internal Doc. nr file 09/414 4/7
5 project material and on their respective websites. - A publication describing the different types of installations has been made and will continuously be circulated to different stakeholders. - The Municipality of Skive is still showing off their PV installation when they have visits from both local schools to high level politicians from abroad. 9. Total Other Internal PSO funding Contract sum , , ,0 Supplementary grant 1 Supplementary grant 2 Total , , ,0 Accumulated costs (sum of periods) Residual sum / residual commitment ,9-23, ,1 (67,9) - 143,2 (211,1) The reason why total costs exceed the contract sum is related to the fact that the cost for PV systems has decreased more rapidly than expected. As a result, more plants than expected could be installed with the support figure provided. As can be seen from the last row in the table, the exceeding costs compared with the contract sum, is paid by internal partners, in this case the costumer - - Doc. nr file 09/414 7/7
